These meetings taking place in April and May 2025 were an opportunity for the Suceava project team to meet with their local stakeholders and exchange on local challenges regarding circular economy in the construction sector.

During the first meeting on the 11th of April 2025, members of the working group were presented lessons learnt and the good practice examples of the project partners from the interregional meeting organised in Bergstrasse and Mechelen. A series of discussions followed after the presentations and possibilities of implementing some of them in Suceava Municipality were mentionned. The second part of the meeting was about the policy instrument of Suceava Municipality (Sustainable Energy and Climate Action Plan) and the Climate City Contract. Members of the local working group were updated with the status of the ongoing projects part of the strategical documents also with future initiatives.

The second stakeholder meeting took place on the 9th of May, the audience was pretty diverse ensuring relevant exchanges. Were present: the Architects' Order of Romania - North-East Territorial Branch, North East Regional Development Agency, Stefan cel Mare University, private construction companies, as well as members of the implementation team. In the first part of the meeting, participants discussed how the principles of Circular Economy (CE) could be integrated into the construction sector, in close connection with local public policies on energy and climate change. The discussion underlined the need for a coherent framework to foster the transition towards a sustainable economic model, with a focus on energy efficiency, carbon reduction and responsible use of resources. It was emphasized that, to have a real impact, public policies need to create favourable conditions for innovation, ensure coherence between decision-making levels (local, regional, national) and actively involve communities in the transformation process. In the second part of the meeting the focus was on identifying the intersection between CE and the Sustainable Energy and Climate Action Plan (SECAP), as a strategic tool of the local authority to reduce CO₂ emissions and adapt to climate change. It was concluded that the alignment of circularity with the SECAP requires a redefinition of local priorities, where energy efficiency is not only pursued technologically, but also systemically, by minimizing resource consumption, extending the lifetime of existing infrastructure and involving the community in new development patterns.
