Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
TenConnect directly supports two strategic goals:
1. Sustainable Transportation in Cities: Aligns with TEN-T's emission reduction and seamless transport goals.
Zero-emission zones, decarbonization, sustainable logistics, and intermodality directly support TEN-T objectives.
Efficient "Last-Mile": Optimizing urban logistics and e-commerce streamlines TEN-T freight's final leg.
Improved Nodes: Enhancing public transport and traffic management in cities strengthens their role as TEN-T entry/exit points.
2. Rail Transport Networks:
Corridor Connectivity: Modernizing the Caldas da Rainha – Louriçal section (West Line) enhances TEN-T network efficiency.
Regional & Feeder Lines: Requalifying the Vouga line improves access to TEN-T nodes and potentially reduces urban congestion.
Environmental Goals: Rail investments promote modal shift from road, aligning with TEN-T's decarbonization goals.
In termos of strategic objectives it should be mentioned both:
RSO 3.1 specifically focuses on making the TEN-T network resilient, smart, safe, sustainable, and intermodal, exemplified by the West Line modernization.
RSO 3.2 improves regional and local mobility linked to TEN-T, fostering cross-border connections, such as through investments in the Vouga Line and the Guarda Dry Port.

Transport Development Strategy of the Republic of Slovenia until 2030 is the most important medium-term national transport development PI in Slovenia. It is the first document to deal with the transport system in a comprehensive manner, thus enabling greater synergies in achieving the objectives of transport and spatial policies of the state and of other policies, and greater control of the impact of transport on the environment and the economy. Based on traffic flow forecasts, traffic safety, environmental impacts and social acceptability, future transport measures are determined for all transport types, i.e. sea, air, rail and road transport, and for sustainable mobility. 29 measures were determined for rail transport, 37 measures for road transport, 22 measures for public passenger transport or sustainable mobility, 14 measures for waterborne transport (sea and inland waterways) and 6 measures for air transport, thus, a total of 108 measures governing infrastructure, organisation, traffic management, traffic safety and vehicle fleet. By realising the National Programme, we will provide our citizens and the Slovenian economy with suitable conditions in the field of transport, i.e., greater mobility and accessibility, more effective supply to the economy, greater traffic safety and protection, reduced energy consumption, lower costs to users and managers, and lesser environmental burdens.

Mobility comes with many benefits for users but at the same time it is a major contributor to congestion, pollution and climate change. This confronts us with the urgent need moving towards a much more sustainable and inclusive mobility. To face these looming challenges, the Municipality of Alba has introduced a medium-long term planning tool, namely the Sustainable Urban Mobility Plan approved in 2022. It is a concrete attempt based on three overarching objectives:
1- Reduction of greenhouse gas emissions at least 40% by 2030 up to minimum levels by 2050;
2- Reduction of traffic flows within the built-up area;
3- Reduction in road accidents by 2030.
This policy instrument brings back to attention 5 specific issues as improvement livability of central areas, soft mobility, urban transport, traffic flow rationalization, sustainable mobility and neighbouring territorial cohesion. In a context of TEN-T policy maximizing benefits, this project will address several priorities starting from:
1. the dissemination of a greenway approach through pedestrian-bicycle mobility with particular focus over the Tanaro River;
2. the promotion of ITS (Intelligent Systems of Transport) services;
3. the adoption of a multimodal perspective between public transport (TPL), shared mobility and cycling infrastructure;
4. fostering connectivity and constantly strengthen hotspots of interaction;
5. stronger cooperation between Municipalities and stakeholders.

The Riga Region Development Programme 2022–2027 is an important medium-term regional development policy instrument of the Riga Planning Region, which sets regional development priorities, lists measures and projects, and ensures monitoring over time. It is an official development policy document within the overall framework of the policy planning documents of Latvia. The policy instrument consists of 3 main parts: 1) the strategic part that describes the existing situation and identifies priorities for seven years to come; 2) the investment plan that allows for matching the identified priorities with certain activities or projects; and 3) the monitoring system, which allows to measure the processes of change over time. The current programme identifies issues related to accessibility, mobility, public transport, community development, public participation, and the provision of services in suburban neighbourhoods to achieve sustainable integrated territorial development.
The project will address several strategic priorities, such as “Comfortable, fast, and climate-neutral mobility", "Quality governance and solutions for territorial development", and “Sustainable settlement patterns and locations”. The document itself will be improved, updated, and monitored during the implementation of the TenConnecT. This also applies to the thematic plan “The Action Plan for the Development of the Riga Metropolitan; which further details the objectives and priorities of the main PI.

Scheme of the Planning of Zakarpattia region, approved by the Zakarpattia Regional Council, outlines the economic and territorial development directions for the region until 2031. The scheme includes decisions on territorial development, rational use of natural resources, environmental protection, and engineering and transport infrastructure.
The Department of Urban Planning and Architecture is currently developing and reviewing the scheme. Two strategic goals related to TenConnecT scope are sustainable transportation at the local level and improved nodes.
The first goal is sustainable transportation at the local level, aligning with the TEN-T (Transportation and Energy Transmission) network.
The second goal is improving the TEN-T transport networks, which are transposed at the local level by motorways, express roads, or national roads.
The project TenConnect aims to develop the modeling of the international transport and communication corridors and areas of their influence for sustainable development in Zakarpattia Oblast. The focus is on reducing emissions and creating green energy transport links, ensuring efficient and sustainable delivery of goods.
