Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The policy instrument selected is the Local Strategy for Climate Change Adaptation (ELACC), based on the Catalan Strategy for Climate Change Adaptation (ESCACC30). It aims to improve climate change adaptation in Barcelona Province and reduce vulnerability through operational objectives and adaptation measures for natural systems, socio-economic spheres, and territories.
It addresses the need to prioritize cross-cutting policies for adaptation in the local administration, giving them the strategic and central role they deserve and avoiding their secondary role compared to mitigation efforts.
The objective of the Strategy is to generate and apply knowledge about climate change by establishing an appropriate model of local governance for the issue and, through local adaptation actions, increase the resilience of territories and their economies with the intensity and speed that the problem requires.
The Strategy develops an investment experience at the local level that aims to be demonstrative, applicable, and mobilizing of a political and social process that involves transforming the local economy based on previously built foundational knowledge.

The Environmental Report for the Territorial Plan of the Province of Salerno was drawn up on the basis of dictates of community and national legislation regarding "evaluation of the effects of certain plans and programs on the environment".
It aims to give substance to the interaction and concertation between the plurality of subjects present in the territory, starting from the initial phase of the work, it was therefore decided to experiment with a listening strategy aimed at encourage a fertile meeting between actors, resources, plans and programs for the protection and enhancement of the territory of the province and, at the same time, for the economic and social development of local communities. This led, firstly, to reflect on the importance of rethinking the Plan as a "place" for decision-making, to within which we find the ways and tools to implement and justify (evaluating its feasibility and sustainability) to strategic choices of action for the present and the future.
The priority objective of the local listening activity is, therefore, to contribute to defining a process of dialogic, reasoned and transparent planning, which can involve local communities for bring them as close as possible to the Plan and, at the same time, to build a shared tool government of the territory, both with reference to the "choices" and the "management tools" that the Plan itself will make available to local operators.

The Plan for integrated development of the Municipality of Varna for the period 2021-2027 (PIRO) is the main strategic document for managing the municipality in the next seven +2 years (2 +years rule). It links the comparative advantages and potential for development at the local level with a clearly defined vision, goals, and priorities for development, linked by the aspiration to a higher standard of living of the people in the municipality and sustainable development of the territory and its relations with other municipalities in accordance with the integrated territorial development strategy of the level 2 planning region.

The new policy instrument - European Funds for Western Pomerania 2021-2027 (FEPZ 2021-2027) consists of the following priority axes:
Priority 1 – Entrepreneurial Western Pomerania (Support for entrepreneurship, R&D and digitization)
Priority 2 – Green Western Pomerania (Support for renewable energy, energy efficiency, environmental protection, adaptation to climate change, public transport)
Priority 3 - Mobile Western Pomerania (Ecological urban transport)
Priority 4 - Connected Western Pomerania (Support for transport, including provincial roads, possibly regional railways)
Priority 5 - Resident-friendly Western Pomerania (Social infrastructure, including healthcare, education, tourism and culture)
Priority 6 - Active Western Pomerania (Full spectrum of the European Social Fund Plus interventions)
Priority 7 - Socialised Western Pomerania (Territorial tools including tourism, culture and regeneration (based on territorial and local strategies)

The National Island Development Plan has a framework for implementation of regional island policies through the Integrated Territorial Program (ITP). The ITP for islands is implemented for the first time and presents a multi-fund program to solve challenges encompassing different topics crucial for island development. ITP finances projects that contribute to the development of the island, not financed from their sources, contributing to the creation of smart, sustainable, and self-sufficient island communities. This goes through specific objective 5.ii that fosters an integrated inclusive social and economic local/regional development in the field of environment, culture, natural heritage, sustainable tourism, energy efficiency, and security in non-urban areas.
4 fields of intervention combine the need for financing of island development projects,implementation of the Smart Island concept, and mandatory contribution to EU climate goals are defined.
The investments are focused on: green and blue infrastructure, establishment and improvement of fire surveillance and natural risk reduction and monitoring systems with emphasis on capacity and readiness, measures for protection, restoration and sustainable use of natural heritage and areas on islands, business infrastructure and social/local infrastructure, valorization of cultural heritage sites and cultural services to preserve the islands’ identity, and investments in energy efficiency and energy transition measures on islands.

The overall objective is:
Strengthening the blue economy at the local level, emphasizing the principles of sustainability, competitiveness and resilience while using the environmental and cultural resource to address climate change.
Local Development Plan for Coastal Limassol Area include actions that aim at the sustainable use (protection, conservation and enhancement) of natural and environmental wealth (species, ecosystems and landscapes), to improve and exploit the environmental assets of the region to address the phenomenon of climate change.
Main priorities of policy instrument:
1. achieving the objectives of climate neutrality and zero pollution
2. transition to a circular economy and reduction of marine pollution
3. supporting adaptation to climate change and coastal resilience
Recommended Actions from Local Development Plan for Coastal Limasol Area
1. Prevention and monitoring of pollution of the marine environment through new technology equipment and satellite systems
2. Cyclical economy actions on the seafront using Green Kiosks and Smart Recycling Bins
3. Cleaning the coast and the sea through awareness-raising actions/campaigns
4. Establishment of an Integrated Waste Management System on the seafront
5. Design and adoption of an Environmental Quality Label
6. Design of new and innovative environmental management and communication techniques.

Regional utvecklingsstrategin/Regional Development Strategy (RUS) Vasterbotten - RUS 2020-2030
The overall vision of the RUS is Västerbotten to be an innovative and smart region. This is to be achieved b initiatives aimed at two objectives: 1) an innovation engine for sustainable development, considering the impact of climate change; 2) an innovation ecosystem with strong and inclusive innovation processes. The RUS targets all the UN’s global goals handling with sustainability.
Better Blue well addresses the scope of the PI aiming at:
• emphasizing the region's commitment to managing its resources in a way that ensures their long-term availability while minimizing environmental impact. By prioritizing sustainability, the region aims to create a balance between economic development and environmental conservation.
• aligning the regions efforts with the global sustainability as outlined in Agenda 2030. It recognizes the interconnectedness of various sectors such as business, infrastructure, ecosystems, and climate, and aims to contribute towards achieving the sustainability goals set.
• undertaking actions to address climate change and its consequences. The region recognizes the urgency of the climate crisis and is actively working towards mitigating its impact. By promoting sustainable consumption and production patterns, encouraging innovation, and creating resilient cities and settlements, the region aims to address climate change and build a more sustainable future.

In the OP 'Madeira 2030', IDE IP-RAM will target Axis 2 (Madeira + Green: Climate Action and Energy Transition), Specific Objective 2.1(Promote energy efficiency and reduce greenhouse gas emissions - ERDF).
In this programme, investments are directed towards companies in an approach that guarantees the cross-training of the regional business fabric for the new challenges of digitalisation, namely through the integration of digital technologies in companies that promotes digital skills, allows efficiency gains, reaches new markets/market segments, and optimises production processes and workflows.
With the mobilization of this Specific Objective, in addition to the investments in the Recovery and Resilience Plan (PRR) in execution, it is intended to promote the intensification of decarbonization, energy efficiency and energy transition measures, contributing to the targets set, in a way sustainability, in the business fabric, in particular in SMEs and large energy consumers and in Regional and Local Public Administration buildings.
