A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
In the Regional Operational Programme - Eastern Macedonia & Thrace 2021-2027 tourism is a mechanism for sustainable development and promotion of regional and local capital, a field to stimulate employment, but also opportunities for inclusion in the labor market of vulnerable social groups, an accelerator of economic and social development by connecting value sectors such as culture, agri-food and the environment. In particular, the following priorities are to be addressed through the EUFEAST project: Priority Axis 4: A more social and inclusive Europe through the realization of the European pillar of social rights, Specific objective:RSO4.6 Strengthening the role of culture and sustainable tourism in economic development, social inclusion and social innovation and inter alia, the following activities of this objective: Actions to promote and promote cultural heritage and Actions to promote tourist resources and thematic forms of tourism. Also, Priority Axis 5: A Europe closer to citizens through promoting sustainable and integrated development of all territorial types and localities initiatives, Specific objective: RSO5.2. Reinforcement of the integrated and without exclusions social, economic and environmental local development, of culture, natural heritage, of sustainable tourism and safety in non-urban areas. The aim is to raise the quality level of cultural offer, events, festivals and productions, selecting and improving the cultural initiatives that more effectively ensure the engagement of local communities. organisations and enterprises. These actions can improve both the quality of life of citizens and become new inclusive and sustainable tourist attractions. Conservation is also a theme which is of utmost relevance to tourism. Conservation could range from natural conservation and protection to the conservation and preservation of man-made objects and landscapes. Conservation valorises previously ignored or abandoned assets whilst enhancing the community’s attachment to the land and its heritage and history.
To this end, the project aims to address Pillar 2 - an holistic vision for local regions to address local council needs in the most effective and professional manner and in particular, objectives 2.3. - Regional Councils making the use of resources more efficient through collaboration on initiatives among various localities and Pilar 4, that entails the Local Government putting residents at the centre of all its activities. More specifically, objective 4.1. Local Councils which sustain a healthy style of living through a programme of initiatives and projects that improve and raise to a higher level their residents’ quality of life.

The cultural plan is a regional program and steering document for Region Värmland's collective work in the area of cultural policy and is set to be renewed in the coming years. Värmland has a strong and well-functioning cultural infrastructure which is a prerequisite for diversity and artistic renewal. We work for, and supports our beneficiaries, in wider participation in cultural life and artistic freedom.
The cultural plan is followed up in an annual report. The follow-up is based on the region's own data and statistics, selected parts from the culture database and certain library and study association statistics as well as qualitative descriptions. It is presented to Region Värmland's culture and education committee in June each year.
A weakness in the current cultural plan is that it doesn´t highlight the area of tourism and the hospitality industry linked to culture. We want to work to bring in new knowledge about sustainable tourism and the hospitality industry. New insights we learn through this internationally important project. A priority is to bring sustainable cultural tourism high on the agenda in the new cultural plans development areas. It is a way to enrich the cultural activities, to develop and renew the artistic expression of the cultural creators and to give the residents of the county the opportunity to encounter culture from other countries.

The adopted "Development Strategy for the City of Łomża until 2030" presents the vision and mission of the city's development and sets strategic goals and directions of action. It also indicates areas in the social, economic and spatial sphere, the support of which, within the existing budget conditions, will contribute to the most effective socio-economic development of the city in the assumed time horizon.
The partner aims to address this policy instrument and in particular the Social Pillar, Action line 3.3: "Increasing the potential of local culture, the use of cultural heritage for local integration processes and tourism development". Indicative actions among others is B. Implementation of the measure "Supporting and developing services in the field of culture, recreation and tourism" based on the
Local Development Plan and developing services in the field of culture, recreation and tourism: events in urban space, e.g. celebrations of Łomża Days, "Taste in Łomża" fairs triathlon in Łomża, open days of Łomża boulevards, International Festival Teatralny Walizka, International Sacrum et Musica Festival, Gościniec Łomża, MDK spinning zone, Caffe culture, seniorade, people's day disability, etc.

The development plan of APV is a long-term development planning document, which defines development directions and priority goals, as well as measures for their realization, and is adopted by the Assembly of APV. The APV development plan is an umbrella strategic document, which represents the basis for adopting documents of a lower hierarchical level.
Balanced and sustainable socio-economic development of APV is foreseen within 4 development directions:
- VOJVODINA, A PLACE WITH A HIGH STANDARD OF LIVING; (OBJECTIVE 3.Sustainable tourism in intercultural Vojvodina)
- AN ENERGETICALLY SUSTAINABLE, DIGITAL AND SPATIALLY CONNECTED VOJVODINA;
- GREEN VOJVODINA RESISTANT TO CLIMATE CHANGE;
- INTERCULTURAL VOJVODINA ACCORDING TO THE CITIZENS; (OBJECTIVE 12. Improved influence of culture, heritage and creativity to create social values and cohesion MEASURE 12.1. Improving the accessibility of culture to citizens and female citizens by strengthening the system and institutions of culture and protection cultural heritage and peculiarities of cultural diversity M 12.2. The development of the Bartók Quarter - with the territorial and functional expansion of the former Cultural City Centre and the establishment of its management - is one of the most important urban development actions of the Újbuda Municipality, which, with the revitalization of the Bartók Béla Boulevard area, aims to create an ecosystem in and around the district's iconic and historical main road, where a quality urban living environment in addition, community and cultural initiatives play an important role, and shops and services needed by the residents, workers, students, or those coming from other parts of the district or the city can also find a place.
However, the management of the Cultural City Centre in the past decade and a half has been quite contingent, it was shaped by the leaders of the Municipality and the various civil initiatives, on the whole, successfully, but with little coordination. Seeing the success of the actions launched under the collective name of the Bartók Quarter, it became necessary to draw up a development and management action plan that, depending on social needs and economic opportunities, helps the development of the district, the growth of cultural functions and residential services in addition to the high-quality, high-prestige residential area, and at the same time the growth of the good reputation of the entire district.
