A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The current Boulevards Vision focuses primarily on tourism, mobility and urban development with a focus on the urban coastal area. It is a policy document that on the one hand provides a framework for initiatives and governments, but which also has a stimulating effect on developing new initiatives.
The aim for the next step in policy development is to work with regional partners to concretise the Boulevards Vision for the coastal zone of Vlissingen. The ambition is to broaden and concretise this with more attention to coastal safety and ecology from the various perspectives (governance, communication, phasing) for the entire coastal zone of Vlissingen. This will create opportunities to keep the coastal zone attractive, more resilient and more robust in light of climate change. The perspective will mainly paint a beckoning picture with tactics and solution directions to further deepen and explore. Priority is given to finding smart and creative tactics to connect short- (5 years) and long-term (20 years) ambitions in the coastal zone and thus achieve the optimum in governmental and development actions. This policy document must then be translated into other policies and implementation plans.

Livorno Province has undertaken the updating of the Provincial Territorial Coordination Plan (P.T.C.P.) PTCP, which serves as a territorial plan and a programming tool, including socio-economic programming, for the entire provincial territory.
The provincial administration ensures the necessary technical assistance to municipalities, promoting appropriate synergies and coordination among Tuscany Region, the Province and its municipalities to facilitate the exchange of knowledge for the technical improvement of all territorial and urban planning tools, the homogeneity of methodological criteria, and the effectiveness of administrative actions.
The aforesaid planning tools are of fundamental importance to coordinate the municipalities' strategic actions in a resilient climate transition, particularly in addressing serious issues like coastal erosion, flooding and other adverse events caused by extreme weather conditions, the effects of which would be difficult to manage by individual municipalities alone.
The PTCP identifies heritage features related to four territorial structures that represents the territorial identity:
1. historical settlement pattern
2. hydrogeomorphological base line structure,
3. ecological system
4. agroforestal territory.
The concept of sustainable development is endowed in the recognition of territorial heritage and its identity within the PTCP, upon which policy any future strategies are based.

The aim of the climate adaptation plan is to prepare the city for the consequences of climate change. With an integrated approach, based on scientific research and local insights, this plan proposes a strategy on how the city of Ostend deals with flooding (e.g. as a consequence of sea level rise), drought and heat in the short and long term. The plan is based on a thorough risk analysis, identifying the city's vulnerabilities. Objectives are then set to address these risks. Finally, these objectives are translated into a concrete action plan that the City and his agencies will work on.
Related to the issues at stake in COASTCRAFT, one of the climate adaptation topics is the adaptation to sea level rise and the risk of fluvial flooding.

The Durres Municipality Development Plan is a strategic blueprint designed to guide the urban, economic, and social development of Durres. This Plan aims to create a vibrant, resilient, and sustainable city that meets the needs of its residents and capitalizes on its strategic advantages.

The Minister of Environment of Lithuania approved the Management Plan for Pajūris (Seaside) Regional Park in 2016. It is the main policy instrument guiding the park's sustainable management goals. The objectives of the Management Plan are as follows: 1. determine the principles of territory management and functional zones; 2. provide measures for maintenance and development of landscape management zones and restoration of damaged values; 3. set guidelines and measures for the protection of natural and cultural heritage, recreation, development of residential areas; 4. provide facilities and development guidelines for educational tourism; 5. establish the buffer protection zone regulation. There are two management plan measures relevant to the COASTCRAFT project. First, 18.2. To preserve and adapt cultural heritage for educational display, managing its environment in the best way to secure the cultural heritage integrity, improve access, create a unified information system, and integrate in the tourist route network. Second, 19.1. To prepare management projects for the cultural heritage objects of the Pajūris Regional Park (including the Karklė Ethnocultural Reserve), providing their management measures and application possibilities for educational tourism. Notably, the coastal erosion and flooding measures for the Karklė Ethnocultural Managed Reserve are missing but must be included since they are essential for the sustainable management of the cultural heritage environment.

The European Commission (EC) approved the 'Region of Murcia ERDF 2021-2027' programme, which provides for more than 344 million euros from the European Regional Development Fund under the objective of investment in jobs and growth for the Region. The preparation of the Programme has taken into account EU regulations and follows European Plans and strate-gies.
Among the specific objectives planned for the FEDER Program in the Region of Murcia are achieving a digital and intelligent transition, social transformation focused on ensuring social services, and improving administrative capacity and governance.
Specifically, this management center would focus on implementing projects that guarantee the protection of the Mar Menor, prevent its deterioration, and ensure its conservation. This is included in Specific Objective 2.7: promoting the protection and conservation of nature, bio-diversity, and green infrastructure. This objective is highly relevant to the Interreg Europa pro-ject, aligning with initiatives such as natural space management, recovery and conservation efforts for the Mar Menor, and environmental education, dissemination, and awareness activ-ities. These efforts contribute to sustainable urban planning and environmental preservation.

The main goal of the Maritime Spatial Plan of the Republic of Bulgaria (MSPRB) is to serve as a tool to achieve sustainable growth of the maritime economy, stable development of the Bulgarian Black Sea coast and territorial waters, effective and harmless use of natural resources. All this shall be done in accordance with the requirements for integrated coastal zone management and environmental protection of marine environment. MSPRB reconcile existing and future marine use and activities avoiding conflicts, considering measures to achieve a good state of the marine environment.
With the implementation of this plan, it is envisaged that “…in 2035 a good state of the marine environment and rich biodiversity will be achieved and maintained in the maritime spaces of Bulgaria. The most important marine ecosystem services and cultural values have been restored and preserved. Maritime spaces are used by an innovative, competitive and sustainable Blue Economy.
The Maritime Spatial Plan provides predictability and security in maritime spaces, coordination and synergy between uses, and reduces the harmful impacts of human activity. Cooperation between management, science and economy creates new knowledge and culture, services and biotechnology to support Blue Growth and the improved well-being of local communities…”. This policy instrument has no budged. Te financing is very unclear, mainly relying on the private sector. Therefore, the financial frame is highly unpredictable.
