CELINE project empowers energy communities in Lappeenranta

Lappeenranta is actively participating in CELINE, an European initiative aimed at transforming the energy sector through digitalization and empowering Energy Communities across Europe. With nearly €4 million in funding, CELINE is set to drive a more sustainable, decentralized, and citizen-driven energy future with a focus on digitalization and energy optimization.

The project, funded by the European Commission under the HORIZON Europe program, officially started in December 2024. CELINE brings together 15 partners from six European countries, combining expertise in energy, technology, and community engagement. This strong network ensures a holistic and effective approach to energy transition across diverse regions.

The City of Lappeenranta’s Role in CELINE

Lappeenranta is a designated demosite focusing on expanding the concept of a virtual power plant (VPP) to social housing. The City of Lappeenranta will explore how residential buildings can actively participate in energy markets, optimizing energy consumption and integrating renewable energy sources. The VPP has been in operation in Lappeenranta since 2020, and currently, 17 buildings are included. These buildings consist of schools, kindergartens, sport halls, library and other public buildings. The VPP operates as an FCR-N (Frequency Containment Reserve for Normal Operation) power reserve, whose purpose is to keep the frequency of the electricity grid within the standard frequency range of 49.9 Hz to 50.1 Hz. Building loads, such as ventilation, are controlled in a way that is compatible with the current automation system and is based on available sensor measurements.

First General Assembly in Trento

In late February 2025, the CELINE Consortium convened in the City of Trento in Italy for its inaugural General Assembly. The meeting provided an opportunity to align on project goals, discuss community inclusion and ethical considerations, refine communication strategies, and set baselines for the demosites, ensuring impactful next steps for real-world implementation.
