Bremen addresses challenges with its stakeholder workshop

In the face of growing challenges related to shared micromobility and the management of limited public space, the City of Bremen, Germany, has taken a proactive approach. Recognizing the need for regulation amidst the rising popularity of shared e-scooters and bike sharing, Bremen has implemented a strategic plan to manage the demand on public spaces effectively.

Bremen's early intervention, following the emergence of e-scooters and bike sharing in the mobility market, led to the development of a special use concept (Sondernutzungskonzept) for e-scooters. This concept limits the number of service providers and vehicles, specifies permissible parking areas while excluding sensitive zones like pedestrian areas, green spaces, and historical sites. It also encompasses no-go zones and safety regulations. Although bike sharing faces similar rules, the city does not limit the number of bikes, encouraging cycling as a mode of transport. However, challenges persist, highlighted by a 2022 incident where a visually impaired man was severely injured due to obstructive e-scooters. This event has intensified public and organizational calls for further action from the city, especially to address the needs of individuals with disabilities.

On July 25, 2023, Bremen hosted its first stakeholder meeting, focusing on safety and the establishment of designated parking or drop-off spaces for shared micromobility. Key participants included officials from the City’s Ministry of Transport (Senatorin für Bau, Mobilität und Stadtentwicklung) and the streets planning department (Amt für Straßen und Verkehr). Discussions revolved around inputs for a planned pilot project spearheaded by the City’s Ministry for Internal Affairs (Senator für Inneres und Sport) to create designated parking zones for micromobility.

This meeting marks a significant step in Bremen’s journey to refine its Shared Mobility Action Plan. The collaborative efforts and strategies discussed for defining and implementing designated parking zones for micromobility are expected to play a vital role in enhancing safety and managing public space more efficiently.
