Craiova - Meeting with Local Stakeholders

Craiova, March 19, 2025 – Organized by ADR SV Oltenia

The South-West Oltenia Regional Development Agency (ADR SV Oltenia) organized the meeting with local stakeholders within the GreenGov project. The event brought together representatives from public institutions, the private sector, and civil society, all interested in the implementation of the "Do No Significant Harm" (DNSH) principle and green financing mechanisms.

The purpose of the meeting was to present the current status of the GreenGov project and strengthen collaboration among regional actors to improve policy tools in green financing.

About the GreenGov Project:
GreenGov is a project funded by the Interreg Europe 2021-2027 Program, implemented by a consortium of 11 partners:

The overall goal of the GreenGov project is to support local and regional authorities in the EU and candidate countries in understanding and applying the EU taxonomy, starting with the "DNSH" principle, so that its implementation becomes an opportunity to improve the governance of green financing schemes.

Key Highlights of the Meeting:

  • The event was opened with a welcome message from ADR SV representatives to the participants, highlighting the region's commitment to integrating the DNSH principle and sustainable financing into local policies.
  • The GreenGov project and its current implementation status were then presented. Members of the implementation team showcased the results achieved in the working groups established during the kick-off meeting in Hanover and the Consortium meeting held in Craiova in 2024.
  • A detailed report prepared by Ernst & Young France was presented, providing an in-depth perspective on the strengths, weaknesses, and recommendations regarding green financing in the European context.
  • A Working Session titled "Innovative Green Financing Mechanisms" followed, during which participants explored the challenges and opportunities in the region.
  • Participants contributed to a SWOT analysis through brainstorming sessions on the implementation of the DNSH principle.
  • Criteria for collecting best practices within the GreenGov project were defined.
  • Participants made proposals for improving policy tools in the field of green financing.

Conclusions and Action Points:

The event concluded with a summary of the conclusions and an exchange of ideas between local stakeholders and project partners, outlining the next steps in strengthening green governance at the regional level.

The meeting provided a productive collaborative framework for defining strategic directions for integrating green financing mechanisms and implementing the DNSH principle in the South-West Oltenia region.

In the next stages of the project, work will focus on collecting and promoting best practice examples and concrete proposals for optimizing public policies in the field of sustainable financing.
