Motivated discussions in the local working group in France

In order to support the process of exchanging best practice between European and local partners, the Region, as an associate partner in the REC4EU project, welcomed 12 representatives of local structures on 13 March 2024. 

After a briefing on the context, an update on definitions after the publication of the decree last December and a presentation of the Nouvelle-Aquitaine Region's call for participatory and citizen projects, the group discussed the analysis of the region and the good practices proposed by the European partners.

 

The exchange of needs led to the emergence of new ideas and the completion of existing ones.

  • CE-type initiatives need to be integrated into the various support schemes for local areas, particularly those run by ALEC. They boost the local economic fabric, enable better sharing of the revenue generated by the energy transition and democratise control and choices in the energy system.
  • Inclusion and social justice are issues we share with our European partners. Regarding precariousness in particular, the territory can draw on existing schemes to identify potential beneficiaries. Social housing companies are facing difficulties in mobilising tenants.
  • The question of the economic model in the national context is also a determining factor. While large projects are more bankable, projects run by small local authorities are more agile and achieve faster implementation. This is a factor that is not sufficiently considered.
