Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The main objective of the ESF+ Program of the Principality of Asturias 2021-2027 (CCI2021ES05SFPR007) is to address Policy Objective 4 “A more social and inclusive Europe”, through the implementation of the European Pillar of Social Rights.
This program focuses on 5 priorities which in turn bring together a series of measures:
- Employment, adaptability, entrepreneurship and social economy.
- Social inclusion and the fight against poverty
- Education and training
- Youth Employment
- Child Guarantee
The SIJMA project will focus on the SPECIFIC OBJECTIVES of the Plan:
To improve access to employment and activation measures for all job seekers, and in particular for young people, especially through the implementation of Youth Guarantee, for the long-term unemployed and disadvantaged groups in the labor market, and for inactive people, as well as through the promotion of self-employment and social economy.
To foster active inclusion in order to promote equal opportunities, non-discrimination and active participation, and to improve employability, particularly for disadvantaged groups.

The selected specific objective (SO) is RSO4.6: Strengthening the role of culture & sustainable tourism in economic development, social inclusion & social innovation (ERDF) that includes actions to protect & highlight the cultural wealth & natural heritage contributing to the integrated sustainable tourism development of the region, based on social innovation approaches. A number of employment opportunities, particularly for young people (under the age of 35), are anticipated to be created as a result of the actions that the SO will fund.
Tourism and culture development are of strategic significance to the Region, as the primary outcome of these initiatives will be the establishment of new, sustainable employment opportunities that will partially replace those that will be restricted as a result of decarbonization. The RSSO4.6 is following also the Region’s Integrated Tourism Development Plan that encompasses, among other things, the creation of innovative tourism initiatives that cater to the social needs of the elderly and individuals with disabilities which will contribute to generate employment opportunities in unexplored niches through innovative ideas, institutions & events.
The fundamental characteristics of the SO will be influenced by EU projects in which RWM is involved, in order to incorporate a variety of good practices that have a strong transfer potential for the regional youth employment and social innovation ecosystem.

The Central German Innovation Region has set a strategic focus to open up new paths for social innovation and value creation for companies. The Regional Investment Concept: Region of Innovation Central Germany (Regionales Investitionskonzept Innovationsregion Mitteldeutschland, RIK) focuses on 2 main axes of action that to enhance the region's potentials, the promotion of social innovation and entrepreneurship among young people in mining areas in transition:
1. Nutzung von Wertschöpfungspotenzialen: this axis seeks to identify and develop new economic opportunities in the region, fostering innovation and economic diversification, creating new employment opportunities and promoting local economic development.
2. Gestaltung der künftigen Energieregion: innovation in energy efficiency and sustainability can also create employment opportunities for the young population.
3. Genuss durch vernetzte Attraktivität: this axis focuses on increasing the attractiveness of the region through tourism and culture. Encouraging social and innovative entrepreneurship initiatives that promote local culture, sustainable tourism and the valorization of the industrial heritage of mining areas in transition can also create employment and development opportunities for the young population.
The “Innovation in the Revier” project group and the Central Germany innovation region have been working since 2016 to actively shape structural change and exploit the opportunities for positive development.

Strategic objective 1: Developing entrepreneurship and industry, encouraging the competitiveness and innovation of enterprises and creating a favourable investment climateThis strategic objective aims to foster the growth of entrepreneurship and industry by enhancing the competitiveness and innovation of enterprises. It also focuses on creating an environment that is attractive to investors, thereby facilitating economic development and growth.
Priority 1.4: Creating a favourable investment climate and encouraging investments in certain industries with potential This priority targets the improvement of the overall investment environment to make it more appealing for investors. It also aims to direct investments towards specific industries that have been identified as having significant growth potential, thereby leveraging regional strengths and opportunities.
Measures: 1.4.1. Identification of industries with potential for the development of the region This measure involves systematically identifying and analysing industries that have a high potential for contributing to the region's economic development.
Measures: 1.4.2. Promoting smart specialisation in industries with potential Once potential industries are identified, this measure focuses on promoting smart specialisation within those sectors. Smart specialisation refers to concentrating resources and efforts on specific areas of strength and potential within the identified industries

The Smart Specialisation Strategy of Central Transdanubia (S3 CTR) is a key component of the regional innovation development framework in Hungary. It serves as the regional implementation strategy for the national S3 strategy and the Johann von Neumann Programme. This policy aims to efficiently develop the innovation ecosystem by accelerating financial and professional support for all relevant actors within the quadruple helix model, primarily utilizing national resources from the National Research, Development, and Innovation Fund.
Covering the period from 2023 to 2029, the current version of S3 CTR is continuously monitored and undergoes biannual revisions coordinated by the S3 Advisory Board. The implementation of this strategy aligns with the EU and Hungary's priorities in digital transformation and innovation policies.
The policy instrument, within its priority 3 “Inclusive socieaty”, has a specific objective of “To retain and support a highly skilled young workforce (entrepreneurs and researchers)”. This crucial focus area encompasses a broad range of interventions such as research grants, excellence mentoring schemes, support for long-term collaboration between educational institutions and economic operators, in-company training, experience exchange programs, and incubation services for young entrepreneurs.
