Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The City of Mentana Single Planning Document (Documento Unico di Programmazione – DUP) is the instrument allows guides strategic and operational activities, enabling the Council to manage with environmental and organisational matters in a permanent, systemic and unified manner. The DUP has a three-year operational period, updated before the end of each period. The current version covers 2024-26 and the subsequent will cover 2027-29.
The DUP is divided into two sections, one strategic section and one operational. The Strategic section sets the overall planning lines for the City Council, detailing the main choices that characterise the period of political administration. These choices are made on the basis of an analysis of internal and external conditions, including national and EU guidelines and the socio-economic conditions and prospects of the territory.
The DUP highlights strategic objectives for each budget mission. Of direct relevance to PROSPERO are those related to protection and enhancement of cultural heritage and activities, economic development and competitiveness and Tourism, but also social policies, youth, sport and leisure.
These goals are put into action in the operational section, which define the operational work programmes, set annual objectives and allocate financial and human resources.

The Regional Development Programme (RDP) is a statutory policy programme, which the regional councils are responsible for drafting. The regional development programme work is done every four years. According to the law, the Regional Development Programme is based on long-term strategic guidelines. The programme specifies the objectives of the strategy and their implementation. The Regional Development Programme is created in collaboration with the region's municipalities, authorities, and communities. The current version will be renewed and updated in 2025.
The RDP of Päijät-Häme is a crucial tool for directing the development of culture and creative industries (CCI) within the region. It provides the basis for project selection and the implementation of the EU’s structural funds national programme in the region (in the current 2021-2027 programming period). It also sets the direction for how culture and creative sectors can utilise opportunities provided by structural funds. It operates in synergy with the EU structural funds programme Innovation and skills in Finland 2021-2027, which promotes long-term growth and renewal in Finland and its regions. Targets of the programme are to renew the economic structures of the areas, improve employment and competencies and increase inclusion.
Funding for the RDP in Päijät-Häme comes the European social fund plus (ESF+) and the European regional development fund (ERDF).

ERDF South-West Oltenia Regional Programme 2021-2027 covers the main cohesion objectives for the region.
The programme supports integrated development of urban areas by investments in increasing tourist attractiveness, promoting tourist values and developing facilities in this sector. It provides support for territorial development strategies and increased administrative capacity, for example by organising exchanges of experience to strengthen the capacity of the beneficiaries of funding in the field of revitalisation and sustainable valorisation of cultural heritage.
Types of eligible activities:
- conservation, protection and sustainable valorisation of cultural heritage for historical monuments A, B and UNESCO, including digitisation services for educational purposes, as well as marketing and tourism promotion activities;
- Development of tourism infrastructure and public tourism assets;
- Investments in buildings intended for public use for cultural and recreational, socio-cultural activities;
- Economic sustainability and resilience measures: digitisation, promotion, educational and civic actions;
- improved administrative capacity of local authorities on issues specific to urban development, creation of strategic documents, exchanges of experience (trainings) to strengthen capacity in fields of: physical regeneration of urban spaces and sustainable valorisation of cultural heritage; tourism to increase competitiveness; improved quality of life of local communities.

The South Transdanubian Regional Innovation Strategy 2023-2027 (STRIS 2023-2027) is a critical document to promote economic and social development of the region. The overall objective of the strategy is to respond to rapidly changing economic conditions, technological advances and societal expectations.
It has four key objectives that reflect the nature of STRIS 2023-27. The third one is the “Social and Economic Integration”. This priority seeks to integrate social and economic aspects, ensuring sustainable development and social inclusion. As part of it, talent management is encouraged to foster integration of the high value added CCI activities and actors into the regional economy. The twin transition aspects (green and digital) of CCI are also cited as an essential contribution to the creation of a vibrant, yet climate friendly regional economy.
According to the guidelines of STRIS 2023-27, CCI is one of the seven future development plans and strategic objectives that directly contributes to the third key objective as above. Instead, CCI is set as one of the key sectors of innovation in South Transdanubia. CCI involves the region's cultural heritage and creative industries, such as design, media and software development.
STRIS 2023-27 does not have its own financial / funding envelope. Reaching the objectives set can be reached by several regional, national or European level funding programmes.

The Culture development strategy of Sarajevo Canton to 2027 (developed in 2022) is the first and only sectoral strategy that defines public policies, directions, goals and resources of the development of the CCI sector. It is in line with the Sarajevo Canton Development Strategy 2021-2027, an integrated, multi-sectoral strategic document defining public policies and directing development of the Sarajevo Canton.
The policy was designed to address challenges related to human capital, preservation and valorisation, internationalisation, coordination and cooperation, utilisation of available financial sources. It also seeks to build internal capacities of the Ministry of Culture and Sports. It focuses on positioning culture in the context of activation of human potential and updating and digitalisation of heritage.
Strategic goals are:
1. To support development and diversity of cultural and of artistic creativity in the context of improving quality of life in the Canton and strengthening of human capital.
2. Preserve, protect and promote (in)tangible cultural heritage in the context of strengthening identity and social capital in the Canton.
3. Support CCIs in the context of strengthening sustainable economic and overall development.
All measures are allocated into long, medium or short term priorities. Funding for the strategy is based on use of multiple funds (various government levels and EU) and new funding modalities.

The Cultural and Leisure strategy for Middlefart Municipality was developed in 2021 and will be reassessed in the coming years.
The strategy includes a number of topics and objectives that lay the foundation for participation in the PROSPERO project:
1) Cultural and leisure experiences for everyone. The objective is to be curious, development-oriented and experimental and open to a wider group of participants, with cultural and leisure experiences for everyone.
2) Cultural experiments and exposure. The objective is to continue to collaborate with the many talented people artists and enthusiasts to support the many cultural experiences. The policy should support cultural experiences to become to a greater extent part of the urban space, the local community and where people move and live.
3) Meeting points. The city council focuses on creating inclusive meeting places and facilities that set the framework for active and creative communities, where it is easy to meet and interact. This is supported by establishment of meeting points around the city.
The strategy is supported by the municipal budget for cultural activities, where, among other things, budget has been allocated to work with youth and cultural activities, experiments and new cultural initiatives and events. Concretely, the municipality has bought the large industrial and harbor area, which is to be developed as an urban development, and set aside funds to support cultural activities and facilities in the area.

CCC’s Cultural & Creativity Strategy is the policy instrument that links local policy to national policy. It is the principle instrument for developing and supporting the local creative vision for County Cork through the Cork County Creative Ireland Programme.
The strategy is a catalyst for taking a collaborative and innovative approach to community wellbeing, social cohesion and economic development through programmes that include arts, culture, heritage, and technology.
The strategy aims to ensure a strategic focus to empower communities and enable inclusive creative engagement through policy, practice, participation, and partnership. There is a focus on developmental, community-centred programming with long term, sustainable impact. This strategic aim is supported by a strong Culture and Creativity Team, within the County Council.
The strategy has five strategic priorities 1. Connected, Creative Communities, 2. Creative Placemaking and Representation, 3. The Creative Economy, 4. Wellness and Creativity, & 5. Creative Climate Action.
A key priority is to support creative professionals to develop and sustain their practices in County Cork through specific supports, incentives, and strategic policy, including access to workspaces, professional development, and developmental programming that utilises and connects to the unique skillsets and expertise of the sector.
