A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
OBJECTIVE
Smart Specialization Strategy (RIS3) is a place-oriented development policy that directs public and private investments to selected priority areas. RIS3 Crete 2021-2027 sets out the main investment priorities in this programming period and directs ERDF funding for Crete. Its priority sectors are Tourism-Culture, Sustainable Agri-Food, Health and Wellness, Digital Technologies, and Sustainable Use of Resources. These priorities are based on an analysis of the region’s strengths and weaknesses, as well the potential for developing new products and services using new technologies.
CHARACTERISTICS
RIS3 Crete focuses on collaborative efforts among public authorities, private enterprises, and academic institutions to enhance entrepreneurship and innovation initiatives. The aim is to strengthen research, to develop technologies and innovations by encouraging and supporting networking and partnerships. At the same time, the objective is to develop "green enterprises" through the coexistence of technological applications that address climate change and increase resilience. PRIORITY ADDRESSED
The development and implementation of innovations for the transformation of the tourism sector is one of the priority sectors, which includes the strengthening of the resilience and sustainability.

OBJECTIVE
The objective of the plan is to use it as a tool to implement climate neutrality and energy transition on local level in especially the DH system. The comprehensive plan provides a sustainable development framework for Pajala municipality. It focuses on land use, infrastructure, environmental protection&socio-economic growth. The aim is to balance needs such as housing, transportation, agriculture, mining, and tourism while preserving cultural and natural heritage.
CHARACTERISTICS
The plan:
-characterizes the efforts and the environmental impact assessments
-outlines strategic planning and future impacts on various sectors
-evaluates land use, cultural heritage, biological diversity, and socio-economic factors
-incorporates feedback from consultations and collaborations with neighbouring regions.
PRIORITY ADDRESSED
More dwellings in Pajala municipality leads to a need of development of low-temp DH systems and analyses of waste energy and possibilities to utilize new streams for residual heating. Cost analysis of conversion of DH system to low temperature including other heat sources and possibilities of cooling solutions for buildings. To build more resilience and a robust heating and cooling system there is also a demand of preparation and planning for Energy Communities. Other priorities are data collection and analysing, sites of waste energy, the availability of RES, local climate conditions, available infrastructure requirements including low-temp DH solutions.

OBJECTIVE
The Kildare County Development Plan 2023-2029 is the key strategy document which structures the proper planning and sustainable development of land-use across County Kildare over the time period of the plan. The Development Plan seeks to address the physical, economic, social, and environmental needs of the community, in terms of supporting structured new development, protecting the environment, enhancing valued assets and amenities. The preparation of the Plan has regard to key recent development trends and national, regional, and local policy documents.
CHARACTERISTICS
The plan tackles topics amongst others of resilient economy, sustainable mobility, infrastructure, energy, housing, biodiversity, urban planning, development management standards and infrastructural assessment.
PRIORITY ADDRESSED
In the ‘Energy & Communication’ section of the CDP, district heating and waste heat is addressed in several specific policy actions. We believe that these policies do not adequately promote waste heat use in the county and can be improved. In some cases, new policy actions could be implemented to address gaps in the CDP. Some of the items that Codema would look to address are:
1. requirement for industry to characterise their waste heat
2. Raising awareness and engagement with broad spectrum of waste heat owners and DH developers
3. Lack of policy levers which promote the use of waste heat

OBJECTIVE
Aalborg Municipality Business Strategy realises the municipality’s joint development opportunities by activating actors across sectors and bringing the latest research, knowledge and expertise to the companies in the municipality in order for them to create growth opportunities and jobs while also contributing to the green transition.
CHARACTERISTICS
Aalborg Municipality is known as a frontrunner in the green transition and for being the place where public and private actors together develop and implement sustainable and innovative solutions to meet the challenges of the future. Aalborg Municipality Business Strategy sets the stage for proactive and inclusive partnerships with clear expectations of achieving the most sustainable solutions for the development of the municipality as interdependence and partnerships provide the resilience needed.
PRIORITIES ADDRESSED
Priority 4 of Aalborg Municipality Business Strategy focuses on Sustainable Energy Security, including a strengthening of the municipal energy supply infrastructure to attract companies working with green transition. Priority 6 focuses on innovation and partnerships, including using the municipality a driver for development, test and demonstration of new solutions. Actions mentioned to improve these strategic priorities are: 1) Promote the use of surplus heat in smaller enterprises, 2) Build partnerships with international actors, and 3) Build a test site for green solutions at Aalborg Utility.

OBJECTIVE
The Climate Communities Action Plan for Hofgeismar includes strategies and possible solutions that are needed in order to make a significant contribution to local climate protection. The plan includes completed, ongoing and planned projects that are taking a first step towards climate neutrality. The action plan is intended to be a steering instrument to support and accelerate the ongoing process of the city towards becoming a climate-neutral municipality.
CHARACTERISTICS
The Hofgeismar plan covers the fields of climate protection and climate adaptation. In the area of climate protection, the focus is also on renewable energies. This includes, among other things, the creation of a municipal heating plan. It also includes the review of the heating of all municipal properties. In general, the plan includes various measures for subsequent years that are to be implemented or checked for feasibility as part of the climate policy goals.
PRIORITY ADDRESSED
One priority addressed in the Hofgeismar plan is the topic of municipal heating. It includes the decision to create a municipal heat plan, even before the German Heat Planning Act will make it mandatory. A municipal heating plan is an informal plan at municipal level and forms the basis for achieving a climate-neutral heating supply. Also, the associated infrastructure will become more efficient and climate-neutral in the long term. The heating plan will contain both the target image and the way to get there.

OBJECTIVE
One of the priorities of the FEDS is: European Funds for the Environment in Lower Silesia. EU funds under this priority can be applied for by entities that, among other things, want to support energy efficiency, build demonstration buildings, carry out comprehensive energy modernization of residential and public buildings, take care of the climate, biodiversity and water and sewage management.
CHARACTERISTICS
In Lower Silesia air quality standards are often exceeded, the source of which is emissions from heating of all types of buildings, road transport and industrial areas. Sources of these pollutants are responsible for increased greenhouse gas emissions. Improving the energy efficiency of buildings will improve this situation.
PRIORITY ADDRESSED
FEDS is available for projects that involve the use of waste heat:
02.03: Financial Instruments for Energy Efficiency - projects for increasing energy efficiency in SMEs, e.g. replacement or modernization of energy source to increase energy efficiency by reducing heat losses and reducing electricity consumption, improving energy efficiency of industrial installations or using waste heat.
09.04: Economic transformation - increased energy efficiency in SMEs e.g. reduction of energy intensity, modernization of production lines, etc, modernization of the heating system, minimization of heat losses, use of waste heat, energy recovery in the production process.

OBJECTIVE
As signatory to the Covenant of Mayors, in 2015, Botosani committed to submitting the Sustainable Energy Action Plan to go to the objective set by the EU for 2020, reducing the CO2 emissions in our respective territories by 20%. Afterwards, by 2018, it evolved into the Sustainable Energy and Climate Action Plan to go to the objective set by the EU for 2030, reducing the CO2 emissions in our respective territories by 40%. In addition, in 2021, alongside Mayors from all over Europe, the Mayor of Botosani step up his climate ambitions and committed to delivering action at the place that science dictates, in a joint effort to keep global temperature rise below 1.5 degrees Celsius.
CHARACTERISTICS
SECAP sets out a series of energy efficiency actions over the short, medium & long term. Actions cover residential, municipal & tertiary buildings, public lighting, transport, local electricity generation & local heat production. It also includes a project portfolio to be optimized for the financial and strategic goals of the Municipality in the field of energy efficiency mitigation of GHG emission and adaptation to climate change. Climate Change Adaptation Action Plan of Botosani can be also be found within the frame of the SECAP.
PRIORITY ADDRESSED
SECAP proposed the monitoring process towards measuring the reach of its targets represented by monitoring reports and monitoring emission inventory. New projects would have to be initiated aiming at achieving planned targets.

OBJECTIVE
Drenthe is one of the 30 regions in the Netherlands developing a Regional Energy Strategy (RES). All regions contribute to the national goal set out in the Climate Agreement to collectively generate 35 TWh of large-scale renewable electricity on land by 2030. This includes describing the implications for the energy infrastructure. Additionally, each region, as part of the RES, delivers a Regional Heat Structure (RSW), which coordinates regional heat demand and sustainable heat supply.
CHARACTERISTICS
In the RES, parties work together to find the best solutions for the energy transition in the region. The RES describes which energy objectives the region wants to achieve and how the region wants to do this. As the Drenthe RES we contribute 3.45TWh to the national target and as main goal to ensure that by 2030, 40% of the energy consumption will be covered by renewable sources and the province will achieve energy neutrality by 2050.

The RES has 5 main pillars, the 2th will be addressed by DISCO: Energy sources and Energy carriers chapter: Sustainable Heat Sources, Feasibility studies: utilization of waste heat and other sustainable heat sources for built environment and industry.

OBJECTIVE
The development plan of the city is the most important strategic document at the city level for the next years and represents the basis for the allocation of resources in order to implement defined measures that will lead to the realization of priority goals and the realization of the vision of economically developed and prosperous, with modern infrastructure, ecologically safe & energetically secure city.
CHARACTERISTICS
The development plan was conceived in such a way that it defines the most effective model for the creation and coordination of development policies and measures that should lead to the improvement of the social, economic and living standards of all city residents. The plan is based on the objective assessments of the situation and resources in the local community
PRIORITY ADDRESSED
The development plan of the city of Zrenjanin defined 12 priority goals. The area we deal with within the project is related to the goal: Ecologically safe and energetically safe city. In the framework of this goal, measures related to the following topics were defined:
1. Encouraging energy efficiency
2. Encouraging the use of renewable energy sources Encouraging energy efficiency means rational use of energy both for heating and cooling. Considering that nothing has been done on this topic in the new city of Zrenjanin, there is great potential for the development of concrete measures and activities that would utilize waste heat and apply new cooling systems.

OBJECTIVE
The objective of the action plan is to determine guidelines for the implementation of the policy of improving energy efficiency through the achievement of energy savings while respecting the regions energy needs and the principles of sustainability and environmental protection. The action plan sets strategic goals for the rationalization of energy consumption and costs and emissions into the environment, as well as proposes measures for the household, service, transport and industry sectors.
CHARACTERISTICS
The action plan includes analysis of existing and forecasting future energy needs and is the starting point for implementing other energy analyses. Various activities are planned in the action plan, such as: the implementation of energy efficiency measures in public buildings and residential buildings; continuous dissemination and educational activities; and implementation of programs and initiatives of various private and public entities to increase the use of renewable energy sources.
PRIORITY ADDRESSED
Due to the limited knowledge and experience in the area of using waste heat for district heating purposes, the action plan understate the topic. Through the project, based on the exchange of experience it is foreseen to raise knowledge and build capacity of regional actors on the topic of using waste heat for district heating purposes could be better described.
