Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
‘Omgevingsvisie’ in Dutch translates to Environmental Vision. The "Omgevingsvisie Drenthe" is the spatial development policy instrument of the Province of Drenthe (DR), outlining strategic plans and policies for the sustainability of the environment, economy, and communities. The PI highlights the concept of “Basic Quality of Nature” as a key priority; the term refers to ensuring that natural areas meet essential quality standards to support biodiversity and ecological health.
The PI includes specific actions for habitat restoration for pollinators, enhancing connectivity between natural spaces, and promoting sustainable land use practices to create resilient ecosystems that coexist with human activities.
POLLINATE addresses the following priority actions of implementing the “Basic Quality for Nature”
- 7.1 - Robust Nature System & Drenthe Nature Network for the preservation and strengthening of biodiversity
- 5.7 - Use of Soil and Subsoil for addressing soil contamination and protecting valuable ecosystems
- 7.3 - Species Policy for the sustainable recovery of species and habitats
- 4.1 - Spatial Quality for the preservation of the Drenthe landscape types
- 6.2 - Robust Agricultural Area for maintaining species diversity in rural areas & moving toward nature-inclusive growth

The “Cross-pollination Plan”, launched in 2024 by the Province of West Flanders (PWV) in association with 4 regional land development agencies (Houtland & Polders, Leie & Scheldt, West-Vlaamse Hart, and Westhoek), is a turnkey PI building upon the results of the “Cross Pollinators” collaborative project, which ended in 2023 having supported 13 West Flemish municipalities design and implement local bee action plans.
The PI, in particular, introduces the concept of “Cross Pollinator Municipality/City” with the aim to guide authorities in West Flanders toward building a network of pollinator-friendly cities and municipalities. The PI includes eight concrete actions to support the province’s transformation into a pollinator-friendly region, with a special focus on bees. POLLINATE will primarily address:
Action1: Training Administrators
Capacity and knowledge building of regional and municipal authorities on planning and managing aspects to support pollinator conservation.
Action2: Networking moments/Inspiration trips
Build cross-regional collaboration with other bee-friendly regions & municipalities.
Action 6: Pollinator Inventory
Monitor pollinator species and populations.
The PI’s budget for the period 2024-2025 is 368,000 euros. Of this, 276,400 euros will come from regional land development agencies, with the remaining amount will be funded by fees paid by the participating municipalities and cities.

The Regional Development Programme (RDP) of LUR is the basic strategic and programming document at regional and local level for the period 2021-2027. Its total budget is EUR 1,857,260,830, and it defines three development priorities:
- P1: A Creative Region of Opportunity (€ 109,250,000)
- P2: A Smart Region Tailored for People (€ 863,470,822)
- P3: A Green Region of Sustainable Solutions (€ 884,540,008)
The POLLINATE project and its specific activities will address:
PRIORITY 1
- Enhance the region’s efforts in strengthening local green supply chains in the agri-food sectors, and establish SLOVENIA GREEN destinations (eco-tourism).
- Establishing criteria for green public procurement to assist rural SMEs in adopting eco-friendly practices and products, thereby reducing strain on natural habitats.
PRIORITY 3
- Establish a spatial planning system that reduces pressure on nature and enhances habitat connectivity.
- Foster the transition to sustainable forms of farming and agriculture to link local economic development with biodiversity conservation.
- Plan and manage a network of natural and artificially created green areas including i) the regeneration of degraded urban areas with green infrastructure instruments, and ii) the use of technical green infrastructure solutions in urban areas, to preserve ecological connectivity, protect habitats, and distinctive landscapes.
- Enhance the region's resilience to climate change-induced flood events through the implementation of NBS.

The Cēsis Municipality Development Programme 2022-2028 is the medium-term spatial development planning document for Cēsis Municipality, setting out specific priorities, lines of action and planned investments for seven years. The strategic objectives of the Cēsis Municipality Development Programme 2022-2028 reflect the vision of Cēsis Municipality to 1) promote the development of a business ecosystem, 2) improve the well-being and overall quality life of citizens, 3) increase the competitiveness of the local tourism, 4) become an environmental-friendly, sustainable and climate neutral municipality, and 5) increase citizens’ digital literacy to enact the digital transformation of the economy. This document is subordinated to the long-term planning document of Cēsis Municipality - the Sustainable Development Strategy of Cēsis Municipality 2022-2036 and was developed to facilitate the accomplishment of the objectives stipulated in the latter.
POLLINATE address Strategic Objective "SO4. An environmentally friendly, sustainable, and climate-neutral municipality", and in particular the following priority actions:
4.1.1 Creating an environment adapted to climate change.
4.2.1 Reduce anthropogenic pressures and conserve areas of landscape value.
4.2.2 Promote and maintain biodiversity.
4.3.1 Mitigating the effect of climate crisis.
4.4.1 Develop green and blue infrastructure in densely populated areas.
4.4.2 Expand RES and sustainable solutions.

The National Biodiversity Strategy with the Action Plan (NBSAP) for the Period 2016-2020 includes 7 strategic directions (targets):
(i) biodiversity to be "de facto" among social and political priorities;
(ii) multidisciplinary and multi-sector approach to biodiversity protection;
(iii) establishment of an efficient mechanism of funding and switch to sustainable biodiversity economy;
(iv) substantial reduction of identified direct pressures on biodiversity;
(v) creating preconditions and implementation of targeted measures for the protection of the most endangered parts of biodiversity;
(vi) creating an efficient ecological network as the main mechanism for biodiversity conservation; and
(vii) improvement of knowledge of biodiversity and its broad and equal accessibility.
However, within the process of negotiations for Montenegro's accession to the EU, the Ministry for Tourism, Ecology, Sustainable Development, and North Development is revising the National Biodiversity Strategy and Action Plan to align with the EU Biodiversity Strategy and incorporate the EU acquis into national policy. Until the preparation of the new National Strategy on Biodiversity 2030 is finished and the document is adopted, the NBSAP remains in force.

The 2021-2027 OP is a strategic plan aimed at reinforcing sustainable development in the region. The objectives of the OP include a) environmental protection and transition to green economy, b) promotion of sustainable development and social inclusion, c) infrastructure development, and d) competitiveness, with biodiversity protection being highlighted among all priorities. (Total budget~254 M€)
POLLINATE primary addresses “Priority 2. Sustainable development and sustainable management of the Region's resources”, and specific objective “2.7 Strengthening the protection and conservation of nature, biodiversity, and green infrastructure, including urban areas, and reducing all forms of pollution”. SO2.7 prescribes measures on restoration, green infrastructure to reduce the fragmentation of ecosystems, practices supportive to native species and habitats based on the eco-system approach, remediation of environmentally degraded areas, and pollution reduction.
Participation in POLLINATE will enable REGPEL to better address complementary objectives. In particular:
SO1.3 Enhancing the sustainable growth of SMEs, by transferring sustainable biodiversity practices to them such as integrated pest management and pollinator friendly horticulture.
SO2.4 Promoting climate change adaptation and resilience.
SO5.1 Enhancing integrated and inclusive social, economic and environmental development, culture, natural heritage, sustainable tourism, and security in urban areas.
