Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Regional programme aims to support economic and digital development and create new jobs. It seeks to strengthen upskilling of workforce in new technologies, promote research and innovation, help small and medium businesses to become stronger and promote the smart and innovative digital transformation of both the public and private sector.
To achieve this vision, REMTH set 5 Priority Axis (PAs) in relation to the EU Cohesion Policy:

5. Closer to its citizens.
Priority addressed is PO4: A more social and inclusive Europe (ERDF), inc:
- Enhancement of tourism, creation of a new tourist identity, adoption of the DMO process-mechanism, strengthening of the position of the Region in the international tourism market.
- Highlighting the cultural wealth and modern forms of culture, connection with the local production, for the enrichment and the upgrade of the tourist product.
Specific Objective 4vi. : Enhancing the role of culture and sustainable tourism in economic development, social inclusion and social innovation.
Indicative Actions:
• Protection, promotion and utilization of cultural infrastructure.
• Development of integrated accessible tourist destinations.
• Protection and accessibility development of infrastructure and services (alternative) tourism.
• Actions for the promotion and elevation of cultural heritage.
• Actions for the promotion of tourist resources and thematic forms of tourism.

The Cultural Strategy, together with the Council's annual budget, governs the region's investments in culture. The Cultural Strategy serves as guidance for the organizations that enable and develop culture in Västra Götaland. The Cultural Strategy interacts with the Västra Götaland region's overall steering document for the vision of a good life in Västra Götaland.
The Cultural Plan shows the Västra Götaland region's priorities for achieving the national cultural policy goals. It is a tool for dialogue and collaboration with authorities, municipalities and municipal associations as well as actors in the art and culture areas to be developed. It also serves as the basis for the Västra Götaland region's negotiations on state funds via the cultural cooperation model.
The Cultural Strategy is based on 5 development areas:
• Widened participation
• Artistically creative
• Cooperation and synergy
• Digitization
• Internationalization.
Within each development area, commonalities are pointed out and priorities to strengthen and develop the cultural area.
One way to connect cultural and historical visitor destinations is the infrastructure of regional hiking and cycling trails that is under construction, where the experiences along the trails need to be strengthened. Strategic work around storytelling about places and events is a field to be developed in collaboration between culture and the hospitality industry.
The policy instrument will be extended for a new period after 2027.
The policy instrument TFP states that “Concerning the religious, walking and cycling tourism, it is still important that the routes through the areas link the county to systems on a European scale (e.g. EruoVelo network, Alpannonia road, Route of St. Mary, Eurohorse network).” It is the task of Vas County, defined by law, to develop and adopt the county's long-term Regional Development Program (TFP). Based on the described tasks, the Office (VVÖH) is responsible for the preparation, monitoring and revision of the selected PI (TFP).
One of the strategic goals stated in the TFP of Vas County is the "Strengthening the conditions for tourism by developing active tourist attractions".
This strategic goal should be achieved by focusing on the listed actions:
- development and networking of active tourist attractions
- capacity and quality development of accommodation facilities.
Vas County intends to implement the development and networking of active tourist attractions with the support of activities such as health tourism developments, the development of close-to-nature and active tourist attractions and the promotion of networking of tourism operators. The County also supports the capacity and quality development and the energetic reconstruction of the accommodation facilities.
Beneficiaries are local governments, state/municipal-owned business associations, enterprises, social organizations, regional cooperation, TDM organizations.
The ROP aims to advance the cohesion policy objectives in Central Romania. This is in accordance with 3 of 5 strategic policy objectives of EC’s multiannual financial framework for 2021-2027: 1-A smarter Europe,3-A more connected Europe; 4-A more social Europe.
Centre Regional Program (CRP) aims to find solutions to needs of Centre Region identified in accordance with objectives set out in the regional strategies.
Strategic vision of CRP is that CR becomes a cleaner region, attractive for its inhabitants and tourists, with a competitive economy based on knowledge and innovation in which care for environment, rational & sustainable use of resources is a priority. This is in line with and contributes to the objectives set out in RDP Centre 2021-2027 and RIS 3 Centre. CRP is structured on 9 intervention priorities. Priority 7: A Region with Sustainable Tourism pursues the development of communities, in particular rural communities, by enhancing their natural and cultural tourism potential, but also increasing the quality of infrastructure and education programmes.
The project will address P7, SO: RSO4.6 are: Action 7.1 Sustainable development of rural communities by enhancing their natural & cultural tourism potential & 7.2 Increasing social inclusion of children & young people through the development of public tourism assets & services for them.
P7 interventions are aimed at activities that are either non-income-generating or non-commercial in nature, despite charging fees.

The main objective of the policy instrument is the further and continous development of the European Cultural Route (ECR) 'In the footsteps of St Paul, the Aostle of the nations'.
The legacy of Apostle Paul preaching and his missions to Europe, is an excellent and fundamental representative theme of European ideals, closely and uniquly related to the principal values of the Council of Europe.
This ECR offers great and unique opportunities for sustainable cultural tourism development, in terms of new products and services, particularly related to religious, spiritual, and pilgrimage tourism. The route links several archaeological sites, such as Pafos, Philippi, Amphipolis, Thessaloniki, Acropolis of Athens and Corinth, where Paul preached. Most of these are in the UNESCO World Heritage list and of great interest to millions of visitors from all over the World. The route also includes two of the Roman roads, Via Appia in Italy and Via Egnatia in Greece. Paul walked along both and the remains of these historic Roman roads offer great walking trails for visitors to experience nature and history at the same time. Along the route are also relevant Museums.
The present Plan addresses the transnational challenges related to sustainable tourism and cultural heritage preservation, including archaeology, intangible heritage, visual arts, literature, philosophy and theology. The Plan needs to be further enhanced with transnational religious tourism development and promotion aspects.
