Several Structural Fund programmes include specific priorities on innovative mobility patterns and transport systems based on lower or zero CO2 emissions. Alternative fuel and e-mobility represent an excellent opportunity to reduce the carbon footprint of economic activities in urban and extra-urban areas. e-MOPOLI aims to contribute to an efficient diffusion of e-mobility and alternative fuels mobility with improvement of9 policy instruments set, 6 of which directly linked to Structural Funds, in Italy, Slovenia, Greece, Belgium, Finland, Norway, Romania and Latvia.
Partners commit to concentrate on several main working areas: charging and tolling policies in favour of e-vehicles, development of charging infrastructure powered by alternative sources, integration of charging infrastructure and charging hubs in spatial planning, deployment and purchase of alternative fuel vehicles in public transport and promotion of e-mobility in niche market fleets.
The policy instruments selected by 9 partners will be improved mainly through new projects and enhanced governance.
The Regional and interregional learning process will actively involve project partners, their institutions and their stakeholders groups.
The project, in order to effectively reach its goal, will be soundly structured on following steps:

Besides reaching e-MOPOLI outputs and results, partnership will transfer them to a wider audience, through carefully planned communication activities, which will include regional and interregional events such as conferences, workshops, dissemination events, Policy learning platform and Programme events.
Specific Objec.4e.1-Increased Sustainable Mobility in Urban Areas. Action IV.4.e.1.1 supports diffusion, in urban&metropolitan areas, of low carbon mobility systems to contribute to reduction of CO2 emissions in transport and to improve air quality in urban areas as foreseen in EU ®ional legislation. The Action will promote e-mobility in urban areas and policies for the integration of e-mobility with renewables, such as storage solutions (EC Regulation, EU Directive on Alternative fuels and Europe 2020 Strategy). Concerning e-mobility, the Action particularly aims to contribute to the development of national charging network as foreseen by the National Infrastructure Recharging Plan for Vehicles Powered by Electricity (PNIRE). The Action supports the implementation of comprehensive plans for distribution of charging points in urban and metropolitan areas, which will be implemented in the local urban mobility planning tools. Improvements of the policy instrument in e-MOPOLI will consider integration between the electricity distribution grid and charging infrastructure and also thelack of transfer of knowledge&implementation of Regional Mobility plans into the local level (provincial authorities&municipalities). Moreover Lombardy Region thanks to the Province of Brescia contribution, will experiment new approaches and measures favouring public-private partnerships, implementing the policy instrument at the local level and involving key stakeholders of the sector.
Specific Objective 4.6 Increase sustainable mobility in urban areas.
In Calabria, 44% of the regional energy consumption is related to transport and in the province capitals of the region only 39 passengers per inhabitant were transported by Local Public transport (LPT) in 2013, compared to a national average of 189. The LPT offer in the Region is lacking in comparison with the Italian average,in the municipalities, for example, the seats-Kilometres offered are 2,1 vs. 4,6 of the national average. The Calabria Region aims within its strategies to modernize the regional model of transport efficiently and with an integrated approach, promoting as much as possible sustainable and innovative mobility, such as hybrid or electric mobility.
Action 4.6.1 contributes to increase sustainable mobility through the implementation of multimodal transport systems that promote the use of LPT by commuters and urban inhabitants and switch private transport to the Public one, through measures that facilitate access and parking (car parks, bikes and motorbikes, suitable and recognizable routes and crossings).
With the e-MOPOLI project, Calabria Region will increase services of sustainable LPT, with a focus on electric mobility and charging infrastructure, also thanks from the share of good practices with Project Partners. e-MOPOLI will improve the policy instrument by implementing strategies and measures in the field of electric mobility solutions applied to public transport.
MAIN FEATURES: National OP aims at lowering GHG emissions, improving air quality, reducing noise in urban areas due to traffic and support the measures of sustainable mobility that contribute to a better integration of urban areas and the outlying hinterlands. The priority axis2.4.6. Promoting low-carbon strategies for all types of territories, in particular for urban areas, including the promotion of sustainable multimodal urban mobility and adequate mitigation and adaptation measures gives priority to:
- projects that apply an integrated approach in the implementation of sustainable mobility measures
- projects that will contribute to reducing noise pollution in urban centers
- projects that will support the use of new technologies in urban transport systems.
REASONS FOR IMPROVEMENT: although OP supports investments in electro charging stations and preparation of SUMPs for larger cities, it does not fully address the challenges faced by local authorities and regions in reducing noise and hard particles pollution and the use of new technologies in several aspects: deployment of vehicles on alternative fuel - AFV, policies for integration of AVF on the regional level, infrastructure. e-MOPOLI aims at promoting: R&D, investments connecting private and public stakeholders for deployment of alternative fuel technology and infrastructure according to smart specialization; international aspects of spatial planning innovation – localization & concentration and fiscal incentives.
Priotity Axis 6 seeks to solve major problems related to the integration of environmental infrastructure and the improvement of urban environment in order to advance the quality of life of the residents. Measures to achieve this is urban revitalization and promotion of environmentally friendly mobility.
Priorities of this axis are:
-waste prevention (volume reduction, recovery - material recycling and recovery of waste as productive and financial resources)
-combination of strengthening tourism development and urban rejuvenation
-management and distribution of drinking water
-protection and conservation of cultural heritage and development of cultural infrastructure
Major challenges that exist in Attica are related to the improvement of the physical, anthropogenic and residential environment, tackling environmental degradation brought about by uncontrolled expansion of urban areas, concetration of population etc
The Flemish policy framework on alternative fuels infrastructure for transport in response to Directive 2014/94/EU is based on the Action Plan on the deployment of alternative fuels infrastructure as adopted by the Flemish Government on December 18, 2015. With this Action Plan, the Flemish Government wants to accelerate the transition an alternative fuels vehicle market in Flanders.
The Action Plan focusses on four-wheelers and integrates 2020 objectives for electric vehicles and for charging infrastructure. The main actions stimulate market uptake for Clean Power vehicles and aim for a fast expansion of the infrastructure required. The actions should remove the main barriers, namely purchase price, lack of charging infrastructure and limited user knowledge. A well-organized coordination structure with working groups for the implementation ensures the transversal character and the involvement of all stakeholders concerned in the policy development.
Through e-MOPOLI the Region designs, stimulates, enhances and boosts tailor made policies and actions to overcome critical gaps towards the transition to Low Carbon Economy. Studies carried out over the past years point out the great potential of electromobility in different market segments niche market fleets (e.g. taxi’s) and electric busses. Additional emphasis will be placed in the electric mobility guide for local, a useful tool to support knowledge and experience exchange among the participating Regional governments.
Sustainable growth&jobs 2014 2020 Finland's structural funds programme(CCI number: 2014FI16M2OP001) has five priority axes and 13 specific objectives. Each project under ESIF must deliver at least one of these specific objectives. Total budget is 2,598,922,190.00 € and total EU contribution is 1,299,461,095.00 €. 70,9% of the programme is dedicated to Northern and Eastern Finland (NUTS2) as sparsely populated areas facing stronger challenges. Kainuu, NUTS3 has an ESIF budget ERDF 20 million€ (9€ for support to SMEs, 11m€ production of new knowledge, ) and 12 m€ ESF (6m€ for education and skills). (both from www.eura2014.fi/rrtiepa/. e-MOPOLI is relevant to Kainuu ESIF’s thematic objectives (TOs) TO1 and TO4. TO1: Investments promoting research and innovation activities; especially in growth companies and start-ups in chosen smart specialization fields; around 24% of programme is dedicated to TO1. TO4 Supporting the shift towards a low- carbon economy in all sectors (Investment priority 4f - Promoting research and innovation in, and adoption of, low-carbon technologies. Justification for selection: 1) The country-specific recommendation to increase the capacity to deliver innovative products, services and high-growth companies in a rapidly changing environment, 2) continue the diversification of industry, and 3) in line with Finland's national operational programme for emissions of sectors outside emission trade (-16% in 2020) and for renewable energies).
In general, we are focusing on e-mobility, more specifically on
1) electrification of the bus and ferry fleets,
2) charging infrastructure and
3) city logistics.
The regional Transportation Strategy is referring to the National Transport Plan. The Regional Transportation Strategy aims that Rogaland County Council will be a resource of knowledge and a supporter of new technology. The plan also aims that freight transportation has to be done as environment friendly and safe as possible and that transport development needs to support an environment friendly city development.
The Regional Plan for Energy and Climate focuses on reducing CO2-emissions, e.g. by introducing new, improved and environment friendly technology in the transport sector (sea and land).
The National Transport Plan and the regional transportation strategy are both aiming at reducing global climate emissions and local emissions.
Our focus on e-mobility is referring to these goals. The current regional plan for energy and climate needs to be updated in the field of e-mobility.
The Regional Operational Programme Investment in Growth and Jobs ERDF 2014-2020 includes as Priority Axis 3 “Support for transition to a low carbon economy”. Moreover, it is stated as Investment Priority 3.2 “Promotion of the carbon dioxide emissions reduction strategies for all types of territory, particularly urban areas, including the promotion of sustainable urban mobility plans and relevant measures to mitigate adaptations” and particularization as Specific Objective 3.2 “Reducing carbon emissions in urban areas based on sustainable urban mobility plans”.
The main result anticipated by implementing such measures is to limit the increase in greenhouse gas emissions. In the absence of relevant measures to limit GHG emissions from road transport, the Ministry of Environment, Waters and Forests (MMAP) estimates forecast an increase of more than 28% in 2023 as compared to the reference year 2012.
Within this framework the ROP finances at the national level activities such as (i) investments to improve urban public transport, and (ii) investments for electric and non-motorized transport. However, due to the lack of experience in the field of GHG emissions, there is a breach between these defined activities and the concrete actions to be taken. Therefore improving the policy instrument in this respect would contribute to enhance the region’s development.
Mid-term development planning document, laying down mid-term priorities & the set of measures for implementation of long-term strategic goals set out in planning region or local government development strategy. Strategic part of Zemgale Planning Region (ZPR) Development Program 2015-2020 defines the medium term Strategic settings for the sustainable development of ZPR. 6 medium-term priorities are defined, certain directions of action for achieving development priorities and results to be achieved.
