FABCOM Launches in Jelgava to Boost Community Care

FABCOM kick-off in Latvia

Jelgava, Latvia, 11 June, 2025. The FABCOM project, co-funded by the Interreg Europe programme, held its official kick-off meeting on 27-28 May 2025 in Jelgava, Latvia. Coordinated by the Zemgale Planning Region, the meeting marked the beginning of an aspiring journey for the deinstitutionalization of health care and transition to community-based and family-based care in eight European regions.

 
During the kick-off meeting, the FABCOM partners came together and laid the foundations of their interregional cooperation and presented their strategic focus and regional approaches on health care. The meeting also served as a platform for meaningful dialogue among partners, who shared regional challenges, policy priorities, and their expectations for the project. The meeting was welcomed by Valdis Veips, the Executive Director of Zemgale Planning Region, who highlighted the significance of the project for Zemgale region. 


One of the key highlights of the meeting was the exceptional opportunity to visit various healthcare and social support facilities located in Jelgava. These included social care centers and group apartments dedicated to supporting both children and adults living with mental and physical disabilities. The care centers are distinguished by their multifunctional approach, offering a comprehensive array of social and recreational services, such as psychological support, and activities like woodworking, leather crafting, sewing as well as music classes for children. In addition to direct care, they also play a vital role in providing support to the families and caregivers of individuals with disabilities, thereby fostering a more inclusive and supportive community environment.

The FABCOM project will address key policy instruments and practices at regional and local levels to promote the deinstitutionalization of care and the critical need to transition to community-based care models, in line with key policy goals of the EU. Over the next four years, the partnership will work to enhance interregional cooperation and policy learning through the exchange of experiences; increase the knowledge capital and institutional capacity at regional level; develop regional action plans towards alternative, community-based approaches to care, and strengthen evidence-based policymaking through the testing of innovative interventions.
