The latest edition of the European Innovation Scoreboard (EIS) was released on 22 June 2018. This annual Scoreboard compares the research and innovation performance of the EU Member States and selected third countries, and the relative strengths and weaknesses of their research and innovation systems.
The performance of innovation systems is measured by average performance on 27 indicators in ten innovation dimensions. Based on the score obtained, the Member States are classified into four different groups:
- Innovation Leaders (score more than 20% above EU average)
- Strong Innovators (score between 90-120% of EU average)
- Moderate Innovators (score between 50-90% of EU average)
- Modest Innovators (score below 50% of EU average)
The group of Innovation Leaders includes Sweden (EU innovation leader), Denmark, Finland, the Netherlands, the United Kingdom and Luxembourg. This group performs best in seven of the ten innovation dimensions, with Attractive research systems, Innovation-friendly environment and Intellectual assets being the dimensions where performance differ the most between Innovation Leaders and Strong Innovators.
Overall, the EU shows positive development, continuing to improve its position relative to the United States, Japan, and Canada. However, South Korea with the highest global performance score is expanding its lead. Also, China is catching up at three times the EU’s innovation performance growth rate.
As an extension to the EIS, the Regional Innovation Scoreboard (RIS) is published every second year, providing a similar assessment of research and innovation performance, but on a regional level. The latest edition was published in 2017, covering 220 European regions.
