The OECD and the European Commission are working to identify, assess and advise EU Member States in the design and  implementation of integrated policies & programmes for social enterprises.
In line with this, they developed, together with relevant social economy stakeholders (including public sector, business development support structures, finance providers and academia), the Better Entrepreneurship Online Tool. The online tool, that is currently in a test phase, will allow users to assess and learn about social enterprise ecosystems.
The Better Entrepreneurship Online Tool covers 7 action areas that are critical to the social enterprise ecosystem:
  • social entrepreneurship culture
  • social economy engagement
  • the institutional, legal and regulatory frameworks
  • access to finance and markets
  • skills and business development support
  • impact measurement
  • reporting.
It includes 34 assessment statements in total (which will be translated into all official EU languages). For every statement, the user is invited to assess the extent to which this is true in his or her context, with some pointers to help assign either a low or high score. The tool can be used individually, but using it as a group and sharing the results of the assessment can generate thought-provoking discussions.
