Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The vision of the development of mobility in the AIM for 2030 is described by the following essential elements:Ensuring a transport system adapted to the needs of citizens, connected to the neighbouring territory, which ensures the movement of people and goods with minimal impact on the environment:-Viable, sustainable and accessible transport system;-Transport system that supports development and the local economy;-Transport system that does not affect the health of the inhabitants;-Transport system that leads to an increase in the degree of safety of the inhabitants;-Transport system that contributes to improving the quality of life of the inhabitants.
The SUMP establishes how the modern planning and management concepts of sustainable urban mobility, as defined and implemented at the European level,will be implemented. The concepts are customised to the specifics of the AIM, aiming to maximise the effects by improving long-term mobility indicators, up to the level of 2030 while also establishing the monitoring mechanism that will allow its continuous evaluation and revision, including the possibility to correct deviations or reformulate the objectives in a permanent adaptation to the dynamics of the city.
The SUMP adresses major interventions on the road networks,goods and public transportation,alternative mobility systems,traffic management,high complexity areas,intermodal structures and urban measures as well as administrative interventions for revising and monitoring.

The Integrated Spatial Development Strategy of Latsia and Geri Municipalities 2021-2027 overall objective is the spatial and economic integration of Latsia - Geri area to achieve conditions of social prosperity and social cohesion, through the upgrading of the productive environment and social services, the upgrading, protection and utilization of its environmental resources and the improvement of the quality of life of its inhabitants.
Priority Axis 3 (PA3): ‘Improving the accessibility of the area and Sustainable Urban Mobility’, foresees measures aiming at upgrading the local road network / infrastructure to encourage the use of public transport, cycling and walking.

Panevėžys City Strategic Development Plan (SDP) 2021-2027 is a long-term and comprehensive strategic planning document designed to describe the overall development strategy of the city, which includes the environmental, societal, and economic dimensions. Policy instrument adopts a holistic perspective across different sectors, with specific project measures outlined for each: A sustainable community building the city's culture; A city developing a sustainable environment; A community of education and business developing the economy of the future. Under the second priority, the city has set itself the objective of pursuing a targeted sustainable mobility policy within the municipality. Within this priority, there are six different objectives, including the development of micro-mobility, achieving coherence between different modes of transport in the urban system, increase the use of public transport. To achieve this, the city plans to implement various measures such as: Installation of low-impact micro-vehicle stands in front of the city's main public buildings and in public spaces; Selecting, defining and approving charging zones to promote green transport; Expanding the network of charging points for electric cars; Promoting modal split between different transport modes. In summary, the city aims to reduce its climate impact by ensuring the internal development and sustainable transformation of the city through the principles of sustainable mobility.

PIDM determines the regional and spatial development of the municipal territory, outlines the current problems, needs and potential for the development of the region, medium-term goals and priorities.
An integrated approach in the field of urban development is a mandatory requirement for receiving support through financial instruments from the European Union. PIDM takes into account the requirements and is developed in accordance with the objectives of the EU cohesion policy for the period 2021-2027.
The formulation of the strategic goals takes into account the principles of sustainable development and the local government's desire to solve in a sustainable way the problems caused by sectoral and territorial imbalances in economic, ecological, cultural and social aspects.
In this sense, the general objective of PIDM is:
"Dobrich - a modern, safe and attractive center for life, with high potential for business and personal development"
The main task for achieving the General goal is to ensure a balanced socio-economic environment, favoring the achievement of sustainable growth and living standards, capable of ensuring a quality of life that keeps the population in the municipality.
The project proposal is related to Strategic Objective 3: Balanced and sustainable territorial development and Priority 3 "Improving and renewing the urban environment, quality of life, convergence and ensuring a sustainable environment".

PAMUSin the Beiras and Serra da Estrela region states the regional action planning and investment priorities towards sustainable mobility, namely by the ‘Promotion of low-carbon strategies for all types of territories, in particular urban areas, including the promotion of sustainable multimodal urban mobility and urban areas, including the promotion of sustainable multimodal urban mobility and adaptation measures relevant to its mitigation’. It inscribes 8 Strategic Objectives, each one containing different lines of Action. As for this project, the following objectives will be addressed:
Objective 2: Promote the existence of quality public transport services adequate to demand. Lines action: LI2.7 - Flexible Transport Insertion; LI2.8 - Improved public information

The Urban Mobility Plan for the Municipality of Edinet was developed at the initiative of the local public authorities and is part of a wider development planning process in the municipality. The elaboration of the Urban Mobility Plan together with the elaboration of the General Urban Plan and the Action Plan for energy efficiency and climate are part of the project "Edinet - city with future perspectives" which aims to develop and implement a concept of smart urban development in the municipality of Edinet.
The PMUD covers all modes and forms of transport in the municipality, including public and private, passenger, freight, motorized and non-motorized, moving and stationary transport. By analysing travel behaviour in the city, it promotes alternative and intelligent (SMART) solutions leading to energy efficiency and rational use of resources in transport, in the spirit of sustainable urban development.
The PMU aims not only to make travel behaviour in the city more efficient, but also to integrate social inclusion and sustainable economic development policies.
The Urban Mobility Plan has as its main target the improvement of accessibility of urban areas and the provision of sustainable mobility and transport services to, through and within the urban area.

ERDF Operational Programme (OP) 2021-2027
The ERDF Operational Programme 2021-2027 for Comunidad Valenciana prioritizes sustainable urban mobility as a key objective. The program aims to:
- Reduce Greenhouse Gas Emissions: By promoting low-emission transport options and improving public transport infrastructure.
- Enhance Urban Transport Networks: Through investments in metro, tram, and bus systems, ensuring they are more accessible, reliable, and efficient.
- Encourage Active Transport: Such as cycling and walking, by developing infrastructure and promoting safe, sustainable urban mobility practices.
- Support Electric Mobility: By expanding the network of charging stations and supporting the transition to electric vehicles.
