Czech city of Moravská Třebová successfully used EPC method for energy savings in public buildings
The proposal of energy-saving measures (project) was designed for selected buildings of the Czech city of Moravská Třebová (primary schools, social services, chateau). As a part of the project, austerity measures were implemented including delivery, installation and commissioning of technological equipment including client training. The project focused on the monitoring of the operation and the energy consumption of the installed equipment, as well as on the evaluation of the savings and optimisation of the operating parameters including central controlling system for energy management. The savings above the level of guaranteed savings (used for repayment of investment) can trigger new round of energy efficiency measures. The city now has a permanent overview of the heat, electricity and water consumption, as well as possibilities for further optimisation of energy expenditure.
The costs of investment were EUR 464 000. Investment is paid by the guaranteed savings for this project, which is EUR 88 000 a year. The duration of the project is 10 years.
Evidence of success
The use of the EPC method for reducing the energy performance of city buildings has proved to be a suitable solution. In selected buildings, the city, according to its vice-mayor, has ensured the necessary upgrading of energy facilities, without the need for investment costs, and with the guarantee of energy savings and operating costs. At the same time, thanks to application of energy management, the city in advance has begun to fulfill the new obligations laid down by energy legislation.
Potential for learning or transfer
This is an example of a good practice which can be transferred to other municipalities, who are contemplating EPC method as a solution for meeting their obligations of reducing energy costs of public buildings. The share of buildings in total energy consumption in EU countries is 40%, the share of CO2 emissions is 35-36%. Reducing energy consumption and using renewable energy in buildings are important measures to reduce the EU's energy dependency and reduce greenhouse gas emissions. The European Union has undertaken to reduce overall greenhouse gas emissions by at least 20% by 2020 compared to 1990; reduce the 20% energy consumption by 20% in the EU countries and achieve a 20% share of renewable energy in the total energy consumption (reaching the "20-20-20" climate, environmental and energy consumption targets).
