Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Operational Programme of the European Regional Development Fund 2021-2027 (ERDF RP) is the programming document that defines strategy and operations for the use of funds allocated to the Region. Being one of the main investment instruments within the framework of the Cohesion Policy, it works to strengthen the economic, social, and territorial cohesion of the European Union and correct imbalances between its regions. ERDF 21-27 involves the Marche region in all its extension and includes 3 strategic priorities (1 - A smarter and more competitive region, 2 - A Greener Region, 5 - A Region closer to the citizens), articulated in 12 specific objectives. Specifically, within the ABC project, we intend to address in the framework of the 2.1.1. Priority: 2. Energy, climate and risks, water resources and biodiversity the Specific Objective: RSO2.1. Promote energy efficiency and reduce greenhouse gas emissions (ERDF), Action 2.1.2 – Promoting Eco-efficiency and reducing primary energy consumption in public buildings and facilities. Funding are provided for interventions in buildings whose projects ensure higher levels of energy savings than those required and that provide for the optimization and use of resources throughout the life cycle, and the ITACA protocol. Thus, public building heritage can also play a pivotal role in promoting bio-based and low-carbon material and incentivize the use of the carbon storage as an indicator to quantify their positive climate effect.

Sub-measure 17.1 "Insurance premiums for crops, animals and plants" falls under, according to the provisions of art. 36 and 37 of Regulation no. (CE) 1305/ 2013, with subsequent amendments and additions, in measure 17 "Risk management" and contributes to the field of intervention DI 3B "Supporting the management and prevention of risks at the farm level".
The eligible risks for this sub-measure are:
- Adverse climatic phenomena, namely: drought; scorching heat; floods etc.
- Infestations with quarantine organisms harmful to plants
- Animal Diseases.
Droughts and other extreme weather events affect the processes that enable agriculture to sequester carbon, such as soil carbon storage and plant growth. These impacts can reduce the amount of carbon that agricultural systems can capture and store in soils or biomass, which ultimately affects the availability of materials for biobased construction. Biobased construction materials (e.g., wood and straw) depend on the continuous availability of carbon-sequestering crops and biomass. When these crops face climate-induced stress, it impacts both the quantity and quality of biobased materials available for construction.
Sustainable agricultural practices can sequester carbon and provide renewable materials for construction, contributing to both climate mitigation and adaptation. By adopting these practices, we can create more resilient agricultural systems, reduce carbon emissions, and promote a sustainable, circular economy.

Objective: The ROP of Thessaly 2021-2027 aims to foster sustainable development, economic growth, and environmental protection in the Thessaly region. Its primary focus is on enhancing the quality of life for residents, improving regional competitiveness, and ensuring the sustainable management of natural resources; characteristics:
- Comprehensive Development Approach, covering multiple sectors including agriculture, infrastructure, environmental protection, and social services.
- Sustainability Integration, incorporating sustainable practices into regional development through green technologies and nature-based solutions.
- Innovation Focus, both methods and the adoption of new technologies to tackle regional challenges and enhance economic resilience.
Priority/Measure Addressed:
Specific Target 2.7 focusing on nature, biodiversity and green infrastructure. Key measures include:
Promotion of Sustainable Construction Materials: Encourages the use of farm-sourced materials like straw and bamboo for construction, enhancing carbon sequestration.
Support for Carbon Sequestration Projects: Initiatives that increase carbon storage in agriculture and construction sectors.
Development of Supporting Policies and Infrastructure: Facilitates the adoption of nature-based solutions for carbon removal.
Rural Regeneration and Reducing Inequalities: Focuses on sustainable development initiatives that address urban-rural disparities and foster regional cohesion.

The Vidzeme Planning Region Development Programme 2022-2027, adopted by the Development Council, outlines the region’s medium-term development priorities, goals, and actions based on the VPR Sustainable Development Strategy for 2015-2030. Developed through a participatory process with regional stakeholders, the programme focuses on the region’s capacities and opportunities. VPR coordinates the programme’s implementation and monitoring.
For the period until 2027, 12 priorities are set, including protecting natural capital, fostering strong communities, advancing innovation and science, promoting circular and bio-economy, ensuring clean energy, and transforming industry.
The Vidzeme Planning Region Development Programme for 2022-2027 aims to preserve and manage natural ecosystems and resources sustainably. Key tasks include managing environmental infrastructure, implementing green infrastructure solutions, and promoting public education to encourage sustainable resource use and management. Although sustainable construction is not specifically highlighted, its principles are integrated into the broader sustainability framework, without separating individual sectors.
Vidzeme University of Applied Sciences plays a key role in enabling education, further training, and research aligned with the Research and Innovation Strategy for Smart Specialization, which aims to transform the national economy for higher value, productivity, and efficient resource use."

The Climate Action Programme of Gelderland (2021-2030) aims to reduce greenhouse gases by 55% by 2030, compared to 1990, and achieve climate neutrality by 2050. The plan focuses on reducing carbon measures (mitigation), for example through nature-based solutions. This includes a necessary shift in agriculture practices to 60% (!) of the entire agricultural land becoming regenerative or nature inclusive, allowing for achieving the national goal of storing more carbon in soil, and reducing the emissions in the building industry, which can be obtained by shifting to (natural) building materials that can actively store carbon. To increase the sequestration and to give the agriculture transition a boost we want among others to further develop the ONCRA method as a policy instrument. Improving this policy by more actively promoting and achieving both the (sufficient) shift to regenerative agriculture and an extensive increase of natural building materials, is the direct link to the ABC project objectives.

The General Local Plan 2016 – 2031 was prepared in the framework of the Government's project for the drafting of General Local Plans of 26 municipalities, an initiative undertaken by the Ministry of Urban Development. The document of the Local General Plan of the Korce Municipality was drawn up by the staff of the Korce Municipality, in cooperation with the National Agency of the territory and the working group for technical consultancy. The content of the General Local Plan Document of the Municipality of Korce is supported by law no. 107/2014, dated 31.07.2014 "On Territorial Planning and Development". The structure of the General Local Plan of the Municipality of Korce is based on the legal provisions for the content of planning documents and contains several main chapters such as: Plan of territorial proposals, plan of services and infrastructures, Plan of Actions for the implementation of the Plan as well as the Plan of Capital Investments.
In the first part, the proposals of the territory are presented according to the basic land use systems and categories. The second part focuses on the proposal of services and infrastructures. The territory plan is closed with the drafting of the plan of actions for the implementation of the plan and the general costs of the infrastructures. Part of the General Local Plan is also the Capital Investment Plan.

Regional development program's (RDP) is an instrument of regional policy whose main objective is to harmonise the development goals of the development region in the field of economic, social, educational, public health, spatial and environmental and cultural development and to assess the instruments and resources for their implementation. RDPs are prepared at the level of the development region, which is a territorial unit of NUTS 3 - Gorenjska, which includes 18 municipalities. The strategic part of the RDP - the regional development strategy represents a common starting point for development at the regional level. It provides the basis for goal-oriented development planning while considering the interventions in the region.
Reduction of CO2 measures in RDP are mainly connected to sustainable mobility and energy efficiency, while the carbon storage in connection to usage of natural materials for construction has not been addressed (nor in the priority development of countryside, nor in priority economy development)
