Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
Smart Specialisation Strategy of Central Transdanubia (S3 CTR) is an integrated element of the multilevel strategic innovation development framework at regional level in Hungary. Being the regional implementation strategy of the national S3 strategy and Johann von Neumann Programme (both rooted from NEIA), the policy addresses the efficient development of innovation ecosystem, accelerating financial and professional support for all relevant actors along quadruple helix, mostly from national resources (National Research, Development, and Innovation Fund).
Based on the special characteristics of CT Region on cultural heritage, the S3 of Central Transdanubia aims at developing solutions to preserve and protect natural and cultural heritage. Additionally, the digital transition in relation to cultural heritage in the region focusing on the development of digital solutions for prevention and monitoring.
The PI, within its priorities 3 “Inclusive society” and 1 “Digital transformation”, have 2 dedicated interventions of “Heritage and tourism” and “Digital resilience”, including ecosystem and solution development of cultural heritage focusing on new digital technologies.
Finally, as the main characteristics of S3 CTR from the project perspective is that close collaboration with stakeholders (SMEs, BSOs, clusters, public authorities, cultural and tourism providers, etc.)

The strategy financed by the ESF, will provide a coherent framework for the cultural sector (2023-2030), will optimize the administrative, legislative and decision-making of the central administration. So far the analysis of the cultural ecosystem has been completed and the objectives of the document are under development.
The strategy has an original approach, whereby it responds to the identified need by linking to the goals of the 2030 Agenda. At the same time, the period of applicability of the document will be in line with the new EU budget period. In the field of cultural heritage conservation and protection, the Strategy will harmonise its objectives with the National Strategy for the Protection of Historic Monuments and the Strategic Plan and with the provisions of heritage Code as follows:
• Strategic Plan 2021–2024 O1:Protection and enhancement of cultural heritage, contemporary creation and cultural diversity-aims to optimize the management of cultural heritage by improving the legal framework for its protection and registration and increasing the accessibility of the public (1.1Protection, promotion and enhancement of national cultural heritage (Measure:1 Secure, consolidation, conservation, restoration and enhancement of monuments 2.))
• Strategy for the protection of historical monuments:O1:Integrated and sustainable management of data on monuments and immovable heritage and O3: Establishing and implementing legislation measures in the field of protection.

In the ERDF OP of Castilla y León 2021-2027, cultural heritage is framed in the OP 4.vi) Strengthening the role of culture and sustainable tourism in economic development, social inclusion and social innovation.The objective is to promote conservation and sustainable management of the cultural heritage of Castilla y León, encouraging social participation. To address this area, the Regional Government of Castilla y León is preparing a Strategic Plan for the Cultural Heritage of Castilla y León 2022-2026, which will be developed in the remit of the Regional Ministry of Culture, Tourism and Sport, which includes the criteria for carrying out conservation and research investments in cultural heritage and whose objectives are:
•Innovate in the management of cultural heritage, increasing social participation and accessibility to information.

The Multiannual Policy Plan brings together all strategic objectives the City of Antwerp aims to reach in the course of a policy period. It applies the vision described in the Governance Agreement to the different policy domains, resulting in concrete policy decisions for the upcoming years.
On the topic of heritage, the objective is to give heritage a more central role in the city. Heritage sites will be made more visible to the public and integrated in daily life. Where possible, it will be given a functional destination, in shared use with private and civil sector. Focus will be on fortified Heritage and valorisation of archaeological sites on the Scheldt Quays.
The vision for heritage in the city centre is clear. The concrete approach on how to bring the vision to life through preservation policy for archaeological sites, however, leaves room for improvement.

The Culture Development Plan 2021-2030 establishes strategic goals in the field of culture. The Culture Development Plan 2021-2030 is in line with all five strategic goals of the country's long-term strategy „Estonia 2035“. The development plan will help to implement the goals of Sustainable Estonia 21 and makes a significant contribution to the UN Sustainable Development Goals. The Estonian Ministry of Culture is the body responsible for the Development Plan and the diverse cultural actors deliver it.
The general objective of the plan is that “Estonian culture is vibrant, evolving and open to the world. Participation in culture is a natural part of everyone's life”. The secondary objectives of the plan are:
• Estonian cultural life is strong and functional
• Estonian cultural memory is preserved and valued
• The role of culture and creativity in the development of society is valued
The proposed project specifically addresses the secondary objective focusing on the preservation and valorization of Estonian cultural memory and heritage. The objective description aims to achieve that Estonia's rich spiritual and material cultural heritage is well preserved, researched and recognized. Cultural heritage is being used and is important to people, and the long-term physical and digital preservation and accessibility of cultural heritage is ensured.

The SPD is composed of two sections: the Strategic Section and the Operational Section. All Municipalities are required to prepare the Single Programming Document (DUP, Documento Unico di Programmazione). The SPD must be prepared, updated and approved by 31 July of each year. The actual SPD of the Municipality of Acqui Terme is divided into strategic areas within which the specific objectives that the administration intends to pursue in multi-annual planning are identified. In line with the focus of the PROTECH 2024 project, two main Missions can be detected: Mission 05 "Protection and Enhancement of cultural assets and activities" and Mission 07 "Tourism". Mission 05 includes protection, support, restructuring and activities maintenance of assets of historical, artistic and cultural interest and of the archaeological and architectural heritage, as well as the provision of cultural services and support for cultural structures and activities. Mission 07 includes activities and services relating to the promotion and development of tourism in the area. Through interregional learning, the two Missions will be addressed and more closely connected: the conservation and sustainable valorization of historical-artistic and cultural resources can in fact be integrated into a territorial marketing strategy aimed at creating integrated and attractive offer systems.
