Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The ERDF funding program 2021-2027 focusses on innovation, digitalization and climate protection It has an overall volume of more than 160 million Euro of which 65 million Euro are co-financed by the EU. In strategic terms, the Program ERDF 2021-2027 Hamburg is closely connected to the Regional Innovation Strategy III and the Climate Plan Hamburg - both of which strategies were developed in a participatory and inclusive approach with stakeholders from society, economy and science..Especially the political objective 1 includes innovation and digitalization measures, which could be adressed, for example „PROFI Transfer Plus“, „Clusterbrücken 2.0“ or „Innovationsstarterfonds III“. These measures are also in accordance with Hamburg’s regional smart specialization strategy 3 (RIS 3).

The SREDII is the regional plan aiming at promoting the proximity and attractiveness to support the twin transitions. Relocation, territorialisation, and re-industrialisation are the cornerstones of this plan. It serves as a framework for all the regional strategies that result from it. Its priority 16 is aimed at making local cultural products and businesses and cultural and creative industries a lever for local development. This plan identifies the music sector as a real challenge for the economic and social development of the region. It represents a major lever for local dynamism, creativity and innovation, and diversification. To achieve this, the region is:
o supporting the development of sustainable cultural services and businesses, particularly in third-party or multi-purpose spaces
o supporting companies in the sector that are developing socially and environmentally responsible projects in terms of the use and practice of digital technology
o helping to put project leaders in touch with regional resource structures by signing contracts to help structure the sector. Since 2022, the Region has been deploying a new contract for the music industry with the State, the CNM, Fraca-Ma and Scène O Centre. They are committed to defining a common roadmap to support the music ecosystem, develop the industry, encourage cooperation and support career paths.
The SRDEII and its tools have enabled us to create a framework for cooperation&exchange on the challenges facing the sector.

SONIC addresses “Music festivals and events organization support subventions” as part of the “National call for subventions, transfers and donations for the promotion and education of tourism industry in Serbia”.
The policy focuses on 3 different categories ; 1st category targets festivals & events that are already internationally recognised across Europe and the world, that attract a high number of international tourists and create global marketing reach. Itaims to help them in maintaining international competitiveness on the global highly competitive market. 2nd category targets festivals & events recognised in South East Europe and Western Balkans, that attract many tourists from these neighbouring countries and create regional marketing reach. It aims to help them in maintaining regional visibility, competitiveness and image of Serbia. 3rd category targets festivals & events focusing on domestic tourists and local visitors. It aims to introduce quality standards in order to increase their organisational and marketing capacities and to create platforms for future growth towards regional and international market. The policy supports continuous funding of the music industries SMEs and other entities, forknow-how transfer, increased capacities and support to new initatives in under-developed parts of Serbia that will increase employment, employment of minorities and of youth and women.

The development programme is based on the city strategy 2030. It states that “Tampere is a home for creative people. Tampere is known as a cluster for international events and culture. The city attracts people to experiences all year round and create the best framework for entrepreneurs and companies to succeed. Tampere supports the emergence, growth and internationalisation of companies by bringing different actors together.” This goal is measured by the region’s experience economy turnover and number of personnel.
The aim of the development programme is to turn the strategy into actions. The programme gathers different sectors of creative industries under the same umbrella and leverages their impact by connecting different industries and by funding initiatives. The program aims to increase the revenue of creative industries, with a focus especially on scalable creative industries which include audiovisual, gaming and music industries.
The programme has three spearhead areas: creative ecosystem and capability development, business development, and experience service development. The programme is executed through 12 different project and initiatives. The city’s plan is to revise the programme and deepen the scope to industries that represents intellectual property rights-based business, where music plays a big role.

There are four strategies within our policy instrument. With the strategy ‘Make way for talent and innovation’ and ‘Culture Everywhere’ we deploy to realise our ambitions for a Vibrant city and City of Talent. We want to strengthen the connection between talent&innovation, as we believe that young talent creates innovation in the sector – such as new art forms, collaborations and genres. There should be room for experimentation and crossover. And we want to provide space for enriching the infrastructure with new genres.
Measures:
• encourage collaboration in networks, in which (pre)education, producers, venues and presentation venues and festivals together serve the development of young artists.
• measures to offer top talent opportunities at a professional practice:
o for young artists we are developing four financial schemes that give them space and time to be able to develop, experiment and create
o the proven talent scheme offers financial support for the period of two years with possibility of extension
• strengthen cultural entrepreneurship
• provide appropriate housing/stages for creative talent where needed
• use public space as a stage
Within the current 8-year framework policy document, the culture note is set for a period of twice four years following national practice in the NL. These cultural notes serve as policy documents that establish the cultural vision, goals, and subsidy criteria for the next 4 years. The cultural department works with an annual budget

The cultural development policy in Martinique aims to support and promote local cultural diversity, with a focus on music to preserve cultural heritage and encourage artistic creation. By fostering the growth of the music industry, this policy seeks to stimulate the local economy by creating jobs and attracting investments. By promoting Martinican music nationally and internationally, it enhances the island's cultural identity and increases its global visibility. By offering music training programs to young people, it contributes to artistic and cultural education. By creating quality cultural spaces such as concert halls and music conservatories, the cultural policy provides meeting and sharing places for the artistic community and the public, thereby strengthening the social and cultural fabric of Martinique. A first step in deploying this policy involves a large-scale consultation with the population and cultural actors. This initial phase aims to gather feedback on the challenges of the music industry and engage key stakeholders in the development process. The policy instrument focuses strongly on local culture and identity, encouraging entrepreneurship and increasing competitiveness of SMEs and global visibility. Due to the status as EU outermost region and island with no land border in the Caribbean Sea, the importance of a the territorial policy instrument is key and more important than compared to a region in Central France (PP2).

The main scope is to improve Athens cultural image through the modernization/creation of cultural infrastructures, innovative collaborations with local creators & young entrepreneurs & partnerships with key actors of the cultural ecosystem.
The policy is based on four pillars:
● Support for artists & cultural workers (providing free spaces, services, production of works, income generation)
● Upgrade the cultural heritage of Athens
● Redesign & strengthen cultural activities
● Organize educational programs
It also includes the development of a strategic plan for cultural interventions such as the new identity for the “Cultural Net”, a White Paper for the cultural policy of Athens, a new communication strategy for Culture in Athens, and the upgrade of the quality and development of cultural product through innovative partnerships.
In 2021-2023, the implementation of the instrument accomplished the modernization of existing cultural infrastructures. Abandoned venues were transformed into vibrant places and homes to new ideas & products. Such collocations have multiple & positive spillover effects on the economic development of disadvantaged areas. The above shape a valuable legacy and an important springboard for the continuation of these projects and the further promotion of the capital's cultural product, which will contribute significantly to the cultural heritage, SME competitiveness & the economy of Athens. The mandate period of the policy instrument is from 2024-2029.
