Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Research and Innovation Strategy for the Smart and Sustainable Specialisation of the Region of Murcia 2021-2027 (RIS4) is an evolution of the previous RIS3 strategy, designed to address the region's new challenges, focusing on digitalisation and sustainability. Its main objective is to drive the economic transformation of the Region of Murcia through policies and actions based on innovation and the application of knowledge, seeking to improve the quality of life, prosperity and sustainable growth of the region.
RIS4 focuses on four areas of strategic specialisation: agri-food (including water, environment and logistics/transport), quality of life (encompassing tourism, habitat, health and fashion/footwear), tractor activities (marine/maritime, energy and chemistry), and enabling and disruptive technologies (such as ICT). This strategy establishes three main strategic lines: specialisation, which improves the capacities of the regional science, technology and business system; internationalisation, which fosters integration in a global economy; and hybridisation, which promotes multidisciplinary cooperation in R&D&I.
Furthermore, it was elaborated taking as a reference the European Union guidelines, the update of the evidence base and the evaluation of the previous RIS3 strategy, with the active participation of the regional R&D&I ecosystem.

The Smart Specialisation Strategy addresses five thematic areas: Smart Industry, Wood working and Forestry, Digital transformation, Food stuff and Agriculture, and Tourism and Attractivity. The thematic areas are all seen as fundamental both for achieving economical growth in the county but also for achieving a sustainable transformation of the society. For each area one coordination stakeholder is assigned. The coordination stakeholder is responsible for coordinating the open discovery process. The outcome of the processes will be development agendas which will be used for prioritizing actions within the innovations system, for instance future project applications. To increase capacity for S3 Region Jönköping County are working in a S3-plattform together with Region Kronoberg, Region Kalmar and Region Gotland. The platform is originating in a transformation analysis for the entire geographical area and was requested by the European commission.
The platform is the foundation for the discovery process and the coordinating actors will work interregional. The objective is to produce development agendas. The process for the development is based on a model for an open discovery process with the challenge to both gather all relevant stakeholders in the process and both create a cooperation that can work on long term objectives but translate them into action needed today.

European Funds for Podkarpackie 2021-2027 (EFP) is a key document defining the strategy for the use of EU Funds in the region. EFP is one of the tools for implementing the Regional Development Strategy - Podkarpackie Province 2030. The main areas of program support are: competitive and digital economy, environmental and energy security, health security and education, social capital, economy, labor market, tourist offer, mobility and communication, which determine how the region's development policies are implemented. The Regional Innovation Strategy of the Podkarpackie Province for 2021-2030 (RSI WP) is a strategy of intelligent transformation strengthening the innovation and competitiveness of the region's economy, as well as training staff responding to the demand of the labor market and developing pro-innovation social capital. RSI WP is a development program detailing the provisions of the Regional Development Strategy - Podkarpackie Province 2030 in the area of developing the competitiveness and innovativeness of the economy. In order to implement the RSI WP, an own project was created called Podkarpackie - Intelligent Region. It consists of a complex set of actions aimed at strengthening the regional innovation system. These activities are: monitoring, evaluation and promotion of the RIS WP, conducting EDP, interregional and international cooperation.
The solution of combining EFP and RSI WP is also used in the ongoing IE project LOTTI (Silesia Region).

The Regional Innovation Strategy of the Usti region is a strategy for increasing regional competitiveness, strengthening the innovation ecosystem.Implementation of strategy support process of decarbonization and economy transformation, especially in energy intensive sectors (chemistry etc). Strategy action plan is focused on preparation of shared infrastructure, regional innovation brand, performative actions, financial tools and project for increasing quality of human resources. Implementation is especially funded from Operational plan Just transition funded by EC and co funded from national and regional budget.RIS3 is prepared with involvement of stakeholders from different business and academia sectors which participate on strategy implementation, monitoring and evaluation.

The policy also prioritizes sustainable and inclusive growth, addressing societal challenges through innovative solutions. It focuses on strategic areas such as biotechnology, mobility, information technology, and renewable energy, aiming to create a dynamic and resilient innovation ecosystem.

Global transformations and specific regional challenges threaten prosperity in the broadest sense, also in the province of Groningen and the Northern Netherlands. The region must adapt to these transitions and challenges. At the same time, they also present opportunities for development. The core aim of the NNLs RIS3 is to identify and realize these opportunities, and in the process, help create a circular, happy and inclusive NNLs. The strategy is about achieving synergy between economic, natural and sociocultural qualities, and wide participation.
The RIS3 was developed through a collaborative, interactive process of Entrepreneurial Discovery (C-EDP). In this process, all actors are encouraged and challenged to work together in varying coalitions to identify opportunities for development that may grow to become specializations. The Northern Netherlands does not regard this as a singular or cyclical process, but as a continuous process of interaction between stakeholders (quadruple helix) who have a common mission to identify, explore and realize new opportunities for innovation.
The RIS3 aims for a mission-based approach, to stimulate innovation that has an economic impact and that leads to a perceptible social impact. Public authorities, education and knowledge institutions, the business community and society aim to develop joint missions to find solutions to social challenges, based on regional strengths and advantages.
