A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
To respond to an increasing demographic ageing, the Regional Administration of FVG, Central Directorate for employment, education, training and family, has activated, within the framework of the regional Public Employment Services, a specialized service for matching labour supply and demand in the field of domestic work, the"Sistema di Conciliazione Integrato - SI.CON.TE".ESF+ 21-27 Regional Program funds SI.CON.TE, hinged in the Regional Service for coordination of family policies,within Specific Programs implementing Priority 1-Employment with Specific objective c)04.03 Promote balanced participation of women and men in the labor market and better work-life balance,including through access to affordable childcare and dependent care services.Furthermore,given the cross-cutting nature of the programme and the specific topics and subjects it addresses, it has been identified as Operation of Strategic Importance in the ESF+ Regional programming and the regional service contributes to its planning, design, monitoring and evaluation. It guarantees services to 2 families and workers. In particular, it is addressed to those who are looking for work in the domestic sector as a domestic helper, family assistant or babysitter and at families who need help in caring and assisting, at home, for their family members, whether they are elderly dependants or minors.SI.CON.TE is synergic with several measures addressing employability and inclusion as it enables women in search of occupation.

The DTP is a local policy instrument guiding labor market integration and workforce development in the County of Offenbach. Developed in collaboration with regional authorities, it establishes employment priorities, funding strategies, and targeted support measures to address local labor market challenges.
A core focus is improving labor market access for disadvantaged groups, including long-term unemployed individuals, women, and migrants. The instrument emphasizes tailored employment programs, vocational training, and support services to enhance job placement opportunities.
It also addresses sectoral workforce shortages, particularly in health and social care, by promoting upskilling and reskilling initiatives. These efforts help ensure that the local labor force meets the growing demand for skilled care professionals.
Recognizing the importance of digital transformation, the instrument integrates strategies for digital skill development to equip jobseekers with competencies relevant to modern workplaces.
The policy is updated annually to reflect changing labor market conditions and aligns with Hessian and national employment strategies. It also supports the leveraging of external funding, including ESF+ programs and EU funding, to finance employment and training initiatives.
By providing a structured and adaptable framework, this instrument plays a crucial role in shaping sustainable employment pathways and fostering social inclusion.

The "Regional Plan for the Development of Social Services and Deinstitutionalization for the Kuyavian-Pomeranian Voivodeship" is a policy instrument aimed at enhancing social services in the region. Developed by the Regional Center for Social Policy in Toruń, the plan guides strategic changes based on regional needs. Its primary goal is to support local authorities in transitioning from institutional care to community-based services, enabling individuals to receive support in their home environments. This aligns with the "European Guidelines on the Transition from Institutional to Community-based Care," which advocate for preventive, locally accessible services. Key areas of intervention include support for the elderly, people with disabilities, families and children (including those with disabilities), individuals in mental health crises, the homeless, and migrants. The plan prioritizes these groups to combat social exclusion and ensure adequate support. Funding priorities are based on identified regional needs and guide the allocation of resources from the European Funds for Kuyavia and Pomerania. The plan aims to foster systemic changes and sustainable, community-centered care solutions. This policy instrument is crucial for a coordinated, strategic approach to social service development, promoting inclusivity and improving the quality of life for vulnerable populations in the Kuyavian-Pomeranian Voivodeship.

The Strategic Multi-Annual Plan is a multi-strategic document of the Province of Antwerp. This Multi-Annual Plan is developed within the BBC (Policy and Management Cycle) and is translated into policy objectives with corresponding action plans, allocated budgets, and measurable indicators. For this project, the policy objective “For every talent a job and for every job opening a talented employee” is central. This is a multi-sectoral objective that is translated into the following action plans:
- Promoting an inclusive economy;
- Strengthening the interaction between education and the labor market;
- Supporting organizations in applying innovative approaches to labor organization in response to challenges in the labor market.
Specifically for the healthcare sector, these action plans are translated into an implementation-oriented document called the Policy Action Plan: Key Sector Healthcare 2020-2025. This specific component, aimed at the healthcare sector, will be impacted by the project.The Autonomous Provincial Enterprise (APB) Governor Kinsbergen Center (GKC) is tasked with implementing this action plan. A management agreement has been established between the Province of Antwerp and APB GKC, detailing the objectives to be achieved, actions to be taken, reporting requirements, and associated financing.
In 2025, a new Multi-Annual Plan 2026-2031 will be drafted, along with the corresponding action plans, concrete actions, and a revised management agreement with APB GKC.

The V Pact for the Social Economy is the instrument and main tool of the Regional Government to strengthen and promote the Social Economy in the Region of Murcia in the medium term, with specific actions and measures. The action plan contained within the V Pact for the Social Economy is articulated in 7 main axes which in turn are broken down into 32 vectors and 73 actions. In Axis 4, the goals are that the social economy generates welfare, social inclusion and fosters the elimination of social and territorial inequalities. This is also in close relation to Axis 5: Training as a basis for self-employment and professionalization of human capital. These two axes would be the main focus towards CApABLE, as the Axis 4 it is proposed proposes support for the care of the elderly and dependent or vulnerable people through the promotion of networks of cooperatives, labour companies and other social economy enterprises, such as insertion enterprises. Final aim is to, to offer integral services to society and respond to the demographic challenge, generating social and territorial cohesion.

The main policy instrument to be updated is The County Strategy for the Development of Social Services Vaslui 2014-2023. Its overall goal is to create a smart, efficient and socially inclusive social welfare system. It aims at a coherent approach of the County Social Protection System starting from the needs of frail people, which involves planning the actions that will be implemented to increase the quality of social services offered to target groups.
The general objectives are: (a) prevent the institutionalisation of the elderly through the creation of community services; (b) develop residential systems; (c) support home care and socio-family reintegration; (d) tackle the marginalisation and social exclusion of elderly; (e) expand public-private partnerships in the social service sector; (f) improve the qualification of personnel working in the care sector and facilitate the professionalisation of networks of care workers.
Addressing the problem of the shortage of caregivers and the growing number of elderly people requires:
- Increase the responsibility of decision makers and raise public awareness of the issue.
- Diversify the services offered to the elderly.
- Identify training needs and improve the profile of care worker courses.
- Attract more workers to the care sector.
The new version of the County Strategy will be approved in May 2025. The new Strategy will be the main policy tool to be improved during project implementation.
