On 2 October 2018, the European Parliament and the Council adopted a regulation “establishing a single digital gateway to provide access to information, to procedures and to assistance and problem-solving services and amending Regulation (EU) No 1024/2012”. Both citizens and businesses are expected to benefit from the new regulation and the implementation of the single digital gateway.
As stated by Mr. Emil Karanikolov, Minister for the economy of Bulgaria during the Bulgarian Presidency of the Council of the European Union:
“The single digital gateway will be a user-friendly single entry point to assist citizens and businesses to find the information they need on the EU internal market. It will provide full access to a wide range of online procedures to help them when they want to move, work, retire, study or when they want to establish or carry out businesses in another country.”
Titled “one-stop shop for all your online paperwork” by the European Parliament, the single digital gateway will use the already established name "Your Europe" and will include a common user interface integrated into the existing Your Europe portal and be available in all official EU languages. From birth certificates to business permits, the gateway is expected to integrate among others several existing public services relevant for citizens and businesses, thus reducing the administrative burden for their cross-border activities.
Consequently, Member states will have to modernise systems to ensure they are fully accessible online, not only in the languages of the country, but also in at least one additional language. The online services must be of a high quality and accessible to people with disabilities.
The time foreseen for the full implementation of the regulation by all national, regional and local administrations is five years, i.e. until October 2023.
