Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Osona Biocircular strategy, endorsed by Vic City Council, Manlleu City Council, and Osona County Council, aims to enhance the economic, social, and environmental sustainability of the county's productive sector.
Objectives:
Boost competitiveness and sustainability of the agri-food sector
Support digital adaptation to ensure economic, social, and environmental viability
Transition regional agri-food systems towards digitalization and a circular bioeconomy, focusing on future food production
Outcomes:
Develop more sustainable, competitive agri-food companies, maintaining and improving job quality
Create new business models driven by digitalization, offering high-value, quality occupations
Increase waste treatment at source or in plants, leading to reduced pollution and the creation or renewal of treatment facilities
Establish new innovation infrastructures, fostering new business models and opportunities
Position Osona as a hub for quality agri-food products
Measures:
Provide advisory services to agro-producers and entrepreneurs
Develop shared infrastructures like test spaces, cheese factories, and last-mile logistics
Implement demand generation projects such as "We eat here" and "Made in Osona Excellent Foods"
Offer support and advice for RDI project execution
Promote collective and territorial strategies for livestock waste management
Promote stakeholder synergies
Organize events on new business models
Advise companies on waste elimination and valorization.

The primary objective of the Research, Innovation, and Digitization for Smart Transformation Programme (RIDSTP) of Bulgaria 2021-2027 aims to boost regional research, innovation, and digital transformation, fostering sustainable growth, competitiveness, and green digital transitions across sectors.
The RIDSTP is designed to:
- Support sustainable development and the green transition by integrating innovative and environmentally friendly technologies.
- Promote digital transformation across both public and private sectors to enhance productivity and efficiency.
- Strengthen the research and innovation ecosystem by supporting advanced scientific research and facilitating the application of research outcomes in the business sector.
- Equip the workforce with the necessary digital skills to thrive in a rapidly changing digital economy.
The project aims to provide support for:
- Investment in digitization, digital innovation, and digital connectivity in the agrifood sector
- Building innovation capacity and increasing the number of actors, networks, and cross-sectoral connections
- Productive investment in SMEs, including micro and start-ups, leading to economic diversification, modernization, and reconstruction.
Economic diversification is key for Stara Zagora. Its agrifood industry, steeped in tradition, has potential for growth and SME support to tackle challenges like digitalisation, standardisation, and innovation.

The Programmatic Document of the Area and Local Development Agenda 2021-2027 is the policy instrument of the Functional Area called "Intesa Programmatica d’Area (IPA) Marca Trevigiana”, a network of 20 municipalities and 11 stakeholders recognized by the Veneto Region in 2012.
Treviso is the lead entity of the Area, managing its governing bodies and budget. The purpose of IPA is to plan and implement territorial development policies for the entire area, functioning as an autonomous aggregative entity with its own budget derived from membership fees.
The Programmatic Document of the Area was approved in 2022 and outlines 4 strategic objectives, 3 transversal objectives, and a list of potential actions to be implemented in the medium term.
The project focuses particularly on the following strategic objectives:
- Objective 2: “Requalify our industrial areas and support entrepreneurial development,” which envisions initiatives to promote projects with high innovative content to boost traditional manufacturing and agri-food sectors.
- Objective 3: “Enhance our rural areas,” which envisions initiatives to promote and develop the agri-food supply chain and sustainability.
Additionally, the project aligns with the cross-cutting Objective n. 2: “Digitalization and innovation: a smarter, faster, more connected and safer community,” which envisions initiatives to facilitate the green transition towards a more efficient use of resources and the adoption of low-carbon technologies.

The Strategy for Local Economic Development of the Municipality of Kocani outlines several key features:
The primary objective is to foster sustainable economic growth and improve the quality of life for citizens. This involves creating a favorable business environment, generating new jobs, and enhancing the use of renewable energy sources.
The strategy emphasizes a comprehensive approach to local development, integrating economic, social, and environmental aspects. It includes a detailed analysis of the local economy, a SWOT analysis, and a vision for the municipality's future.
Priority Areas:
• Agriculture: Strengthening and modernizing the agricultural sector, which is a significant part of the local economy.
• Tourism: Promoting Kocani as a tourist destination, focusing on winter, spa, and rural tourism.
• Renewable Energy: Maximizing the use of renewable energy sources to ensure sustainable development.
Measures Addressed:
• Improving digital infrastructure and services to support economic activities and enhance public services.
• Upgrading local infrastructure, including roads and public utilities, to support economic growth.
• Implementing measures to protect and improve the local environment, including waste management and conservation of natural resources.
The strategy aims to leverage local strengths and opportunities while addressing weaknesses and threats to achieve balanced and sustainable development for the Municipality of Kocani.

The aim of structural policy is to reduce disparities in the development and the prosperity between regions and to ensure the sustainable growth and competitiveness of the EU and its Member States. The 2021–2027 programming period is bringing significant resources for Finland to achieve its long-term growth and renewal goals.
The program has 6 lines of action:
1) Innovative Finland (ERDF)
2) Carbon neutral Finland (ERDF)
3) More accessible Finland (ERDF)
4) Skilled and Inclusive Finland (ESF +)
5) Finland for social innovation (ESF+)
6) Finland fi ghting material defi cit (ESF+).
Funding comes from 3 complementary funds: the European Regional Development Fund (ERDF), the European Social Fund (ESF+) and the Just Transition Fund (JTF).
The Structural Policy addressed is national, its Managing Authority is the Ministry of Employment and Economy. The Regional Councils play a significant role in the preparation and implementation of the programme in a regional level. The Regional Council of Central Finland is an Intermediate Body of the instrument for ERDF funds from it in Central Finland.
Line of action 1. Innovative Finland (ERDF) and its specific objective “1.1. Research and innovation capabilities and improving the adoption of advance technologies” is one of the impacted by AgriExcel project when focusing mission-oriented innovation approach.
The action 1. is tightly linked with Central Finland S3 focusing on circular bioeoconomy, renew of the industry and wellbeing.

Vidzeme Planning region Development Programme 2022-2027 is a regional level development planning document, which is adopted by the Development Council of Vidzeme Planning Region.
The programme is developed by VPR in a highly participative process, extending the dialogue to different regional stakeholders to design objectives and actions that are anchored in the region’s capacities and existing opportunities. VPR is also coordinating the implementation of the Programme and monitoring it.
Vidzeme Region Development Programme 2022-2027 as one of the main targets of regional development is setting to promote development and growth of the regional economy by transforming the models of operation. Important Direction of actions for reaching the target is the industry transformation and competitiveness. Goals and tasks are not only addressed to VPR but also for other stakeholders like local governments, educational institutions, NGOs and ministries. The Programme has also identified tasks for this Course of action, and of them in relation with AgriExcelproject is to promote the benefits of digitisation for business development, including digitalisation agriculture solutions.

The Styrian Economic Development Act 2001 aims to strengthen the Styrian economy by securing and improving the infrastructure and the employment situation, as well as the competitiveness of companies, while taking into account the economic, ecological and technological characteristics present in the region.
Particular focus is placed on supporting the establishment and growth of SMEs as well as the creation of qualified jobs. Further points:
- promotion of knowledge and technology transfer
- support of local supply chains
- support of regional initiatives and networks
- formation of networks and
- support for internationalisation
However, as stated before, there is no specific scheme directly targeting on supporting the agri-food sector or SME. Support for companies currently depends only on demographical factors.
