RECYCLE aims at strengthening and supporting EU partners in identifying & implementing innovative measures and policies for increasing environmental resource-efficiency, implementing green growth and eco-innovation and improving environmental performance management. Specifically, it aims at improving Policy Instruments targeting sustainable development through regional/local authorities driving waste management towards circular economy models. The improvements targeted are structured into 3 interlinked Thematic Pillars: 1) integrated government systems & supplementary services by authorities (improved governance) 2) innovative cooperation models (stakeholder and community engagement) 3) smart solutions/models (green growth & eco-innovation) The 3-leg structure with interactions both within and across pillars together with the two way interactions between regional and interregional levels strengthens the cross thematic exchange and enriches the interregional knowledge portfolio
In the middle of Europe, along the former Iron curtain, a re-anturalisation process is ongoing. Many former molitary post, barracks and airports are now sites for nature conservation. The Interreg Europe Programme can be the first step for a Unesco World Heritage List candidature for the European Green Belt, because through its implementation it is possible to anticipate the main issue of any candidature: a common protection measures for a property, across E.U. member states. In that project, some European public bodies committed themselves in implementing common protection measures for a property. The Unesco just certify a quality process adopted by a partnership. The Interreg Europe Project is the tool for the candidature and it has to be intended as an integration of multiple local protection measures implementation, thorough changes on some local policy instruments. The whole process can integrate both green and regional european politics, through the European cohesion policy.

This project intents to achieve: 1. Mark the waste prevention strategy as the backbone of the change from a tradicional-lined economy to a circular one, in all the cities involved, uniting both waste prevention policies and social economy with green employment, with the reuse as main framework. 2. Encourage a consumer habits change on the citizenship. By supersiding the use and worn out paradigm for a waste prevention and material reuse one. 3. Imbue local and regional political figures at partner territories with real substance, according to the knownledge and goals achieved within this project. For all the aboved-mentioned, Interreg Europe would be use as a networking tool for the preparatory process, advocacy and knownledge-sharing before, during and after the expertise and achievements this other public-founding inicitatives and projetcs have accomplished on the countries all over Europe.
