Project summary The S3UNICA project is the natural follow up of the Pilot Project “Smart Campus” selected by DG REGIO under the call for expression of interest for “Thematic Partnerships to pilot interregional innovation projects”, within the S3 Partnership on “Sustainable Buildings”. Who are the protagonists?                         Why S3UNICA?S3UNICA brings together 5 countries to build more effective innovation policies and to support interregional cooperation.The Smart Specialization University Campus project aims at emphasizing the role of Universities in regional innovation policies, by providing specialist research and technical expertise in the field of energy sustainable buildings and by offering campuses as a hands-on lab where to implement these innovative solutions. Universities involved in the project can contribute to regional knowledge exchange and its translation into innovative energy products, solutions and public/private services.     €1,538,662.00 from 1 Aug 2019 to 31 Jul 2023 Topic Low-carbon economy Our goals                                              S3UNICA will be able to create a virtuos circle, indeed it promotes the symbiosis with regional territory and capitalize the experience of "Smart Campus" project toimprove the energy efficiency of University Campus buildings and infrastructures develop of innovative solutions throughout the value chain associated to energy saving and smart grid developments define a common methodology, using the new Energy Performance of Buildings directive and its Smart Readiness Indicator. The Friuli Venezia Giulia region has approved its regional energy Plan (REP) on the 22nd December 2015 as stated in the Italian decrees n. 28/2011 and n.102/2014 which implements the directive 2009/28/CE on energy and climate and the use of renewable energies and the directive 2012/27/EU on energy efficiency Based on the 20-20-20 Package on climate and energy the FVG REP is articulated on the following measures:implement and finance an energy register of public buildings (university campuses as well), starting from the regional heritage, to establish regional energy requalification objectives and priority funding for interventions. At the same time, create a regional computerized system for collecting data on the  regional contributions granted in terms of energy efficiency, energy saving and use of RES and on energy savings achieved;create a summary of technical sheets with the description of "typical interventions" in the field of energy requalification (both for building structures and for facilities) available to public administrations. To this end, prepare the regional guidelines to encourage and promote the use of GPP (Green Public Procurement) in public  administations;introduce an incentive in new buildings and existing buildings (university campuses included) to implement an improvement in energy performance, to install RES plants and micro-plants or to increase supply from RES, compared to the minimum already established by national obligations; obligation of a three-year plan for the Public Administration for the restructuring of public buildings with the aim to comply with the minimum RES levels and the incentive of the same through an order of priority in the allocation of financial spaces.Thanks to interregional cooperation and exchange of experiences within the project, the selected energy Plan will be mainly improved through:  NEW PROJECTS : develop distributed generation and intelligent networks that allow the measurement and control of flows with digital communication systems and finance pilot projects that include innovative thermal storage systems for existing public buildings; STRUCTURAL CHANGES: promoting the use of IOT systems which would allow to monitor and manage electric and thermal energy in order to improve energy saving and the integration of RES in the traditional systems.  S3 POTENTIAL NEW TRAJECTORIES: entrepreneurial discovery process based on the involvement of the Energy sector quadruple helix actors.  Which partners are working on this? Friuli Venezia Giulia Autonomous Region – Environment and Energy Central Directorate – Energy Service University of Udine - DPIA University of Trieste Andalusia ERDF 20142020 Objective T.O. 4. Priority Line 4d: The development and application of intelligent distribution networks operating at low and medium voltage The main aim of the Priority Line 4d is to develop an energy infrastructure system that ensures quality of supply and use of autochthonous resources of Andalusia, as well as its orderly implementation in the territory, forming a more efficient energy model through the incorporation of elements that allow for "smart" energy management. The policy instrument addressed parts of regional energy strategies and planning of the Regional Government, precisely the Energy Strategy for Andalusia 2020. Actions associated with smart energy grids and improving the quality of energy supply are being financed. Improvements should be made concerning the development of integrated and complex projects, as the DG Regio "Smart Campus" pj. Currently, the Incentive Programme 2014-2020, managed by the AEA, should include possible other beneficiaries as university campus to receive incentives. Further improvements envisaged include increasing projects concentrated in critical areas as university campuses, technological parks, ports. S3UNICA will include pilot projects and foster conditions for replication and the development of smart grids and increasing quality of supply, identifying new areas of interest in the energy system, improving coordination with the regional energy strategy and Incentive Scheme, specifically in the Smart Grid action line. More flexible development tools should be applied facilitating monitoring and evaluation bodies and management centres when reorienting the programme. Which partners are working on this? Andalusian Energy Agency, Regional Ministry of Employment, Enterprise and Commerce, Andalusian Government (AEA) University Institute of Domotic and Energy Efficiency. University of Malaga Programme for sustainable growth and jobs 2014-2020 Finnish national program of EU Structural funds ERDF Priority 2 Theme Producing and using the latest information and knowledge (ERDF) The policy instrument is the Finnish national operating program of EU structural funds. The ERFD priority 2 aims at the production of new knowledge and knowhow, and also at delivering it to the society. The program is a major tool for the regional advancement of low-carbon society, as well as creation of strutural reform of the local economy, employment and entrepreneurship. The selected policy instrument contains three specific objectives (SO’s) that are interlinked with respect to the topic area of S3UNICA project. These SO’s are:    4.1 the development of new research, knowhow and innovation hubs based on regional strenghts,5.1 strenghtening the innovation capacity of companies3.2 developing new solutions for renewable energy and energy efficiency.The transition to low carbon society is a crosscutting theme in the Finnish OP, which strongly supports also regional transition measures. The challenge of SO selection in multi-dimensional topics, such as competence building and integrated projects for improved sustainable real estate management, is both on the MA’s and the project developers side. There is also more room for interregional project intitatives than are being currently utilised. The project is targeting this aspect of the policy instrument through deepening the stakeholder interaction and EU benchmarking of best practices within the topic area covered by S3UNICA. Which partners are working on this? Regional Council of South Karelia Lappeenranta University of Technology LUT Low Emission Development Programme and a new Sustainable Energy Action Plan for Bielsko-Biała The document establishes municipality's long-term energy strategy, which is then translated into a set of specific measures to be implemented by the municipality and local stakeholders (including educational community) by 2020.The overarching aim is the reduction of GHG emissions from the city territory by minimum 20% by 2020 through the reduction of energy consumption and wider use of RES. Key areas of action include "energy efficiency in buildings" and "energy education" and educational community is among the key stakeholders. Since the plan is periodically evaluated & updated and there is a possibility that the municipality will continue its commitment with the Covenant of Mayors by adopting new, extended Sustainable Climate and Energy Action Plan with extended goals until 2030, some improvements could be suggested, including adoption of new, innovative energy efficiency measures (to contribute to the achievement of ambitious GHG emission reduction targets) and better cooperation with the higher education community - both in the area of testing new solutions (that could be later replicated in other sectors) and in the area of energy education and raising energy awareness. The activities planned within the project will also support the implementation of current measures foreseen and the achievement of the current, ambitious goals. Which partners are working on this? Association of Municipalities Polish Network "Energie Cités" Regional Operational Programme - Priority Axis 3.1 - Support for energy efficiency, smart energy management and renewable energy use in public infrastructures, including in public buildings and in the housing sector Regional Development Plan of Centru Development Region is the main planning and programming document elaborated at Centru Development Region. Its global objective is ”balanced development of Centru Development Region by stimulating knowledge-based economic growth, environmental protection and the sustainable use of natural resources as well strengthening social cohesion”. Project summary WILDLIFE ECONOMY (WLE) is based on the conviction that nature is an economic asset. In some cases, especially in remote parts of Europe, it can be one of the main building blocks of a sound economic development strategy. This conviction is not common practice. Nature is seldom considered an economic asset, making implementation of policies for nature conservation ineffective as nature conservation measures are regarded an expense or threat for economic development, leading to a lack of local support. Regional economic development policies often fail to capitalize on the opportunities arising from nature development and conservation. Additionally, mechanisms for re-investment of income from natural capital into nature and visitor management tend to be lacking.  WLE aims to support European regions in delivering sustainable growth, by enabling them to improve policies for regional economic development rooted in their regional natural assets. Good practices of wildlife economy will be exchanged, showcasing WLE as an innovative, viable and attractive economic strategy.  Partners will: >Develop Regional Action Plans (RAPs) supported by local communities, including hunters, farmers and fishermen, that integrate entrepreneurial development strategies in nature conservation policies to make nature conservation policies more effectiveExchange good practices and generate input for the RAPs through tailor-made study visits with regional stakeholdersOrganize peer2peer sessions to generate joint solutions for common issuesBuild a knowledge base in cooperation with an international team of expertsSet up a joint monitoring plan of WLE resultsGenerate new projects that implement the wildlife economy principlesCommunicate results to relevant stakeholders, amongst other via two conferencesWLE impacts existing nature areas by attaining a better conservation status. Interreg V programma Vlaanderen - Nederland 2014- 2020 (Interreg V programme Flanders - The Netherlands 2014-2020) MAIN FEATURES Interreg VA VL-NL is the cross-border cooperation programme for 3 Dutch + 5 Flemish provinces. WLE targets investment priority 3A: “the protection and restoration of biodiversity, soil protection and the promotion of ecosystem services" (SO 6D). Key to this priority is a joint approach to environmental issues in the economically intensively used cross-border region, with the intended result of improving the balance between ecology and economic vitality. Projects supported within this SO are e.g. restoring degraded ecosystems and cross-border management of nature areas. Nature and ecosystems are not a SO in the NL ERDF programmes, so the ecosystem and cross-border focus of VL-NL is a perfect match for the WLE activities. WHY IT SHOULD BE IMPROVED VL-NL considers nature as a counterbalance for economic development instead of an economic asset. Thus, nature-based business opportunities are not seized, or rather developed ‘stand alone’, which results in uncontrolled pressure on the area while generated income does not flow back into nature management of the area. A more cohesive approach will allow to develop financial mechanisms for management of nature areas struggling to generate sufficient budget. Also, VL-NL does not require ecological projects to be in synergy with local economies and communities, making initiatives less effective. E.g. reintroduction of indigenous species is a policy aim, but a lack of local support results in delay and/or cancellation. Which partners are working on this? Province of Limburg Regional Landscape Kempen and Maasland Interreg VA Nord Programme MAIN FEATURES Interreg Nord supports cross-border cooperation to promote economic, environmental and social development. Geographic regions included in the programme are northern Norway, Finland, Sweden, and Sápmi (Lapland). WLE will address thematic objective 6: Protecting the environment and promoting the sustainable use of resources, SO 6d: “Preserve and protect the environment and promote sustainable use of resources by protecting and restoring biodiversity, soil and promoting ecosystem services, including through the Natura 2000 and green infrastructure”. This focus matches well with WLE, making it a very relevant policy instrument. The programme works with open calls and selection by two steering committees. Financial decisions are authorized by the County Administrative Board of Norrbotten (SW). WHY IT SHOULD BE IMPROVED In Interreg Nord, biodiversity development and economic development are not integrated. Economic opportunities resulting from biodiversity development and ecosystem restoration are thus not recognized. Wildlife-based models can provide economic opportunities with integrated motives to protect nature, both resulting in benefits for biodiversity and economy and social development, but the programme is not able to select on these synergies at this moment. Furthermore, stakeholders and local communities do not have a role in this programme and its projects. This leads to a lack of projects with local support and lack of an effective conservation strategy. Which partners are working on this? County Administrative Board of Norrbotten Rewilding Europe – Sweden Grenzüberschreitendes Entwicklungs- & Handlungskonzept der Euroregion POMERANIA für den Zeitraum 2014 – 2020 (EHK) Cross-border development and action plan of the Euroregion POMERANIA for the period 2014 - 2020 MAIN FEATURES EHK is a regional development plan for cross-border cooperation in Central/Eastern Europe in the German-Polish Euroregion POMERANIA. Based on the EU2020 strategy, it aims for economic growth whilst supporting social and sustainable development. Its thematic priorities include the expansion of the tourism sector and employment support. EHK acknowledges the potential conflicts of interests between nature preservation and tourism / agriculture, and its Recommended Actions 5.7 and 5.8 include measures to strengthen the link of tourism and nature conservation.  The EHK priorities, which are close to Interreg Europe investment priority 6c, match the WLE ambitions better than Interreg VA Mecklenburg-Vorpommern/Brandenburg/Poland, whose MA also does not support Interreg Europe projects aiming to start new projects.  WHY IT SHOULD BE IMPROVED While EHK recognizes economic opportunities resulting from biodiversity protection and ecosystem restoration, these are not specifically linked nor encouraged. WLE models can provide hands-on economic opportunities to protect nature with support of local stakeholders. But as the WLE approach is absent from the EHK regional policy, there is a lack of projects with local support and effective conservation strategies. The project aims for a new EHK approach in which nature and wildlife are an important part of regional economic development. The drafting of the post-2020 EHK is a good opportunity to influence the new version. Which partners are working on this? Municipal Community Europaregion Pomerania reg. Ass. Environmental Action Germany País Vasco FEDER 2014-20 PO CCI: 2014ES16RFOP021 MAIN FEATURES Basque Country’s ERDF OP aims to boost smart, sustainable and inclusive growth. Its Priority Axis 6 (PA6) focuses on “the conservation and protection of the environment and the promotion of resource efficiency”. Under SO 6.4.1, IP 6.d, the OP looks for “Protection and restoration of the biodiversity and the soil and promotion of the services of the ecosystems, included in Natura 2000” PA 6 is linked to the Strategy for the Biodiversity of the Basque Country 2030, that targets the “Impulse of Natura 2000 as an instrument for opportunity” through 4 key challenges involving the definition of the Natura 2000 economic model, evaluation of socio-economic effects, elaboration of good practices and development of a model that promotes the sustainable economic use of environmental assets. WHY IT SHOULD BE IMPROVED - economic and environmental challenges are currently addressed separately by Basque Country’s ERDF OP. - the programme still searches for a translation of the rather abstract challenges regarding nature preservation and ecosystem services into practical strategies and projects, for which it is looking for shared experiences and best practices as a basis for improvement. - currently, the programme does not require project development in synergy with local communities. Project summary Open spaces, ranging from natural heritage to derelict sites and from the urban core to the fringe and into the landscapes, are of increasing value for European municipalities. Not only because they are constantly reduced by land use (for business, infrastructures, housing etc.), but also because remaining open spaces must serve new requests and functions. These include ecosystem services, such as mitigation of local effects of climate change, and new public demands for urban farming and outdoor healthcare services. Consequently, local and regional policies to deal with these issues were agreed and measures can be financed from several sources, including ERDF and ESIF according to priorities set up in Regional Operational Programmes. Implementation however faces open questions and major challenges: How to identify the best locations for new services and use forms ? How to include regional Stakeholders ?How to ensure that new offers are attractive and welcoming ?How to ensure that new offers deliver the optimum economic benefits ?How to ensure that new offers deliver the optimum environmental benefits?How to ensure that new offers deliver the optimum social benefits? One example: today urban gardening often develops spontaneously and at deficient locations. If planned in cooperation between authorities and users/operators and if better placed and designed, it could increase its benefits for public realm, climate adaptation, social inclusion and local markets. Best practice examples, reliable criteria, effective tools and a good knowledge transfer are needed to support implementation and effectiveness. To deliver this, the partnership and the stakeholder groups organise workshops and a study tour, work out peer reviews, joint studies and a visionary blueprint and implement a purposeful communication strategy . OPERATIONELLES PROGRAMM NRW 2014 -2020 FÜR DEN EUROPÄISCHEN FONDS FÜR REGIONALE ENTWICKLUNG „Investitionen in Wachstum und Beschäftigung“ (OP EFRE NRW) The OP EFRE NRW links European strategies with a well analysed economic, social and environmental situation in NRW. It includes a mixed Priority Axis 4 “Sustainable urban development and development of urban quarters / prevention”. This includes 3 investment priorities and integrated approaches for social integration, ecological revitalisation, mitigation of climate change, and the use of open spaces for economic development. Since the agreement of the OP EFRE NRW municipalities and ministries face an increasing demand by citizens and social organisations to use derelict sites and other open spaces for urban farming, gaining dynamism as a tool for social inclusion and integration. Outdoor healthcare services (therapy gardens etc.) are predicted to offer similar resources. Small scale climate mitigation measures in the urban context as a newer form of ecosystem services are crucial in agglomerations too. To assess these demands, to develop new measures and to modify the above axis and priorities, guidance by UL2L is worthwhile. Even more as it is indispensable to integrate such projects into in an overall concept of sustainable urban and neighbourhood development, ensuring their local consensus and attractiveness. This needs a wider knowledge base, good practice examples, reliable standards, solid criteria and a good cooperation with stakeholders - all this will be available thanks the project’s policy learning, studies, workshops and stakeholder groups.The UL2L Action Plan for North-Rhine Wesphalia agreed by the Stakeholder Group can soon be found here. Which partners are working on this? Rhineland Regional Council POR Umbria ERDF POR ERDF 2014-2020 was approved by the Commission with Implementing Decision C(2015) 929 on 2/12/2015, with a total budget of €356,293,204.00.   The measure 5 of the POR (specific objective 5.1) aims at improving the system of services and accessibility of natural areas through the enhancement and valorisation of landscape elements and biodiversity conservation. The POR finances actions for restoration, recovery, strengthening and adjustment of the physical and functional characteristics of the areas of natural value. The objective also finances development projects within areas of natural beauty, urban green areas and degraded peri-urban areas as well as green infrastructure to reduce the ecological fragmentation.   Meanwhile Umbria Region has indentified that the support and improvement of this policy instrument, the achievement of its objectives and the implementation of successful actions should benefit from UL2L by: - A enhanced integration of design, environmental, cultural, socia and economic qualities and their transfer into development activities; - Combining the aspects of the protection with those of the enhancement and development in order to allow a sustainable use and in particular a use of such areas for the psychophysical wellbeing of the community; - Supporting, with specific guidelines and best practices examples, the beneficiaries in integrating and designing new functions for disused green areas within urban and peri-urban landscapes. Which partners are working on this? Umbria Regional Authority Surrey Rural Statement The Surrey Rural Statement provides a series of policy visions to ensure that rural Surrey has a dynamic economy, vibrant communities and a healthy natural environment. The Statement outlines challenges and opportunities, and provides a framework for stakeholders to collaborate on actions to deliver future improvements. A key theme throughout the statement is the creation of jobs and economic growth.   The landscape and habitats of Surrey provide critical benefits and ‘ecosystem services’ which underpin the economic success of Surrey and the wellbeing of its residents. There is currently a lack of understanding, appreciation and quantification of these ‘natural capital’ assets and this should be improved and more fully integrated into the Rural Statement to ensure that Surrey achieves the smart economic growth that provides a sustainable future.   The Rural Statement will need to be agile enough to take account of rapidly evolving areas such as natural capital. Policy Instruments of this nature are, by definition, evolutionary. They will need to be capable of adapting to change both positive and negative. Building in increased robustness, whilst at the same time retaining flexibility, will both be necessary if maximum value and benefit is to be gained. Which partners are working on this? Surrey County Council Comprehensive Plan All municipalities in Sweden are obliged to have an updated Comprehensive Plan to present the current and future land use and water use within a legal framework set up and supervised by national government (the Planning and Building Act, PBL). The Comprehensive Plan is not legally binding, but gives the intention for changes in land- and water use and how to handle national interests. The more detailed legal planning instrument is the Detailed Plan. The comprehensive objectives of physical planning are stated in the PBL, e.g. societal progress towards equal and good living conditions and a good sustainable environment.   The topics of UL2L are of increasing relevance for Swedish municipalities too and require adjustments in the planning system. Improvements are needed as the Comprehensive Plan in municipalities in Sweden so far has mostly been focused on new housing and less on sustainable development. The Detailed plan is too limited in space and do not take in account the influence on ecosystem services in the surroundings.   As the ecosystem services and urban farming are rather large scale, Kristianstad will start with considerations about an improved Comprehensive Plan. Even more as lessons learnt here will be of major relevance for other Swedish communities. Working on the Comprehensive Plan within UL2L will also generate ideas or recommendations for improvements of the Detailed Plan and the PBL. Which partners are working on this? Kristianstad Municipality Regional Operational Programme of the Voivodeship of Silesia 20142020 (Regionalny Program Operacyjny Wojewodztwa Slaskiego na lata 20142020) The objective of the multi-fund ERDF/ESF Regional Operational Programme of Slaskie Voivodeship (OP) is to increase the competitiveness of the region, ensuring in parallel the improvement of the living conditions of its inhabitants. One of thematic priorities is TO6 “Environment and resource efficiency”, which correspond with Priority axis 4 (mainly 4.1) of Interreg Europe.   There is a main priority for balanced interventions to reduce the pressure on the natural environment by increasing the size of protected areas, by sustainable use of the natural values, by enhancing access to and use of underused areas and by reducing the pressure of tourism on the environment. The beneficiary categories include institutions controlled (owned) by the regional and/or local authorities, public shareholdings (i.e. Silesia Park), associations and NGOs.   However, many measures proposed so far follow a local rather than regional approach and are competitive rather than perfecting each other. There is a need to strengthen the capacities of institutions and stakeholders, e.g. with specific guidelines and working groups of stakeholders, to jointly develop projects with a regional approach that serve the objectives of the ROP, integrate new functionalities (as addressed by UL2L) and will ensure greatest regional benefits of the funding that the ROP can provide. Which partners are working on this? Silesia Park Operational Programme "Growth and employment 2014-2020" The Latvian multi-fund Operational Programme ''Growth and Employment 2014-2020'' (OP) aims at achieving national development priorities along with the "Europe 2020" objectives. By combining support from the European Regional Development Fund (ERDF), the Cohesion Fund (CF), the European Social Fund (ESF) and the specific allocation for the Youth Employment Initiative (YEI), the OP provides significant support to the economic growth and employment, with a focus on the competitiveness of Latvia's economy.   14.1% of the OP allocation will be spent on the measures dedicated to environment, sustainable use of natural resources and adaptation to climate change (priority axis 5). Investment priorities include protection and restoration of biodiversity and promotion of ecosystem services, also by using „Natura 2000” network and green infrastructure (5.4), protection and development of natural and culture heritage (5.5) and actions to improve the urban environment, to revitalise cities, to regenerate brownfield sites and conversion areas (5.6).   Measures to be implemented in this context are often very complex and new for the final beneficiaries. To overcome uncertainties and reluctances and to foster joint project development, it will be necessary to deliver an enhanced support, very much based on best practice examples, knowledge transfer, specific guidelines and opportunities for local and regional cooperation (e.g in stakeholder groups that include the managing authorities). Project summary THE CHALLENGE The agricultural sector accounts for almost 10% of greenhouse gas emissions in the EU, mainly for food production and transport. While there is an enormous potential to produce renewable energy on farms due to the availability of wind, sun, biomass and agricultural waste, important barriers and challenges still remain.                                      Recent studies have proven that the main barriers identified by farmers to produce renewable energy are: complex permit and subsidy procedures, high investment costs, limited access to credit and doubts about profitability. Subsidies and feed-in tariffs are a key factor in encouraging farmers to shift towards a more environmentally friendly production and use of energy. The EU’s rural development policy helps the rural areas meet economic, environmental and social challenges, and it shares objectives with other ESIF funds. MS and regions draw up their rural development programmes based on the needs of their territories, and addressing some of the common EU priorities. At least 30% of funding for each RDP must be dedicated to measures relevant for the environment and climate change. OVERALL OBJECTIVE: The main objective is to develop measures that encourage the production and use of RE in the agricultural and rural sector. AgroREs will support this sector by solving its energy needs in a sustainable, economic viable and socially responsible way.   OUTPUTS €1,540,286.00 from 1 Aug 2019 to 31 Jul 2023 Topic Low-carbon economy What will this project change? AgroRES raises awareness of the benefits of investing in renewable energy in agriculture and promotes public dialogue in order to overcome previously identified barriers and challenges. ROP FEDER 2014-2020 Extremadura-Investment Priority 4.2 Promotion of Energy Efficiency and renewable energy MAIN FEATURES Investment priorities PI.4.2. includes 1 OE related to Enerselves: OE.4.2.2. “Promotion of renewable energies in companies”. ERDF allocated in OP4 OE4.2.2 is 7,5 M€ OE 4.2.2 aims to increase the participation or RES in thermal uses, specially biomass and solar, in companies. These PIs presents several axes of intervention included in the OP in relation to AGRORES: - Promotion of RES for heating in companies - Promotion of other RES integrated in companies (solar thermal, PV, hybrid, geothermal)   REASONS WHY IT WHOULD BE IMPROVED Actions described in the OE 4.2.2 focus on the integration of RES technologies in companies. However, until now the major investment has been for SME-building related sector, with low representation of any other sector. From 2014 to 2017 grants calls were launched for energy audits, and EE investment, while in 2017 DG Energy launched a call for RES application in companies, which included industry and agrocompanies. However, the applications received were unbalanced, with very few applications coming from the agriculture sector.   The calls have to be reviewed, analyzing the specific support which requires the agricultural companies. A full analysis of current support schemes and required investment must be done by potential agriculture users and RES technology. The result has to be a tailor-made support per agriculture sector and Res technology.   On the other hand, a monitoring system to control the achieved impact is also required.   Which partners are working on this? Extremadura Energy Agency, AGENEX Regional Operational Programme for Lubelskie Voivodeship 2014-2020 MAIN FEATURES Regional Operational Programme for Lubelskie Voivodeship 2014-2020 has 3 thematic priorities focusing on low carbon economy and climate change: • TO5 - Climate change and risk prevention • TO6 - Environment and resource efficiency • TO7 - Transport and energy networks Every thematic include actions capable to fud RES integration in fields such as buildings, enterprises, industry or agriculture. The policy of the Lubelskie Voivodeship in the field of energy efficiency improvement and the use of RES is currently focused on supporting activities aimed at achieving the 3x20 goals. As part of the ROP LV, the following are supported: projects concerning the construction of installations for the production of energy from renewable sources in small and medium-sized enterprises operating in the region.     REASONS WHY IT WHOULD BE IMPROVED ROP 3 Regional Operational Programme for Lubelskie Voivodeship 2014-2020, has defined 7 specific impacts in terms of research, employment and society, which has a specific challenging “Increased share of electricity production from renewable energy sources in total electricity production from 1,5% to 5,6%”. However, these values are based on RES electricity plants thanks to national supporting schemes, while the promotion of small installations in companies will only afford a small part of this production. The agriculture and the promotion of RES in all its production chain is largely under supported and rquires specific revision.   Which partners are working on this? Lubelskie Voivodeship Devon County Council (DCC) Climate Change Strategy and Energy Policy MAIN FEATURES On 14 July 2004 DCC signed up to the Nottingham Declaration on Climate Change. The declaration requires councils to develop an action plan to tackle climate change hand-in-hand with local communities. By signing the agreement, we have committed ourselves to working with central government to contribute, at a local level, to deliver the UK Climate Change Programme.   One action plan is the authority’s Energy Policy which has a renewable energy objective of achieving 30% of energy to come from renewable sources for the corporate estate. The strategy also commits DCC to assist in the implementation of measures to reduce the regions emissions of greenhouse gases.   REASONS WHY IT WHOULD BE IMPROVED The policy needs to better reflect the move to a subsidy free renewables environment and the creation of new, multi-vector renewable energy systems as well as contractural arrangements which increase the profitability of renewables and therefore enable investment from public, private and community sectors   Which partners are working on this? Devon County Council “Climate and Energy Programme of North Karelia 2020” and its implementation plan “Roadmap Towards Oil-Free and Low-Carbon North Karelia 2040” MAIN FEATURES Regional Climate and Energy Programme is linked to Europe 2020, Regional Development Programme 2021 and Sustainable Growth and Jobs 2014-2020, Structural Funds Programme for Mainland Finland (ERDF, ESF). In 2017 was published an implementation plan for the Regional Climate and Energy Programme, Roadmap Towards Oil-Free and Low-Carbon Region 2040, which suggests tangible steps that are to be taken to reach the regional climate and energy targets.   North Karelia aims to be fossil oil free region by 2030 and it is the first region in Finland to apply for a membership in Carbon Neutral Municipalities HINKU-network. Nine out of thirteen municipalities in North Karelia has committed to reduce greenhouse gas emissions by 80 % until 2030 inside the municipalities borders. Achieving these ambitious targets is relying especially on this sector.   REASONS WHY IT WHOULD BE IMPROVED Regional Climate and Energy Programme is concentrating on energy production and to transport. Roadmap has pointed out that for example electric and biogas machinery will replace combustion engines. The Action Plan for Oil-Free Machinery and Agriculture will be created in this project and it will define the concrete steps to implement the regional energy and climate targets in this sector.       Which partners are working on this? Regional Council of North Karelia Regional Operational Programme Investment in Growth and Jobs ERDF 2014-2020 MAIN FEATURES The ROP 2014-2020 is a national programme but with regional allocation for all priority axis, so this context relates to both national and regional level. The Regional Operational Programme Investment for Growth and Jobs ERDF 2014-2020 includes: Priority Axis 3: "Support for transition to a low carbon economy". Investment Priority 3.2: Promotion of the carbon dioxide emissions reduction strategies for all types of territory, particularly urban areas and detaliation as activity to fulfill the Specific Objective 3.2: Other investments for carbon dioxide reduction.   REASONS WHY IT SHOULD BE IMPROVED The reemergence of the Romanian agricultural sector continues to provide employment and to contribute to the national economy. However, the agricultural sector is one of the higher emitters of C02, and this contributes to the pollution of the whole territory. The policy instrument needs to be improved by defining concrete strands of activity and supporting specific initiatives which will help SMEs (and SMEs within specific agricultural and rural sectors) to harness opportunities linked to the low carbon economy, more precisely investmnets in renewable energies. Which partners are working on this? Bucharest-Ilfov Regional Development Agency ROP LAZIO ERDF 20142020 approved on 12.2.2015. Priority Axis 4 " Sustainable energy and mobility” Action 4.1.1 PROGRAMMA OPERATIVO REGIONE LAZIO FESR - Fondo Europeo Sviluppo Regionale 2014 - 2020 Priority Axis 4 "Sustainable Energy and Mobility" - Action 4.1.1 The policy instrument addressed by the project belongs to the AXIS 4 of the Regional Operational Programme for LAZIO 2014-2020. This axis aims at supporting energy efficiency, intelligent energy management and the use of renewable energy in buildings, infrastructures and different sectors, decreasing polluting emissions.   European Agricultural Fund for Rural Development (EAFRD) through its Focus Area 5C aims at supporting and promoting the procurement and use of renewable energy sources, by-products, waste materials and residues and other non-food raw materials for the purpose of bio-economy.   In the national panorama, the agricultural sector accounts for 6,7% of greenhouse gas emissions and is responsible for 40% of methane emissions and 49% of nitrous oxide. The public resources allocated to the Focus Area 5C amount to 34,58 M euro (EAFRD 14,9 M euro) for a total investment in the production of renewable energy (T16 indicator) equal to 63,55 M euro (4% of the RDP resources).   REASONS WHY IT SHOULD BE IMPROVED The project can help produce new political and rural development planning instruments, and to facilitate the integration of funds deriving from the ROP LAZIO ERDF - Priority Axis 4 and EAFRD Focus area 5C in order to reduce dependence on fossil fuels and emissions in agriculture in line with the objectives set by the European Community. Which partners are working on this? ARSIAL Border, Midland and Western Regional Operational Programme 2014-2020 Priority3: SME Competitiveness Thematic Objective 3, namely to promote entrepreneurship, including high growth and potentially high growth sectors, facilitating the economic exploitation of new ideas and fostering the creation of new firms, (Investment Priority3(a); and to support the capacity of SMEs to grow in regional, national and international markets, and to engage in innovation processes (Investment Priority3(d)). Such supports will also promote green jobs and eco-innovation. Priority4: Low Carbon Economy “…This will be achieved through an increased use of renewable energy, development of green technologies and a modernised transport sector, and promotion of energy efficiency.” “…Ireland’s per capita aggregate GHG emissions are the second highest in the EU, its CO2 emissions per capita are the 10th highest. This reflects the fact that non-CO2 GHGs, mainly methane and nitrous oxide from agriculture, make up a significant proportion of total emissions in Ireland.” MAIN FEATURES Priority 3 includes 1 Thematic Objective (TO) related to AgroRES: TO3 - Enhancing the competitiveness of small and medium-sized enterprises, the agricultural sector (for the EAFRD) and the fisheries and aquaculture sector (for the EMFF), with a total fund allocation 58M€   Priority 4 includes 1 Thematic Objective (TO) related to AgroRES: TO4 - Supporting the Shift Towards a Low Carbon Economy in all sectors, with a total fund allocation 36M€   These objectives and priorities present several cross cutting opportunities in the OP in relation to AgroRES: • Promotion of agri-sited Renewable Energy (RE) technologies (Solar, Wind, Biomass, Biogas, Geothermal). • Promote an agri-market for RE deployment as a driver for green jobs.     REASONS WHY IT WHOULD BE IMPROVED Priority 4 recognizes the impact of the agri-sector on GHG emissions. Priority 3 promotes entrepreneurship and innovation in SMEs (including agriculture). However, some key innovation enabling supports remain inaccessible to the agriculture sector in line with EU State Aid guidelines.   AgroRES seeks to reduce barriers to the opportunities for the agri-sector in both reducing its own climate impact and supporting a regional low-carbon economy. Agriculture in Ireland can be characterized by tradition, which requires encouragement and confidence to diversify. Project summary Mountains have always had a symbolic and metaphorical meaning, evoking an experience of spiritual elevation. In the latest years, they grow as a tourism destination because of their landscape which provides the opportunities to escape from the increasingly urbanized environments. However, this considerable potential for tourism remains often misused, through the mass tourism that harms the fragile biodiversity​ and the uniqueness of these areas, or unused, with the local population and businesses left alone and unable to benefit from it. RAMSAT is designed to protect the natural and cultural heritage of Remote And Mountainous areas through Sustainable Alternative Tourism. To achieve this goal, RAMSAT set up 2 Interregional Workshop, 4 Thematic Seminars and 36 meeting with local stakeholder, all along Europe: from the Pleven Heights (BG) to the Natural Park of the Serra of S. Mamede (PT), passing through the Marginimea Sibiului (RO), the Sava Hills (SI), the Iberian Sistem (ES) and the Sperrin Mountains (UK-NI). For 36 months, the project partners will transfer knowledge, identify good practices and exchange experience from regions where these policies have been already developed and put into effect, with the overall objective to preserve, promote and develop the natural heritage of their territories, while strengthening economic and social cohesion. Entity responsible: CIMAA Plano Operacional de turismo do alto alentejo (POTAA), Prioridade Criação de instrumentos de operacionalização The action considered in the policy instrument has the specific objective: Promote the natural and cultural heritage valuation, affirming the region as a tourist destination of excellence.  It is expected to have a double effect on the regional productive base, resulting in the improvement of the attractiveness of the Region (for tourists, visitors, etc.) through the support to several actions that include: - actions to take advantage of the potential assets - improvement of reception conditions and interpretation of natural areas with a touristic interest - tourism valorization of the reservoirs and courses of internal waters, in a logic of circuits/itineraries constitution with diverse offers to the water courses' use - promotional programs and actions in territories of high natural, cultural and landscape value (protected areas/classified with tourism relevance) and aimed at strengthening the region visibility, creating new audiences and attracting tourists (specific marketing plans) - valuable natural landscape operations that create amenities - upgrading river areas and heritage restoring actions In terms of improvement, the objective is to contribute to solving the major problem in the region concerning limitations and challenges that the European community is facing regarding ecotourism, especially in areas with an important historical and natural value. Protection, development and promotion of natural areas, in particular those of tourist interest The Autonomous Community of Aragon has an important physio-geographical diversity, which results in a rich natural heritage. Potential that has led to a significant growth of so-called ecotourism, boosted in recent years, in addition, by the economic crisis. Proof of this is the inclusion in the RIS3 Aragón, tourism as a priority sector of the Aragonese activity, highlighting two of the areas in which Aragón differs from other regions and where it has the greatest potential for growth, such as tourism based on cultural and natural heritage. The number of people who opt for rural ecotourism or environmentally friendly tourism in Aragon has increased, However, the number and the duration of overnight stays have been reduced, which highlights the need to continue advancing in the economic valuation of natural assets, particularly in the most fragile areas, especially rural and mountain areas. The OP is quite wide and it doesn’t address the way of fighting against problems as heritage remains often unused or underused, and eventually, it’s being destroyed or degraded. Not only it doesn’t focus on mountain and rural areas but also it doesn’t appoint the immaterial heritage and its need of being preserved. The budget for the region is 18.203.520€+2.140.000€ for the Province of Teruel. This PA must be completed with new measures considering the demographic reality of the region. The area is really depopulated, ageing and spread out society, which makes it easy to be despoiled. Which partners are working on this? Provincial Government of Teruel Strategic and Local Growth Plan (2018) for Derry City & Strabane District Council The Strategic and Local Growth Plan (2018) for Derry City & Strabane District Council area is a statutory requirement of Council as part of the Community Planning process established by the Local Government Act 2014. This is a process whereby the voluntary and community sector, statutory bodies and local councils develop and implement a shared vision for promoting the well-being of the area and to pave the way for the more efficient use of resources. A key focus of The Strategic Growth Plan is to establish a world-class visitor experience and make the area a destination of choice by developing and promoting our heritage assets through site preservation and capital investment. Through RAMSAT we will address this in line with Programme Priority Axes 4, Investment Priority 6 (c), Specific Objective 4.2. Local council authorities have a statutory responsibility to lead community planning, specifically to identify the entities operating in their area that they will need to help them plan and provide services, and publish progress of outcomes every 2 years. Central government departments must participate in and assist the Council, perform actions in the Plan, and promote and encourage their involvement in local delivery. RAPID is working closely with Derry City & Strabane District Council in order to address the sustainable development of the Sperrin Mountains, an Area of Outstanding Natural Beauty which is currently underdeveloped and underutilised as a tourism destination. Rural Area Partnership in Derry Ltd (RAPID) Zasavje Regional Development Act 2014-2020 Please describe the main features of this policy instrument (e.g. objective, characteristics, priority or measure concerned) and the reason(s) why it should be improved. Zasavje Regional Development Program 2014-2020 (RRP) analyzes the regional development potential, identifies key development obstacles, advantages of the region and position of the region in international space. It defines, justifies and describes the development priorities of the region, where the emphasis is also given on the preservation and the sustainable exploitation of cultural & natural heritage through tourism. However, the emphasis is mainly given on the heritage in urban areas and not enough in the rural and mountainous areas, where it can also be found. For that reason, the RRP should be improved to support the preservation and the sustainable exploitation of cultural and natural heritage through alternative tourism in the remote regional areas. With such an improvement, RRP would also take into account specific need of the regional rural and mountainous areas. Which partners are working on this? Zasavje Regional Development Agency Regional Operational Programme (ROP) 2014-2020 Axis 7 The diversification of local economies through the development of sustainable tourism Investment priority 7.1 Supporting a favourable increase in employment through the development of endogenous potential as part of a territorial strategy for specific areas and increasing accessibility and development of specific natural and cultural resources The Regional Operation Program (ROP) theme Objective 7 deals with Diversifying local economies through the sustainable development of tourism. According to the national needs, this objective has the priority to increase the number of jobs in underdeveloped areas by enhancing local tourism. More, the objective aims at developing tourism infrastructure in order to increase accessibility in certain areas. It is important to underline that the objectives address only traditional tourism resorts. We consider that the sustainable use of natural and cultural heritage in mountain areas, EDEN Destinations (European Destinations of Excellence in Tourism) or Eco Destinations need to be addressed by this policy instrument in order to develop alternative tourism. There is a need to improve accessibility to cultural and natural resources as well as tourism infrastructure (such as bike routes, thematic routes) in remote and mountain areas, in order to boost sustainable development, increase the number of jobs and contribute to the development of local economy. Its main focus is to valorize the unexplored potential of the cultural tourism in the regions and in its sustainable development, taking advantages of the variety, uniqueness and the authenticity of the natural heritage, balancing between the development of the tourism and the conservation of the resources. Priority Axis 6 also contribute to the “Environment and protection of natural richness and cultural and historical heritage” which is part of priority 3 “Connectivity and green economy for sustainable growth”.  Oriented to the conserve the cultural heritage, the policy instrument also stimulates its popularization and development as a potential to attract tourists, through conservation, restoration, tourist guiding services, etc.. The project partners will have to propose an independent internal or external, public or private controller to the body of their Land.  This body will authorise the controller proposed by the project partner after having checked that the controller is sufficiently independent from project activities and finances and qualified to carry out the control of an INTERREG Europe project. The project partner and the chosen controller have to fill in and sign a partner questionnaire in which they both confirm the specific performance demands of a qualified first level control. This partner questionnaire has to be presented for confirmation to the respective approbation body. The responsible approbation body will confirm/not confirm the auditors qualification and independence by signing a letter of acknowledgement. The partner proposes a controller from the public sector Qualified controllers in the public sector are, all public bodies authorised to carry out independent financial audits and controls, e.g.Rechnungsprüfungsämter (offices for auditing and accounting control), so-called Unabhängige Stellen (Independent Bodies), unabhängige interne Prüfstellen (independent internal departments for audit and controls).The partner proposes a controller from the private sector  Qualified controllers in the private sector are all members of professions officially approved for dealing with audit and controls.  With regard to Germany and the German part of the programme, tax practitioners are tasked to assess compliance with regard to expenditure reported by private beneficiaries.  Tax practitioners include:Steuerberater and Steuerberatungsgesellschaften (tax consultants or consultancy firms) Steuerbevollmächtigte (tax agents) Wirtschaftsprüfer and Wirtschaftsprüfungsgesellschaften (chartered certified accountants or accountancy firms) vereidigte Buchprüfer and Buchprüfungsgesellschaften (sworn accountants or accountancy firms)In this case the general accountant's qualification has to be confirmed. Therefore the general accountant's qualification will be confirmed by either the state supervised Chambers of Tax Consultants or the state supervised Chambers of Public Accountants by a confirmation of membership for the chosen controller. The costs The costs resulting from the control can be reported as eligible costs in compliance with the relevant EU-regulations and programme rules. On-the-spot checks In compliance with the article 23 (4) of the Regulation (EU) No 1299/2013 of the European Parliament and of the Council of 17 December 2013 and article 125 (5) and (6) of the Regulation (EU) No 1303/2013 of the European Parliament and of the Council of 17 December 2013, on-the-spot verifications are done for each project partner at least once during the project lifetime. For first level controllers controlling more than one project partner, sampling may be possible under the condition that the method is well justified and documented. In case of clarifications request, the project partners will be granted 5 days to reply. The costs As of 8 June 2020, the Ministry of Regional Development and EU Funds will no longer charge costs for first level control for Croatian partners involved in an Interreg Europe project. The costs resulting from the control and charged before the date of 8 June 2020 can be reported as eligible costs in compliance with the relevant EU-regulations and programme rules (EUR 510 per first level control certificate, EUR 290 for each on-the-spot-check).   On-the-spot checks The first level control body will organise on-the-spot-checks on a random sample basis.
