RePowerEU and the one-stop-shops for energy efficiency

In the South-West Oltenia Region of Romania, the RePowerEU call for projects has been launched and is open until April 3, 2025, funded by the National Recovery and Resilience Plan.

 

This investment focuses on renovations aimed at improving energy efficiency and the installation of photovoltaic panels on single-family residential buildings, specifically for energy-poor households and vulnerable energy consumers. A project will be eligible if it includes both activities.

The proposed renovation measures and the installation of the photovoltaic system aim to reduce the annual primary energy consumption by at least 30% compared to the pre-renovation state.

The role of the OSS for energy efficiency

 

Established a few months ago, the one-stop-shop for energy efficiency plays a key role in assisting vulnerable consumers who wish to apply for this program. Below are the steps involved for the parties/stakeholders participating in the voucher scheme:

  • The Ministry of European Investments and Projects, as reform coordinator, takes over the list of vulnerable persons based on the data collected and existing at national level, by the Operational Program for the Aid to Disadvantages People and makes is available to the one-stop-shops for energy efficiency and Local Public Authorities in order to inform the target group – applicants and final beneficiaries.

  • The one-stop-shop for energy efficiency will support vulnerable consumers from the approved list, who wish and apply for enrollment in the program, in choosing the economic operators enrolled in Phase I (construction/ installation firm/ partnership between them) to apply on their behalf as a Grant Applicant by:

    • providing the list of validated economic operators;

    • informing vulnerable consumers and, where appropriate, detailing/ explaining the compliance and eligibility conditions set out in the specific guidelines, as well as the commercial conditions for them;

    • facilitating, where appropriate, the signing of the commercial contract between the Funding Applicant and the Beneficiary (vulnerable energy consumer), by providing the contacts of the interested parties.
