Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
OBJECTIVE
The objective of the General Action and Investment Plan 2023-2029 is to determine specific priorities, actions and planned investments, which in the long term contribute to the achievement of the development vision of Rezekne municipality.
CHARACTERISTICS
The plan contains 7 medium-term development priorities, 15 action directions and tasks. The plan serves as a development policy-making document and is the basis for the development of planning documents of the municipalities and their institutions, for carrying out appropriate activities, drafting the annual budget, investments and EU projects.
PRIORITY ADDRESSED
Rezekne municipality (RM) wants to modify the tasks in Action direction No.15 “Creating an environment adapted to climate change” by adding the focus on building inhabitants’ knowledge & interest in moving towards climate neutrality.

OBJECTIVE
The Regional Program European Funds for Mazovia Region 2021-2027 is an opportunity to support thousands of investments that improve the quality of life of residents. Financing from the European Funds for Mazovia 2021-2027 program is an opportunity to implement thousands of investments in various areas of socio-economic life. The inhabitants of Mazovia are faced with completely new opportunities which will be brought by the regional program European Funds for Mazovia 2021-2027 with a budget exceeding EUR 2.09 billion from the European Union.
CHARACTERISTICS
The Regional Program European Funds for Mazovia Region 2021-2027 is divided into 9 priorities. One of them Priority II: European funds for the green development of Mazovia focus on projects related to adaptation to climate change, energy modernization of buildings, renewable energy sources and air quality control are eligible for funding.
PRIORITY ADDRESSED
Serock municipality wants to tackle Priority axis 2(iv): Supporting climate change adaptation and disaster risk prevention and resilience, taking into account an ecosystem approach. The priority focus on:
•Increasing flood protection and reducing the effects of drought by retaining rainwater,
•Counteracting the effects of drought and heavy rains
The blue infrastructure related to the water management system will be also tackled: water retention and elements of the water system aimed at collecting rainwater & drainage.

OBJECTIVE
SECAP was drawn up following the Covenant of Mayors and defines goals and methodologies for the mapping of objectives in 2030, in a logic of mitigation and adaptation to climate change and access to energy. The plan set targets to reduce greenhouse gas emissions by 2050, with 2030 values set at 40% reduction in greenhouse gas emissions (from 1990 levels), at 27% reduction in greenhouse gas emissions, participation for renewable energy at 27% improvement in efficiency.
CHARACTERISTICS
The document defines the characterization of Óbidos, which commitments for public and private sectors. The municipality plays an exemplary role and take measures in its equipment. To adapt to change, it includes actions in vulnerable sectors, as buildings, transport, energy, water, waste, land use, environment and biodiversity, agriculture, health, civil protection, tourism, which can vary from urban to rural areas. Gaining an understanding of hazards from the municipality is importante.
PRIORITY ADDRESSED
This instrument makes a diagnosis and points out paths for adapting and mitigating climate change. As we are facing a dynamic reality of varying intensities, this document should be subject to occasional updates. The initial version does not include NBS, which we wish to integrate with the experience of participating in this project, with the conviction that NBS is a new generation of policies that transversally reinforce the sustainability of ecosystems.

OBJECTIVE
The aim of the document is to identify of the main areas of climate adaptation where efforts and investments should be concentrated, with the aim of also transferring these priorities to the rest of the planning instruments that can be launched from the different areas of the Montilla City Council
CHARACTERISTICS
Comprehensive projects are developed including the maximum priority areas.
As an example, the municipality is committed to converting the Wastewater Treatment Plant into a circular economy benchmark for the municipality through the use of its resources, energy generation and efficiency, and the naturalization of its space. The photovoltaic system has already been installed to achieve energy savings of about 160,000 kWh per year. The biodiversity of its environment has been reinforced with the installation of an insect and nests for birds and bats. Phytosanitary products have been eliminated. Working on a project to apply recycled water in olive tree irrigation.
PRIORITY ADDRESSED
The CCAP includes as priority areas the better use of energy in industries, renovation of old infrastructures, energy efficiency in buildings and better habits in homes, the improvement in the use of water, the impact of tourism, urban metabolism, agricultural activities and soil use and others.

OBJECTIVE
The objective of REV3 strategy is to become energy self-sufficient by 2050 by producing locally 100% of our energy needs with local resources, decreasing our needs by 63%: with renovation of public and private property, energy efficiency and sobriety actions instilled in local players. Fourmies has divided REV3 into 3 pillars to simplify understanding:
- the energy and ecological transition embodied by the energy master plan
- societal transition
- digital transition
CHARACTERISTICS
The REV3 strategy is based on:
- Societal transition: co-designing projects with local residents & empowering them to take action for the future.
- Energy transition, based on an energy programming study and a heating master plan voted by elected representatives
- Ecological transition means integrating the solutions offered by nature, preserving and developing this common good. It has been dealt with on a case-by-case basis, but without any strategic vision.
PRIORITY ADDRESSED
City of Fourmies therefore want to complete the policy to go further in terms of adaptation to climate change and ecological strategy by designing the energy and ecological master plan.

OBJECTIVE
The Storfors Energy and Climate Plan is the overarching steering document for the municipality's work to ensure a secure and sustainable energy supply in the short and long term and to reduce emissions that affect the climate. The plan aims for the long term towards 2040.The objective of the project at the local level in Storfors is to:
- further develop a robust and resource-efficient energy supply
- decrease energy consumption of municipal buildings
- develop strategic work on climate adaptation to prepare for and prevent the consequences of a changing climate
- develop our energy advice to citizens, civil society and the business community
- create an organization with responsibility for climate work and allocate resources
CHARACTERISTICS
The Storfors Sustainable Energy and Climate Action Plan aims to be a starting point for the municipality's work to reduce climate impact through clear strategic positions and the municipality's work with energy according to the Municipal Energy Planning Act. The plan will also contribute to achieving set energy and climate goals for the EU and Sweden.

OBJECTIVE
The purpose of the Local Biodiversity Action Plan municipality of Danilovgrad (LAPBD) is the improvement of the quality of life in to the municipality through the preservation of biodiversity. LAPBDG is the result of a ten-month participatory process and multisectoral work which the municipality gathered experts from the field of biodiversity.
CHARACTERISTICS
The detected threats are ranked according to the criteria of criticality, knowledge and management. Perceived critical threats to biological diversity on the territory of the municipality are: unsustainable urbanization and development projects, waste water, illegal and unorganized waste management, forest and other fires, poaching, planned and illegal forest cutting. Some threats limit the possibilities of the municipality's actions and require overcoming the engagement of actors outside it. This primarily concerns the management of fires and forest ecosystems.
PRIORITY ADDRESSED
LAPB identifies threats by ranking them according to the strategic importance, value, and sensitivity of the ecosystem. In parallel, the possibility of their management is defined. Based on the value of the ecosystem and the threats present in the document, the areas of greatest value and the areas that suffer the greatest threats are defined in the document. As the most threatened category for biodiversity are fires and floods that threaten natural habitats and adaptation to climate change.

OBJECTIVE
The District-administration of Gießen supports, manages and coordinates measures for climate protection in the entire area of Gießen district. The main policy instrument is the Masterplan 100% Klimaschutz, which the regional council decided in September 2017. The Masterplan is a special financing program of the Federal Ministry of the Environment for municipalities that take up the challenge of reducing emissions by 95% by 2050

PRIORITY ADDRESSED
The current Masterplan 100% Klimaschutz (climate protection) will be extended, to not only face the problems of reducing emissions of greenhouse gases and support natural mitigation measures, but it also will include actions to cope with the consequences of the unavoidable climate change that already occurred and expected for the next few years. The main priority is to enable administrative authorities to understand implications of their decisions in the context of climate adaptation.

OBJECTIVE
Slovenia's key challenges are addressed with the means of the European cohesion policy. In the financial period 2021-2027, Slovenia will pursue:6 policy objectives and within this framework 10 priorities. Within the Policy Objective 2 – Green Transformation for climate neutrality under the objective 3 the priority is Promoting adaptation to climate change and disaster risk prevention and resilience, taking into account ecosystem approaches.
CHARACTERISTICS
Increasing trend of climate-related disasters, both in terms of frequency, intensity, and scale caused damage, is expected in the future in the territory of Slovenia, according to experts' forecasts. Despite preventive action, we cannot fully prevent or predict these accidents, so we must prepare well for them with appropriate preventive construction and other measures and strengthen them preparedness and to respond in a timely and appropriate manner in the event of their occurrence.
PRIORITY ADDRESSED
Operational programme focus to climate-related disasters that pose a significant risk and implemented the following measures:
- reduction of flood risk in areas of significant flood impact using ecosystem approach,
- upgrade of the system for warning and raising awareness of weather-related emergencies and adapting to them in a changed climate;
- measures for effective, timely and safe response in case of climate-related disasters.
