Transport currently produces a significant proportion of York's greenhouse gas emissions and the pollutants that affect air quality, A draft framework for developing a Low Emission Strategy (LES), setting out the approach for reducing emissions in the city, was approved in 2011. The vision of the strategy is to transform York into a nationally acclaimed low emission city. One of the key objectives will be to reduce emissions to air from existing buildings and vehicles by providing businesses, residents and visitors with incentives and opportunities to use low emission technology. The strategies identified in York's Transport Strategy (LTP) will support this objective. The key tools being used to support this low emission vision include: -increasing proportion of alternatively fuelled vehicles -having the infrastructure in place to support the use of electric or electrically assisted vehicles -encouraging the use of other lower emission vehicles -meeting the EU legal requirements for air quality -develop corridor/area based approaches to regulating the entry of more polluting vehicles within the city's air quality management areas -citywide measures to discourage the use of more polluting vehicles The City's first Low Emission Strategy is heavily integrated as a key policy strand of LTP3 2011-2031 within 'Theme 4 - Tackle Transport Emissions' which encompasses all of the actions to do with improving air quality.

Evidence of success

LTP3 builds on the success of the first two LTPs including growth in bus and Park and Ride patronage to reduce the level of city centre car trips and increasing the level of cycling across the city (there has been an increase of more than 15% in cycling numbers since 2008).

This Good Practice would be transferable across other European regions but it requires close collaboration and working between environmental and transport departments within a regional or local municipality context.
