CIVITEC: Citizen and Civic Inclusion and the Digital Transformation of Public Decision-making Processes

Overview

The Interreg Europe CIVITEC project is pleased to announce its 3rd Partners’ Interregional Meeting, taking place on 12-13 February 2025 in Tallinn, Estonia. This key event will bring together project partners, regional stakeholders, and experts to exchange ideas, share best practices, and advance the project’s mission of promoting civic inclusion and the digital transformation of public decision-making processes.

This event offers a unique opportunity to:

Learn from Estonia’s renowned digital governance and e-participation initiatives.
Collaborate with interregional partners and stakeholders to advance civic inclusion strategies.
Engage in a hands-on workshop to develop practical solutions for e-participation challenges.

Day 1: Exploring E-Participation Tools and Estonia’s Digital Leadership
Venue: Ülemiste City Öpik Conference Centre

The first day will focus on Estonia’s cutting-edge initiatives in e-participation. Participants will also engage in an Expo of E-Participation Tools. A panel discussion on “Inclusion Triangles” will follow, exploring how governments, civil society, and citizens can work together to bridge top-down and bottom-up civic engagement approaches.

Afternoon Visits to Key Stakeholders

The programme will include visits to:

e-Estonia Briefing Centre, where participants will learn about Estonia’s digital governance ecosystem.
Viimsi Gymnasium, an example of digital innovation in education and civic inclusion.

Day 2: Addressing the Digital Divide and Hands-On Workshop

The second day will tackle the challenges of the digital divide in civic engagement with a session led by Krista Mulenok from NGO Golden League. This session will focus on practical approaches to engage communities with limited internet access or digital skills.

Participants will then dive into a co-creation workshop on the Citizen OS platform, testing and developing practical cases of civic engagement. The workshop will include group discussions and presentations of actionable outcomes.

Partner Collaboration and Planning
The event will conclude with an internal session for project partners, covering:

Peer Reviews to reflect on lessons learned and identify good practices.
Steering Committee Meeting to finalise plans for the next partnership meeting in France and discuss upcoming project activities.
