Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
As part of the repositioning strategy of Cyprus, Pafos Regional Board of Tourism had decided to prepare their own vision for tourism development and to create a separate product (regional brand) utilizing and investing in the available merits. This resulted in the 'Pafos Regional Strategic Tourism Development Plan' launched at first in 2008 with a 5-year implementation horizon initially. The Plan has been since updated to 2020 and is in need for further updating to 2025 and beyond, also in line with the Cyprus National Tourism Strategy 2030.
The Plan has been enhanced with sustainable tourism mobility and accessibility policies and measures, as a result of the DESTI-SMART Interreg Europe project.
The 'Pafos Regional Strategic Tourism Development Plan' does not include so far any policies explicitly related to smart tourism and smart destinations. There is a need therefore to enhance this Plan with specific appropriate measures towards making Pafos region a ‘smart destination’, in terms of facilitating the digital transition of tourism for visitors, directly involving the SMART-TOUR project aims and activities. There is a great need to incorporate digital facilities and advanced solutions to enhance the visitor experience.
The Plan upgrading is carried out with the involvement of key stakeholders, such as Municipalities, Communities, Deputy Ministry of Tourism, Ministry of Digital transformation, museums and archaelogical sites (UNESCO WHS) and tourism businesses SMEs.

The priorities for developing balanced tourism in the Côtes d'Armor are to support :
- Networking and communication on accessibility for all, by identifying communication channels for people with disabilities and promoting certified accessible offers
- Identifying, sharing and creating innovations in cultural and leisure sites
- The development of new approaches to long-distance walking and cycling routes and associated services such as overnight accommodation, meals and luggage transport.
- Identifying, through partnerships, the availability, booking and even online sales tools available to businesses, and taking account of artificial intelligence in the sector.
- A better understanding of the specific issues linked to climate change in the region, to support a strategy for adapting businesses and regions in the Côtes d'Armor to global warming, the retreat of the coastline and the increasing scarcity of water resources.
- The development of a 360° observation system based on economic, environmental and social indicators, by building a shared observation system based on visitor numbers to major tourist sites, with the aim of understanding and regulating tourist flows.
- assessing the acceptability of tourism to local residents by creating forums and tools for dialogue and monitoring.
The exchange of experience between countries, the contribution of testimonials and the involvement of local partners for each theme are major assets in supporting the transition to tourism.

The regional operational programme (OP) "Managing Authority of the OP "Crete - ERDF/ESF+ 2021-2027" (Επιχειρησιακό Πρόγραμμα «Κρήτη 2021-2027») has a budget of EUR 565 million. The OP focuses this budget towards five key EU policy objectives: (1) a more competitive and smarter Europe, (2) a greener, low carbon transition towards a net zero economy Europe, (3) a more connected Europe by enhancing mobility, (4) a more social and inclusive Europe, and (5) a Europe closer to citizens by fostering the sustainable and integrated development of all types of territories. These pillars are then translated into relevant priority-axes within the OP. The fourth pillar will finance reskilling and upskilling actions.

Sibiu Tourism Plan aims to guide a sustainable, innovative, resilient, and growing tourism industry for Sibiu Destination. The document is regularly revised to address new challenges and opportunities. The Plan has been recently improved with sustainability topics such as the sustainability transition of tourism SMEs and the development of ecotourism infrastructures (eg. hiking trails).
The objectives addressed to achieve the goal of becoming a Smart Tourism Destination
1. Increasing accessibility to local destinations, services, experiences, events and attractions, with a focus on inclusivity, sustainable mobility, and seamless booking options.
2. Creating innovative tourism offerings and enhancing the visitor experience using digital technologies.
3. Strengthening destination governance by fostering multilevel collaboration, promoting data sharing, adopting new customer relationship strategies, and developing monitoring tools to support the sustainable management of destinations.

The Veneto Region Strategic Plan for Tourism aims to discipline the approaches and channels of interventions through which the Tourism sector in the Veneto Region can achieve further and stronger development. It does so by building on the previous positive results of excellence and by learning from the new indicators that put to test the whole socio-economic system during the COVID19 pandemics.
Beyond merely updating the Regional plan for 2018-2020, the seismic pandemic event pushed the regional policy-makers to include, in the collaborative consultation works with local stakeholders, the awareness of external factors that can deeply influence the evolving Tourism sector, if not outright accelerate certain dynamics of change that need to be accounted for.
After setting the general vision for the plan, in which the perspective for a transversal development is envisaged by establishing a biunivocal dialogue with other economic and social sectors, the Plan elaborates on UNWTO research and outlines an analysis of the recent data collected for the year 2020 and of the forecast for 2021 (year of publication). It then proceeds to set out a transversal approach that focuses on 4 axes, each spelling the objective for concerted action of development within the Region: 1) Territory, Community and People; 2) Businesses, Products, Research & Development; 3) Brand and marketing; and 4) Tools and governance.

The program is a set of interrelated areas and activities aimed at solving the most pressing problems of the city's development in a particular area, its implementation is carried out at the expense of the city budget and funds from other sources. The requester for the development of this program is Ivano-Frankivsk City Council.
The main objectives are to ensure the implementation of the state policy in the field of tourism in Ivano-Frankivsk city territorial community, create an optimal environment for sustainable tourism development, increase the share of the tourism industry in the city's economic indicators, increase the flow of domestic and inbound tourists, and improve the image in the national and international markets of tourism services.
The main strategic tasks are, inter alia:
- Creating a competitive tourist product that can fully meet the population's needs.
- Increase of annual revenues to the budget of the city's territorial community from tourism activities.
- Increasing the level of employment in the tourism industry.
- Digitalization of tourism opportunities in the Ivano-Frankivsk city territorial community.
- Optimization of the use of recreational resources and preservation of historical and cultural heritage sites.
- Development of interregional and international cooperation.
Report on the progress of the Program and its effectiveness is published annually.
Post-2025, a new program will be adopted addressing new challenges and goals to 2030.

Tourism has a very high significance for Bremerhaven that goes far beyond the economic effects. In addition to positive image, value-added and employment effects, tourism makes a decisive contribution to increasing the quality of life and creating living, residential and economic spaces in Bremerhaven. The tourism concept for the city of Bremerhaven drawn up in 2018 and will updated again in 2025/2026.
Its main points are:
- Developing sustainable and responsible tourism, including digitalisation, cultural heritage and creativity, with resilience towards a smart destination.
- Developing the local profile: Knowledge and experience worlds, improved visitor information and (digital) guidance system, accessibility, events capacities (MICE).
The goals are:
- Digital strategy: digitalisation of the tourism service chain.
- Digital experience: destination-wide implementation of digital tools (e.g. VR, digital visitor guidance, open data, booking platforms ect)
- Staging and revitalisation of the water's edge and enhancement of quality along the harbour experience sites through identity-creating design and upgrading of the maritime experience areas along the water areas.
- Tourist mobility concept: Optimisation of accessibility and demand-oriented development of tourist mobility offers to link the tourist areas and facilities.
Bremerhaven was a selected as a finalist of the 'European Capital of Smart Tourism' Awards for 2020 and again in 2024.
