Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
National Law No. 56 of 7th April 2014 confirmed Provinces as bodies with Wide Area competences, delegated to exercise fundamental functions including provincial territorial coordination planning as well as the protection and enhancement of the environment (planning, mobility, schools, local public transport, etc).Tuscan Regional Law 65/2014 governs Provincial Territorial Coordination Plan (PTCP) as Territorial Governance Act. Article 90 of the Law defines P.T.C.P. as a policy to which provincial sector plans and programmes and municipal urban planning instruments shall conform. In 2022, the Province of Livorno launched the General Variant of the PTCP which has a priority function of directing and coordinating further general and sector instruments such as the Wide Area SUMP in order to undertake a path towards sustainable transport together with its Municipalities, starting from:
- raising awareness of the benefits of sustainable mobility and the impacts of changes in the transport management system
- involving citizens in the identification of necessary actions and adaptation measures
- mobilising public and private operators and associations for their implementation.
Stakeholder engagement activities are carried out in continuity and synergy with the participatory process activated for the updating of the PTCP, the drafting of the SUMP and implementing the ongoing EU, national and regional funded projects.

The primary objective of the Plan for Sustainable Development of Public Transport for the Kujawsko-Pomorskie Voivodeship is to ensure that the inhabitants of the voivodship are provided with provincial passenger transport services at the relatively highest possible level in the given socio-economic conditions, taking into account:
- meeting the preferences and expectations of the residents in terms of public mass transport, including in particular people with disabilities, with limited mobility and not entitled to drive
- reducing the negative impact of transport on the environment, especially in naturally protected areas
- increasing the level of safety in transport and in public spaces - making use of existing transport infrastructure
- coordination with international, inter-regional and district transport.
The specific objectives of this Plan are in line with the key objectives for the development of public transport contained in the "Strategy for the Development of the Kujawsko-Pomorskie Region until 2030 - Strategy for Acceleration 2030+".

The purpose of Vas County (VC) Reg. Development Program (TFP) is to link the objectives (OB) defined in the Reg. Development Concept with the development and program packages to be implemented in the county, and to provide a strategic basis for the interventions. TFP defines the development priorities (most relevant: IV. Healthy, sustainable settlements and V. Transport development) and the measures and interventions aimed at achieving them, specific resource requirements, output indicators, potential beneficiaries and territorial constraints. Among the measurements 4.4 Smart settlements, 5.3 Development of the infrastructural and organizational background of public transport and 5.4 Development of bicycle transport reflects the most on sustainable-related transport. OBs are set out in the ITP, the selected PI. The aim of ITP is to enable VC to use the resources available under Territorial Operation Programme Plus (TOP Plus) in an optimal and cost-effective way, addressing the problems identified in TFP and OBs. VC strategic OBs include the dynamization of regional (sub)centres and the improvement of their accessibility, the prevention of the marginalization of peripheral regions, and the climate-friendly development of public services. VVÖH has implemented 14 sustainable transport development projects in the programming period, 9 of them managed itself. VVÖH is responsible for the preparation monitoring and the mandatory annual revision of the ITP under the Act CII of 2023.

The RSES is a 12-year strategic development framework for the spatial, economic & social development of the Southern Region aiming to implement Project Ireland 2040 and the National Planning Framework (NPF) at regional level. It includes Metropolitan Area Strategic Plans to guide the development of the three cities of Cork, Limerick & Waterford & their peripheral areas.
The RSES objective for the Southern Region is to:

• Successfully combat climate change
• Achieve economic prosperity & improved quality of life for all our citizens
• Accommodate growth & development in suitable locations
• To become one of Europe’s most creative, innovative, greenest & liveable regions
The RSES priority is to achieve balanced regional development & full implementation of the NPF. As the regional tier of the national planning process, the RSES will ensure coordination between local & regional government & national policy.
The Planning & Development Act 2000 requires that all 10 Local Authorities’ (LAs) City & County Development Plans Local Transport Plans & Local Enterprise & Community Plans are consistent with the RSES & relevant national policy, with draft development plans & variations referred to the SRA for their observations. The SRA is a prescribed body under the Planning & Development Act 2000 & must be consulted in relation to certain planning matters as specified in the Act.

The Action plan for the development of endogenous resources in low density territories is one of the planning instruments of the Operational Program (Algarve 2030).
Promoted by AMAL (Intermunicipal Community of the Algarve), PADRE sets the main areas for municipal public investment on low density territories with emphasis on 3 endogenous resources: (i) quality local products; (ii) natural heritage and (iii) cultural heritage.
Apart from the development of the strategy, AMAL is also responsible for its management, promotion, and monitoring.
The policy instrument proposed covers:
• the articulation of municipal and intermunicipal public investment with the strategies promoted by rural Community-Based Local Development
• Municipal and/or intermunicipal public investments which may be material or immaterial
• Municipal and/or intermunicipal public investments focused on areas in which the private sector has initial difficulty in moving forward
• Municipal and/or intermunicipal public investments focused on endogenous resources already identified, namely on: (i) Quality local products; (ii) Natural heritage and; (iii) Cultural heritage.
The main measures proposed in the policy are related to:

• Regional Network of Local Markets - Requalification, Management and Dynamization
• Mountain Route of Motorhomes
• Nature Tourism Biennial
• PADRE Management, Animation and Monitoring

Siikalatva is committed to sustainable development, aiming to reduce its carbon footprint and promote environmentally friendly practices. Enhancing sustainable mobility is a key part of this strategy. The municipality prioritizes inclusivity, aiming to ensure that all residents, including the elderly and those without private vehicles, have access to essential services and opportunities.
The existing public transportation infrastructure is inadequate to meet the needs of the population. Services are infrequent, routes are limited, and coverage is insufficient, especially in remote areas. While the road network is extensive, it primarily supports private car usage. There are limited provisions for alternative modes of transport such as cycling and walking.
Ensuring that transportation solutions are inclusive and cater to the needs of all demographic groups, including the elderly, youth, and economically disadvantaged, is crucial. Providing reliable and affordable transport options can reduce social isolation and enhance the quality of life for all residents.

The development plan of the city of Zaječar for the period 2023–2029 represents a key strategic document that directs the development activities and resources of the local community.
The goals of this plan include improving the quality of life of citizens through infrastructural development, increasing the quality of the environment, transforming urban areas, encouraging economic development with an emphasis on clean technologies, developing tourism and preserving cultural and natural heritage. The plan also envisages strengthening the social component in areas such as employment, education, social inclusion, housing, health and social care, culture and sports.
Also, the plan envisages the reconstruction and improvement of road infrastructure in rural areas, which includes rehabilitation and construction of roads in order to improve connectivity and accessibility of these areas.
All these activities aim to contribute to the sustainable development of Zaječar, improve the quality of life of citizens and create a favorable environment for the economic and social prosperity of the city.

Lviv Agglomeration Development Strategy 2027 covers an integrated transport mobility system and road safety improvement to:
ensure the balanced spatial development of Lviv agglomeration
improve the quality of life of residents
increase the region's competitiveness by creating a sustainable mobility system, efficient use of resources and development of modern infrastructure.
Main characteristics:
Geographical coverage: 10 territorial communities
Integrated approach for transport planning, economic development and environmental sustainability
Implementation period: 2021-2027 with plans for further expansion until 2040.
Priorities for transport and mobility:
- Integration of different modes of transport (buses, railways, bicycle infrastructure).
- Modernization and expansion of the public transport network, especially in rural areas.
- Creation of transport hubs for intermodal transportat
- Develop a network of bicycle paths and pedestrian infrastructure
Main activities aimed at the instrument:
- Development of a unified transport strategy for the agglomeration, including integrated solutions for rural areas.
- Development of smart technologies for mobility management, including a single electronic ticket for all modes of transport.
- Construction of interceptor parking lots at the entrances to Lviv to reduce traffic in the city center.
- Expansion of bicycle infrastructure to promote sustainable mobility and integration with transportation hubs.
