ShareRES working meeting hold by Alba Iulia Municipality

On the 7th of February 2024, Alba Iulia Municipality organised a working meeting with the Local Support Group of ShareRES and EXPRESS projects.

Alba Iulia Municipality implements the project ShareRES - SHAring REnewable eneRgy through Energy communitieS, as Project Partner, together with a Consortium formed by: Extremadura Energy Agency – SPAIN (Lead Partner); Riga Planning Region  - LATVIA; Donegal County Council – IRELAND; Nicosia Development Agency – CYPRUS; BSC, Business support centre L.t.d., Kran – SLOVENIA.

The project is funded by the Interreg Europe Programme 2021-2027, under Policy Objective 2 – A Greener Europe, Specific Objective - Renewable Energy, which aims to support awareness raising, training and skills development in the field of renewable energy, energy efficiency and energy security.

The event brought together representatives of the regional electricity distribution operator DEER Alba; AMPEER Prosumers Association; the University "1 Decembrie 1918"; the Local Energy Agency ALBA - ALEA; the Association of the Institute for Research in Circular Economy and Environment "ERNEST LUPAN"; local public administration specialists as well as members of the ShareRES and EXPRESS project teams.

The project EXPRESS - European regions promoting renewable energy self-sufficiency supports REPowerEU's objectives to produce clean energy, improve energy efficiency and diversify energy supply. Within the EXPRESS project, regions are looking for ways to increase their energy self-sufficiency and their share of renewable energy. This project also benefits from funding through the INTERREG EUROPE 2021-2027 program.

The discussions focused on the presentation of best practice models for the development of energy communities and the new structure of the Action Plan for Sustainable Energy and Climate - PAEDC 2030 - of the Municipality of Alba Iulia.

It was highlighted how the electricity produced by a prosumer is registered and settled according to the current Romanian legislation and the role of the prosumer compared to the electricity producer. Information on the legislative proposal targeting prosumers was also presented. This proposal would enable prosumers to offset excess electricity produced, with another customer from the respective supplier's portfolio (family members, schools, hospitals and charities, etc).

The ShareRES project team shared information on energy efficiency improvement measures used in Spain and Ireland, presented at the first two interregional events organised within the project.

In the city of Badajoz, Spain, an energy community of seven neighbouring public buildings, located in an area of about 1 km, is operating to produce and distribute electricity in a collective self-consumption regime. Basically, photovoltaic panels have been installed on the roofs of the buildings, as well as on the facade of one of the buildings, together with solar panels, to facilitate and share electricity production. Analysis of the distribution of renewable electricity production between these buildings revealed the possibility of complementarities between their consumption, with the potential to generate savings.

The Ballyliffin Lodge&Spa Hotel in Donegal, Ireland, uses a combination of renewable energy, on the one hand produced by a biomass woodchip boiler, and on the other by photovoltaic panels, to counteract rising energy costs. The hotel has also implemented a smart energy management system to control heating in certain areas/rooms and also LED lighting and sensors controls throughout the hotel.
