AI4Citizens: Pause Before Sprinting — Starting Points Matter

A state-of-play analysis has been conducted to assess the strengths and needs of all partners within the AI4Citizens project. This insight helps pinpoint where collaboration and co-creation will bring the most value, ultimately guiding the project's next steps and execution.


One clear takeaway — though not surprising — is that AI holds great potential for our communities. Recognizing this, action is already being taken to unlock that potential:

  • Developing IT infrastructure to be AI-ready
  • Launching and advancing AI projects
  • Playing an active role in shaping AI governance at different levels of government
  • Partnering with private sector technology providers

At the same time, all partners share concerns about ensuring AI’s safe and responsible integration. While much work has already been done, strengthening this foundation remains critical:

  • Existing algorithm policies and frameworks are in place but need further development
  • Aligning frameworks with regulations like the AI Act must remain a priority
  • AI guidelines, processes, and structures should be actionable—how can governments effectively determine when AI is the right tool for the job?
  • Expanding expertise to ensure AI is used effectively in government projects


Moving forward with AI—both in deployment and governance—means navigating uncharted territory. No one has all the answers, and in many ways, we are all pioneering together. This makes collaboration within AI4Citizens more essential than ever, as we work to shape a future where AI serves everyone safely and effectively.
