A satellite image of night-time Europe shows a continent that is covered in light. Over 85% of the EU territory is subject to some degree of artificial illumination. This increasing loss of natural darkness has a negative impact on biodiversity and ecosystems and on the quality of nature and the environment. Regions across Europe must intensify their policy efforts to reduce light pollution and protect areas with naturally dark night skies to help preserve their nature and vulnerable landscapes and prevent biodiversity loss. At the same time there are opportunities for sustainable economic development linked to the protection of dark skies. Several EU regions already demonstrate this by creating areas where the dark sky has a protected status and successfully positioning this as an asset to develop new eco-tourism services. In the Night Light project regional authorities from The Netherlands, Hungary, Spain, Luxemburg, Denmark, Slovenia and Italy join forces to improve their regional policies for the prevention of light pollution, preservation of dark skies and the sustainable exploitation of dark sky places. The project will introduce packages of regional policy measures for each of the partner regions that will result in a lasting reduction of light pollution, the designation of nature areas where dark skies are protected and the introduction of new services and facilities to attract eco-tourism to these dark sky areas.

Avila County Council: Avila keeps one of the cleanest and darkest skies in the whole country, thanks to Night Light project that contributes to reduce light pollution for preserving dark sky in Avila province, therefore, to achieve wellbeing of its inhabitants and to be enjoyed by astrotourism lovers. Avila keeps shining !! Hajdú-Bihar County Government : Making people not be afraid of darkness and convincing them to take care of it in all respects is a challenge now and will come true to the end of the project.  Nature Park Our: With NIGHT LIGHT, Nature Park Our will reduce light emissions in its municipalities and support sustainable dark-sky tourism developments. As a side effect, the project will make a positive contribution to regional energy efficiency. Samsø Energy Academy: In Denmark there is no policy in the area of light pollution, and the Night Light project therefore aims to address this problem of light pollution through awareness, concrete measures and policy making.                                                                                                                 The Night Light projects local stakeholder group and Samsø Energy Academy is now actively working to show how energy efficiency, tourism and cultural development can go up to a higher level when it comes to combating light pollution in Central Region of Denmark. BSC, Business support centre Ltd., Kranj: Together with stakeholders in the Gorenjska region we will pave the way towards the first dark sky area in Slovenia and at the same time increase appreciation for such areas, resulting in the preservation of the delicate natural environment, development of astro-tourism products and effective measures to maintain darkness in our region. BASILICATA REGION: The Basilicata Region is one of the "darkest" regions in Italy and thanks to the NightLight project will continue its commitment to reduce light pollution for preserving dark sky in all the Region. With Night LIght Basilicata Region will enhance this precious resource by developing products for Parks ( Astro-tourisme) and actions to support the attractiveness of the natural areas of the regional territory. Matera-Basilicata 2019 Foundation: With the Night Light project the Foundation Matera-Basilicata  will raise awareness at urban  and then at regional dimension about the values expressed in the project such as the values and importance to reduce light pollution, preserve and valorise dark skies and boost experimental tourisme focused on darksky storytelling and stargazing.  Island Government of La Palma: For La Palma this project will change the local vision of the dark night for an international concept where  La Palma has many qualities. Partnership Lead Partner Partner What policy instruments does the project address? Regional Spatial Plan (‘Streekplan’) for Fryslân The ‘Streekplan’ is an overarching policy framework for territorial development at regional/provincial and local level for the whole province of Fryslân. The Plan defines the territorial qualities and developments for the region for a 10 year period and sets priorities for action within a broad thematic scope that includes Nature, Landscape, Environment, Economic activity, Heritage, Tourism and Infrastructure. The Plan is delivered through provincial implementation plans and through the policies and interventions of local/municipal authorities in the province (which must adhere to the plan). The Plan identifies the ‘darkness’ of this rural province as one of its’ core spatial values. Yet, an intermediate evaluation in 2012 showed increasing light pollution in rural and natural areas. In an initial response, the province set up schemes to reduce light pollution from provincial infrastructure and cattle farms. More efforts are needed to protect the darkest rural and nature areas on a more permanent basis. We intend to mobilise local authorities and private actors across the region to take action to reduce light emissions from their settlements and businesses. And we aim to designate an area where dark skies enjoy a protected status and facilitate the sustainable exploitation of this area. An update of the Plan is due after 2017. This offers an excellent opportunity to formalise these ambitions and prepare further actions with all regional stakeholders.   Which partners are working on this? Province of Fryslân Territorial and Settlement Development Operational Programme (TOP) 2014 – 2020 Territorial and Settlement Development Operational Programme (TOP) 2014 ­ 2020 is an ERDF funded, centralised Operational Programme for territorial development of Hungarian regions, aiming at (i.a.) economic development, job creation and development of settlement identity. We aim to improve implementation of following priorities (both linked to T.O. 6):
 - Priority 1: Sustainable tourism development - Priority 2: Enterprise friendly territorial development, incl. improvement of green areas and environmental protection   The 1. priority contains measures in terms of tourism development of the county. Settlements can implement destination developments, improvement of tourist attractions, without harming the environment. This includes valorisation of dark skies in areas where this can be a tourist attraction, such as Hortobágy Dark Sky Park in Hadjú-Bihar. Tourism development in this kind of vulnerable areas requires careful balance of the need for developments, the need for tourists and the need for environment protection.   The 2. priority contains all incentives and development possibilities that a city or a town could utilize to improve the environment of settlements and to implement green concepts. This includes development of green areas, energy efficiency actions and other interventions to decrease environmental.. These developments should aim at the improvement of economic environment that could attract new investors to the area.   Which partners are working on this? Hajdú-Bihar County Government ERDF Regional Operational Programme Castilla – León 2014-2020 (FEDER Programa Operativo Regional Castilla – León 2014-2020) The ERDF OP 2014­2020 is the programme for Investment for growth and jobs in the Castilla y Leon region, of which Avila County is part. As one of its’ priority axes, the OP addresses Thematic Objective 6: Environment and resource efficiency. Through the Night Light project we aim to improve the implementation of this priority of the OP, in particular the Specific Objective 6.4.1. which aims to “Promote the management, soil protection and maintenance of natural areas and of biodiversity, including in protected areas [...].”   To achieve this Specific Objective, the OP supports actions and measures that contribute to the conservation of natural habitats and wild fauna and flora in the region, and that lead to the protection and sustainable exploitation of natural heritage and protected natural areas in the region, including those that are part of the Natura 2000 network.   Night Light will improve implementation of this specific objective by introducing, based on interregional learning, solutions and measures to further reduce light pollution in and around protected Gredos natural park in Avila County, to strengthen the conservation status of its habitats and biodiversity. The project will also introduce initiatives to facilitate responsible eco­tourism based on the quality of the protected dark skies in the park.   Which partners are working on this? Avila County Council Climate Pact (Pacte Climat) The Climate Pact is a national programme that sets themes, targets and tools for the climate, nature and landscape protection efforts of Luxemburg municipalities. We will improve implementation of the following action lines of the Pact: - regional guidelines to protect nature and landscape - impact reduction and efficiency of lighting infrastructure - environmental education - strengthen role of municipalities in landscape and nature protection - initiatives in local economy, e.g. eco-tourism Which partners are working on this? Nature Park Our Regional Growth and Development Strategy 2015 - 2025, Central Denmark Region (Vækst og udviklingsstrategi 2015-2025) The Regional Growth and Development Strategy for Central Denmark Region was adopted in January 2016. It sets the vision for sustainable development, attractiveness and growth of the region by 2025 across a range of policy fields. The strategy identifies 4 focus areas: sustainable transition, coherent urban development, knowledge and skills and focused growth.   Night Light contributes to improving the implementation of the strategy, in particular on the objectives of 2 focus areas: - ‘Sustainable transition’ aims at reducing the pressure on the environment and on our common resources such as water, nature and landscape and energy in a context of on-going growth in production and consumption. - ‘Focused growth’ aims to concentrate regional development in sectors where it has a strong competitive advantage based on territorial or other assets. These regional strengths include environment, nature, energy and tourism.   The strategy identifies coastal and nature tourism as an important position of strength for the region. It supports municipalities and companies in nature tourism to jointly strengthen the related value chain, which includes the valorisation of natural values. In support of these 2 objectives, Night Light will plan actions to reduce the environmental pressures from light pollution and allow regional actors to develop new sustainable tourism products based on protected dark skies.   Which partners are working on this? Samsø Energy Academy Natura 2000 Management Programme for Slovenia for the period 2015-2020 The Natura 2000 Management Programme governs the protection of Natura 2000 areas in Slovenia. With the implementation of the programme, the Republic of Slovenia aims to achieve protection goals and measures for the Natura 2000 areas and at the same time prioritises projects that also contribute to local/regional development, jobs, economic growth and/or preservation of cultural heritage.   With Night Light we intend to improve the implementation of the Programme, more specifically its’ sub­measure 7: “Contribution of Natura 2000 network to smart, sustainable and inclusive growth, through the active preservation of nature as a foundation for green growth.” This sub­measure targets interventions that combine improved protection of Natura 2000 areas (ecosystems, biodiversity) with facilities to allow visitors to experience these areas (visitors infrastructures, information and education facilities).   The Natura 2000 Management programme does not (yet) specifically address reduction of light pollution or protection of dark skies, although national legislation is in place to reduce light pollution in Slovenia (See territorial context below). The interregional policy learning in Night Light provides the opportunity to improve the implementation of the Programme by introducing practices and measures to actively reduce light pollution and protect dark skies and develop sustainable dark sky tourism initiatives in Natura2000 areas, in particular in the Gorensjka Region of Slovenia.   Which partners are working on this? BSC, Business support centre Ltd., Kranj ERDF Operational Programme Basilicata 2014/2020 The ERDF OP Basilicata 2014­2020 addresses (i.a.) Thematic Objective 6: Environment and resource efficiency. In particular Priority 6C.6.6 (Strand n.5) of the OP sets the objective to enhance natural parks and landscapes and improve eco­tourism and innovative models of touristic development in Basilicata Region.   A large part of Basilicata territory is designated as natural park and this is a pivotal asset for its development. As a consequence, the objective of the policy is to enhance this big potential. The programme aims to protect these qualities and increase the attractiveness of natural areas and enhance their environmental peculiarities and biodiversity. At the same time it supports the development of new eco- tourist products for the parks (for instance astro-tourism) and foster innovative touristic products and tools by using new ICT. NightLight will improve the implementation of this Priority, by introducing measures to reduce and manage light pollution and facilitate eco­tourism based on dark skies in the natural parks.   Which partners are working on this? BASILICATA REGION Matera-Basilicata 2019 Foundation EDRF Regional Operational Programme of the Canary Islands 2014 – 2020 (Programa Operativo Regional FEDER – Canarias 2014-2020) ERDF Regional Operational Programme of the Canary Islands 2014 – 2020 (R.O.P) The island government of La Palma will tackle the priority 6.3.2 of the R.O.P. addressing, under the Thematic Objective 6, the protection, development and promotion of natural areas, in particular those of touristic interest.   The Island Government expects to improve the implementation of such priority by defining measures to valorise and exploit the competitive advantages it has in sectors requiring clean dark skies, such as tourism, sky observation and astrophysics’ R&D related activities.   Which partners are working on this? Thus, the National Control, which is responsible for carrying out first level control for the European Territorial Cooperation (ETC) Programmes, has adjusted its work process and procedures and put in place several measures to ensure successful reporting and see to it that spending of EU funding continues uninterrupted. To this end, the National Control will take into due account the developments surrounding the COVID-19 crisis and its impact as well as the recommendations made by the government in relation to the crisis, and will verify any expenditure incurred during this particular period in compliance with the rules of each individual ETC Programme. Project summary The ECOWASTE4FOOD project brings together seven local and regional authorities from seven countries throughout Europe. Its ambition is to address the crucial issue of food waste, not only to stop an unacceptable situation which causes the loss of up to 50% of the agricultural production that keeps not consumed or is consumed in a wrong way regarding health concerns, but also to demonstrate that food waste could be at source of a resource efficient and environmentally friendly economy for the territories. €1,360,210.00 from 1 Jan 2017 to 31 Dec 2020 Topic Environment and resource efficiency Working together to reduce food waste Local and regional authorities partners of the project are convinced of that and they work together, exchanging their experiences and learning from each other, to promote in their territories eco-innovations to reduce food waste, as a way to move toward a smart sustainable and inclusive growth. Within each participating territory, a group of local stakeholders will be actively involved in the selection of good practice to be transferred and in the validation of the action plan to be implemented during the two last years. These public authorities have committed themselves to improve their own policies during the four years duration of the project, in particular by influencing or even by raising existing ERDF funds within their regional operational programme 2014-2020 or equivalent. More generally, ECOWASTE4FOOD project is expected to provide valuable inputs for the debate on the future priorities of development of these territories to be discussed as of 2019.   Partnership Lead Partner Partner What policy instruments does the project address? Regional Operational Programme for Wielkopolskie Voivodship 2014-2020 The main objective of the ROP is to improve economic competitiveness and social cohesion within the Wielkopolska region. In this ROP, the two Thematic Objectives (TO 1 and TO 3) have been put together under a Priority Axis 1 "Innovative and competitive economy". The primary reason for this is that there are very close links between support for research, technology development and innovation and increase in the competitiveness of the SME sector. In the current socio-economic situation of the Wielkopolska region the further development of its economy is primarily dependent on just the ability to support R & D and innovation, aimed at simultaneously improving conditions for business operations.   Under the priority axis 1, the investment priorities concerned by the project will be: - TO01/Strengthening research, technological development and Innovation, IP1b/Promoting investment in research and innovation, developing links and synergies between businesses, research centers and higher education sector, in particular the promotion of […] eco-innovation […] - TO03/Strengthening the competitiveness of small and medium-sized enterprises, IP3a/Promoting entrepreneurship, in particular by facilitating the economic exploitation of new ideas and fostering the creation of new firms [...]   The project will address the need for an action plan increasing the number of projects in the area of "Biomaterials and food for conscious consumers" of theRegional Innovation Strategy. Which partners are working on this? Wielkopolska Region with the seat of the Marshal Office of the Wielkopolska Region in Poznan Regional Operational Programme 2014-2020 of the Region of Western Macedonia (RWM) The ROP of RWM aims to boost economic development and create job opportunities in West Macedonia. It should create jobs and help SMEs to become more competitive and innovation-driven. In this regard, the main investment priority addressed by the project will be, under the Axis 3, the IP 3a with the specific action to "Supporting regional SMEs through improved governance for developing food security actions". The main objective of the ROP–Axis 3 is to increase the competitiveness of SMEs through actions proposed by the RIS3 plan. The Action Plan provided at the end of phase I will include activities under the IP3a that will combine the project objectives & lessons learnt with the regional strategy on RIS3 food sector related to SME’s support & funding.   The region faces a 60 years lack of entrepreneurial culture due to the mono-industrial heritage of lignite exploitation. As RWM is entering the post-lignite era, the region should enhance the effectiveness of SMEs development plans and regional policy instrument improvement is under a strong political commitment. Among other sectors, a focus on food waste reduction could help reposition existing initiatives as pieces of a coherent territorial strategy based on food security to promote the economic attractiveness of the region, and, taking consideration of the environment challenges and the depletion of natural resources, to manage and develop the territory in a sustainable way with the support of ecofriendly and secure SMEs. Which partners are working on this? Regional Development Fund on behalf of the Region of Western Macedonia City Strategic Plan (CSP) 2016-2019 The City Strategic Plan (CSP) is the main policy instrument for city government. It is a triennial documents and has 4 axis: 1. Administration (i.e. efficiency and transparency of city administrative services, human and financial resources); 2. Citizens (i.e. welfare, schools, sport, security, youth, culture) 3. Economy (trade, tourism, promotion of new industrial sites in the former chemical plant area, creative industries) 4. Urban Planning   The priority axis addressed by the project is the PA 3 - Economy which sets 6 objectives: 1. Promotion of trade and handcraft in the UNESCO city centre; 2. Promotion of tourism; 3. Safeguarding environmental sustainability within the chemical plants adjacent to the city centre; 4. Promotion of Creative Fab Lab, data center, technological transfer; 5. Promotion of agriculture; 6. Promotion of networking and simplify bureaucracy.   Priority Axis 3 of the CSP 2016-2019 provides support mainly for players active in the field of culture (objectives 1, 2 & 4). It does not take into account the great potential that ecoinnovation might have for city development. The City does support some actions in the field of resource efficiency (e.g. food waste, green growth, ecoinnovation) but it does so without embedding it in a strategic framework. Support in this field are mainly occasional and without a strategic vision. Such specific priority should be foreseen. Which partners are working on this? City of Ferrara ERDF Operational Programme for Catalonia 2014-2020 The Government of Catalonia considers that the green economy and the efficient use of resources go hand in hand both for the competitiveness of the business sector and for the people's quality of life and well-being. Thus, the Catalonia Operational Programme (OP) 2014-2020 focuses on four main priorities areas: knowledge and innovation (41%), enhancing SME's competitiveness (19 %), facilitate transition towards a low carbon economy (16%) and preserving/protecting the environment and promoting resource efficiency (16%). Among the investment priorities and axis, three will be specially addressed by the project: 1(b), 3(a) and the prioritary axis 6, under which the investment priority 6(g) is still not addressed as a driver for the regional development. The goal of the EcoWaste4Food project is to help partners to better address the reduction of food waste through eco-innovation, as part of a more global territorial strategy for food security. The current levels of generation (and, therefore, prevention) of food wastage in Catalonia highlight the need to promote innovative actions and to establish more strategical action plans regarding this issue.This will be achieved through the identification of best practices and the definition of an AP which enables the achievement of theses goals. The project will therefore clearly contribute to improving the results of the objectives of our OP, since it has a strong impact on the efficiency of resource management through waste prevention. Which partners are working on this? Waste Agency of Catalonia (ARC) Regional Strategy of South Ostrobothnia There are two main priorities in the OP : (i) Producing and utilising new knowledge and skills and (ii) Competitiveness of SMEs and the project will address the first one, refering to the thematic Objective 1.2.1. According to this objective, the National and International Food Systems Innovation Cluster of South Ostrobothnia will be strengthened and there is a target that South Ostrobothnia will develop the smart use of ingredients and materials in food system and support the creation of new product innovations involving a high level of processing. This objective covers the sustainable and efficient elements of the regional Food Systems from primary production to consumer experience.   Although there is a strong regional interest to develop the food systems in South Ostrobothnia, and there already are significant food companies in the region, practical development actions still need to be made to involve the different sectors in the development work and interregional cooperation will help developing smart use of ingredients and material in food system. By this project and because processingg secure, healthy, innovative and environmentally friendly products by utilizing the resources efficiently through innovative development is a great opportunity for the companies in the region and in whole Europe, South Ostrobothnia seeks to find international examples of bringing food innovation and efficient use of ingredients to companies. Which partners are working on this? Regional Council of South Ostrobothnia ERDF-ESF Operational Programme for Provence Alpes Côte d'Azur 2014-2020 The ROP of Provence-Alpes-Côte d’Azur contributes to the EU strategy for smart, sustainable and inclusive growth for achieving economic, social and territorial cohesion with 36.8% of the funds dedicated to the thematic objectives 1 and 3, under the priority axis 1. This ROP meets the expectations of several strategic orientations adopted by the Region of which two are particularly in line with the project: (i) “Generate added value and employment by the Strategic Activity Fields (one of these fields being dedicated to Health and Nutrition), (ii) Promoting a sustainable growth by preserving and using at best our resources.   Taking the resource efficiency as a deep concern, the project will address mainly the priority investment 3.d (Supporting the capacity of SMEs to engage in innovation processes) under the axis 1, being in coherence with the current ROP and with the goal to reshape it. The indicative activities that could be supported under this IP relat to marketing, design, intellectual property, commercial performance management, with eco-innovation taken in a wide comprehension, from the technologic one up to the innovative practices.   The project gives an opportunity to widen the entry for addressing resource efficiency and eco-innovation by integrating new topics such as food waste as deep concerns for a better sustainability of the development, this approach paving the way for the promotion of circular economy which is not addressed in the current ROP. Which partners are working on this? Regional Council of Provence-Alpes-Côte d’Azur European Regional Development Fund - England Operational Programme 2014 to 2020 The Programme, which is a national one, focuses on growth, within the core objectives of innovation, SME competitiveness and the low carbon economy. Under the priority axis 6, the project will address the IP 6(f) "Promoting innovative technologies to improve environmental protection and resource efficiency in the waste sector, water sector and with regard to soil, or to reduce air pollution" which aims at helping businesses optimise the use of resources in ways that improve business performance in terms of resilience, profitability and competitiveness while at the same time contributing to the protection and preservation of the environment, through the promotion of eco-innovative initiatives to reduce food waste. In this regard, DCC would like to improve the capacity of the OP to promote resource efficient economy mobilising an important sector of its economy, the food sector.
