The proposal thematic interests are related to improving regional policies to address the governance of peri-urban landscapes as elements of functional urban areas. More specifically the project aims to seek for a balanced combination of policy instruments to tackle conflicts related to peri-urban landscapes. In order to stimulate exchange of experiences between different European regions relating to peri-urban governance, comparative studies of policy instruments implemented in different functional urban areas in Europe could be conducted. Effectiveness of different policy instrument for peri-urban landscapes and related conflicts could be tested.
Hydrogen has been identified as a key priority area to achieve the goals of the European Green Deal, e.g., establishment of a clean and circular economy, and to accomplish Europe’s clean energy transition. Many regions across Europe started with developing regional green hydrogen economies or so called hydrogen valleys. It is expected that development of such green hydrogen economies will foster sustainable growth and jobs. Public authorities can play an important role in enhancing the growth and competitiveness of SMEs by unlocking the potential of regional hydrogen economies to SMEs. What policy instruments should be developed, improved, and applied in order to facilitate entrepreneurship and engagement of SMEs in development of regional green hydrogen economy, what, in turn will enhance growth and competitiveness of SMEs and job creation in SMEs? What governance system should be established to facilitate innovation and entrepreneurship in the regional hydrogen economy?
Identify through an interregional cooperation project policy instruments through regional Growth & Jobs programme and Regional Development programmes for the support of the implementation of holistic energy investments. These investment proposals will be resulted through a quadruple helix design/decision making model (i.e. public organizations, research community, private sector-industry and people) and will solely or partly involve as resources’ providers and/or shareholders and/or energy final consumers regional/local collective bodies (i.e. biomass associations, energy cooperatives, local communities, etc.). Investments with the above characteristics have multiple impacts on regional development, sustainable growth, job creation and equality of opportunities, since they will contribute to the revitalization of local economies.

A satellite image of night-time Europe shows a continent that is covered in light. Over 85% of the EU territory is subject to some degree of artificial illumination. This increasing loss of natural darkness has a negative impact on biodiversity and ecosystems and on the quality of nature and the environment. Regions across Europe must intensify their policy efforts to reduce light pollution and protect areas with naturally dark night skies to help preserve their nature and vulnerable landscapes and prevent biodiversity loss. At the same time there are opportunities for sustainable economic development linked to the protection of dark skies. Several EU regions already demonstrate this by creating areas where the dark sky has a protected status and successfully positioning this as an asset to develop new eco-tourism services. In the Night Light project regional authorities from The Netherlands, Hungary, Spain, Luxemburg, Denmark, Slovenia and Italy join forces to improve their regional policies for the prevention of light pollution, preservation of dark skies and the sustainable exploitation of dark sky places. The project will introduce packages of regional policy measures for each of the partner regions that will result in a lasting reduction of light pollution, the designation of nature areas where dark skies are protected and the introduction of new services and facilities to attract eco-tourism to these dark sky areas.

Green Public Procurement to achieve Green Growth  GPP4Growth brings together nine partners from nine countries, to exchange experiences & practices and improve their capacities on implementing resource efficiency policies that promote eco-innovation and green growth through Green Public Procurement (GPP). Project objectives GPP4GROWTH aims to address the challenges and exploit the opportunities related to the adoption of the new EU public procurement system, effective since April 2016. Europe's public authorities consume 14% of the EU GDP on goods, services and works of a total estimated value of EUR 1.8 trillion annually. This purchasing power is now anticipated to promote environmentally friendly and resource–efficient goods and services (e.g. energy efficient electronic and electrical equipment supplies, electricity from renewable energy resources, sustainable construction works, low-emission public transport vehicles, cleaning services using environmentally friendly cleaning products, etc). For this purpose, GPP4Growth will support public authorities to seize new opportunities for using their purchase power to stimulate eco-innovation, resource efficiency and green growth, mostly by using new award criteria in calls and tenders that pay particular attention to environmental considerations. The updated framework that will emerge is anticipated to  address the needs of the territories regarding compliance to the new EU public procurement system.  More specifically the project aims to: Increase the capacity of regional administrations to effectively implement resource efficiency policies, applying green public procurement.Improve the implementation of national/regional resource efficiency policies, providing incentives to businesses to integrate environmental factors and costs when producing goods and/or providing supplies, services and works.Unlock regional/national investments on green public procurement to promote the development of new green products and services.Improve regional actors’ readiness and create knowledge awareness on the influence of green public procurement on the adoption of sustainable consumption and production patterns by businesses operating in the region. Expected changes Over 7% increase in the number of businesses in partners’ regions, integrating environmental factors and costs when producing goods and/or providing supplies, services and works. Increased capacity of 200 staff of public administrations to effectively implement resource efficiency policies, applying GPP. 10 million Euros of investments unlocked to promote new green products and services development. Increased knowledge awareness of over 1000 stakeholders on the influence of GPP on the adoption of sustainable consumption and production patterns by businesses. Main activities and outputs Analysis of the factors that influence businesses to participate in green tenders and contractsEvaluation of existing regional and national policies that promote eco-innovation and green growth through GPP. Identification of good practices on GPP methods that led to the implementation of green contracts. Development of a digital lifecycle costing (LCC) method and resources for all EU public administrations to allow harmonised application of LCC. Promotion of interregional learning and capacity building through 3 interregional workshops, 2 existing experience visits, and policy learning events. 14 policy briefs to transfer GPP4Growth lessons learnt to public authorities beyond the partnership. Joint development of 9 regional action plans to improve the addressed policy instruments.

IMPROVING SMEs COMPETITIVENESS IN REGIONS WITH AN AQUACULTURE BUSINESS ECOSYSTEM More than 90% of businesses in EXTRA-SMEs regions are inland and coastal SMEs operating across and around the aquaculture value chain, contributing to growth and creation of jobs. Along the chain, these economic operators are characterized by systematic weaknesses in reaching international markets and exporting their products. To this end, EXTRA-SMEs will support public authorities to join forces and exchange experiences in a) administrative simplification, b) expansion in new markets, c) innovative value-added product solutions, d) personnel up skilling, and e) resolution of stakeholders’ conflicts of interests. OBJECTIVE EXTRA-SMEs brings together 8 regions from 7 countries, to achieve expansion of rural and coastal SMEs in wider markets for the promotion of their products, through simpler and improved administrative processes, and innovative technologies. EXPECTED IMPACT - Increased capacity of 200 staff of public administrations to effectively support SME competitiveness - 14 million euros unlocked to support projects on the modernisation of the wider network of aquaculture SMEs - Increased awareness and consensus building among the wider aquaculture sector, the workforce, and citizens, to support measures for SMEs internationalisation operating locally (over 1000 individuals). MAIN OUTPUTS & BENEFICIARIES - 8 action plans to improve the addressed policy instruments, benefiting managing authorities and beneficiaries - 4 interregional workshops, 2 site visits and 1 EU-wide policy learning symposium to promote capacity building among partners and stakeholders - 13 policy briefs to transfer lessons learnt to EU public authorities - 1 benchmarking online toolkit for the assessment of the extraversion performance of SMEs - 4 joint thematic studies and analyses reports on territorial needs and pathways for the improvement of SMEs internationalisation.

With the DIGITAL REGIONS project, eight European regions are working together to address a common challenge: how to best adapt innovation policies to support the manufacturing sector as a result of the emergence of Industry 4.0 (I4.0). The main objective of the DIGITAL REGIONS partnership is to, by 2022, achieve a 15% increase of the number of SMEs from manufacturing sector cooperating with other innovation actors in the participant regions to implement I4.0 solutions as a result of improved innovation policies. “All partner regions have manufacturing as a smart specialisation priority. DIGITAL REGIONS partnership present the right mix of organisations regarding innovation value-chain, including public managing authorities, universities, I4.0 Centres of competence and business development intermediaries”, explains Jose Manuel San Emeterio, Project Leader.  Project partners will cooperate together and will propose measures to facilitate improved I4.0 policy cooperation between regions, increased SMEs participation and availability of I4.0 skills.  DIGITAL REGIONS aims to benefit all stakeholders in each region’s innovation ecosystem, i.e. innovation policy makers, SMEs that use I4.0 solutions, suppliers of I4.0 services, universities and innovation centres.   Are you interested in the project?
