Project summary
Promoting regional synergies between ESIF and other funding programs and finance instruments could maximize the specific value added of investments such as the capacity to support effectively research capacity building and the exploitation of research results for raising the overall social and economic impact of European Research and Innovation (R&I).
However, the concept of synergies encompasses a broader set of different objectives than just combining funds, and in order to implement them, synergies requires an alignment on three levels:
- at the policy level by constructing a shared vision;
- at strategic programming level through aligning objectives of different programmes;
- and at operational level by providing consistent provisions in the legal and administrative frameworks.
In addition, to implement synergies effectively, it is necessary to establish a monitoring system and study on the modalities, extent of the actual fulfilment of the synergies as well as its impact on regional R&I.
SYN€RGY aims to build successful synergies in Research and Innovation funds for greater effectiveness and impact in Smart Specialisation Strategies (S3), by tackling the main hurdles for the implementation of synergies through the improvement of Policy Instruments.
To this end, SYN€RGY develops an inter-regional cooperation scheme composed by AEIDL as advisory partner, and 8 partners from 8 countries spread over Europe with a balance of developed and less developed regions, addressing approaches at the local, regional and national levels.
The interregional exchange and learning process activities include, Interregional thematic workshops & peer reviews, regional reports and an interregional analysis, that together with the regional stakeholders meetings, will enable the improvement of policy instruments addressed.
Sharing ideas and experiences, SYN€RGY will facilitate a successful process of building synergies between funds to increase the impact of R&I results.
