Project summary
Due to the COVID-19 pandemic, there was a substantial increase in the supply of digital services from public administrations and their utilization by SMEs. However, in some cases the digital services available are a copy of the analogue solution, there has not been a real transformation of the service taking advantage of the potential offered by new technologies. This is the case of the complex authorization procedures required to start economic activities with great impact. These complex procedures entail a very high management time that undermines business competitiveness. In this regard, BIM4Gov will facilitate the exchange of experience, knowledge, and good practices in the use of Building Information Model (BIM) to obtain permits for works and activities for those cases that have the most impact, from the standardization of common data models for each of the regulatory fields. This standardization would affect all public administrations and allow the automation of a very important part of the review that is currently done manually, reducing management time and creating a more conducive environment for business. By facilitating knowledge exchange, it will help build capacity, and enable participating territories - Catalonia (Spain), Tallinn (Estonia), Poland, Bosnia and Herzegovina, Ireland and Hungary - to learn from each other, tapping into technologies, methods and solutions that are developed and applied elsewhere. The application of identified practices on data governance will be further inspired by the advisory partner, the University of Limerick (Ireland). In sum, BIM4Gov will drive change on regional and national policy issues that can help accelerate progress on the ambitious path towards achieving the EU Digital Decade targets.
