Local Diagnosis Each partner organises a working group with local stakeholders and prepares the report  about regional situation of the startups, their needs,  innovation ecosystem and answer the question what should be done to improve the policy dedicated to startups. 1.  Local diagnosis from Estonia -  Tartu the city of smart enterprenurship Estonia has made a name for itself for the innovative application of communications technology, where stateof-the-art technologies are a way of life. Tartu has always been a trendsetter when it comes to ICT developments – talented minds and ambitious entrepreneurs have led to a rapidly growing ICT ecosystem which has attracted the attention of venture capitalists as well as foreign ICT companies. Local diagnosis from Slovenia The partners of the project Innova Foster defined that the aim of every local diagnosis at Innova Foster is to identify strengths and weaknesses at national, regional or local level. PP4 Scientific research centre Bistra Ptuj (Bistra) is focused on Podravje region, which is one of 12 statistical regions in Slovenia, located in less developed cohesion region of East Slovenia. More information here 3. Local diagnosis from Ireland Ireland has transitioned a ten year period of significant economic change. As a small open economy, Ireland is exposed to fluctuations in the global economy; requiring us, as a small island on the edge of Europe, to adapt and respond with strategies that are fit for purpose and continue to advance our national economy. More information here 4. Local diagnosis from the United Kingdom. The following report was developed with stakeholders from the Oldham EconomicPartnership – a body of public and private sector representatives that help shape andimplement economic development strategies in Oldham and Greater Manchester (GM).Within the context of the Oldham and GM economies, it sets out the current business startup and scale-up eco-systems that are available to residents and businesses in Oldham andGM. More information here 5. Local diagnosis from Malta. Malta’s central position in the Mediterranean makes it a highly strategic dynamic hub in Europe (Bollier, 2017). Being one of the world’s smallest and most densely populated countries its startup ecosystem especially booms in the e-gaming and online betting sector, and each month new tech centric events and new ventures are happening. The local ecosystem currently boasts of around 50-100 tech startups (Startup Genome 2017). More information here6. Local diagnosis from Poland. One of the activities planned as part of the implementation of the Innova Foster projectinvolves the assessment of startup ecosystems. Each partner is obliged to prepare an assessmentwith respect to the region in which it operates. Torunska Agencja Rozwoju Regionalnego S.A. (TorunRegional Development Agency) is responsible for the creation of an assessment of startupecosystems in Kuyavian-Pomeranian region. More information here 7. Local diagnosis from Spain Spain's startup scene is booming right now with Barcelona and Madrid at the forefront. In 2017, Spain completed total funding of €784 million through 195 rounds of funding and comparison of total funding per year for the past 5 years shows a steady increasing. There are two important factors that are increasing the  investments in Spain: firstly there are more startups rising up than previously, what is the result of low wages in the country, and secondly the “made in Spain” attitude is really awakening within the entrepreneur community which is leading to major firms such as Telefonica running incubators and encouraging local business to grow. Action Plans Action plans are documents created at the end of first phase of Innova Foster project by every partner for their region, in order to improve regional policies.
