Creation of working groups as part of the RIS3 governance model, as an instrument of dynamisation, participation and empowerment of regional stakeholders.
One of the main challenges identified with regards to EDP during the implementation of Extremadura RIS3 is how to keep a close relation with relevant stakeholders and motivate them to be involved in such processes in a sustainable way.
On this note, one of the weaknesses of the regional innovation system arises: the need to strengthen the coordination and cooperation between regional agents, especially in the strategic specialisation areas.
Taking this into account, 5 working groups have been created as part of the RIS3 governance model, as an instrument of dynamisation, participation and empowerment of the key players of the region in each area of specialisation.
Beyond keeping transparency in RIS3 monitoring and evaluation, the meetings of these working groups contribute to keep regular contact with key players, encourage interaction between regional agents, identify cooperation opportunities and generate new projects, meet intellectual challenges or raise business challenges in the specialisation areas and discover hidden trends or innovations, as well as potential new investments.
Participants have been selected by the General Secretariat of Science, Technology and Innovation in order to represent the quadruple helix of the Extremadura System of Science, Technology and Innovation, considering the contribution of value they can make to it in terms of knowledge and technology, entrepreneurial leadership, innovative dynamism or responsibility in the RIS3 implementation
This activity is part of a work package dedicated to RIS3 monitoring and evaluation, carried out by the Extremadura RIS3 Technical Office with a team of 6 people. An approximation of the annual budget for this activity is 46.500€, out of the annual budget of the RIS3 Technical Office (217.865€).
Evidence of success
We have organized 5 working group meetings focused on each specialization area of the RIS3 to collect and analyze data about the performance/impact of different R&D&I policies implemented within the RIS3 and explore, together with key stakeholders, possible improvements to them. The meetings have allowed a deep analysis of the situation of specialisation areas and the R&D&I instruments implemented in the region and generated interesting recommendations to improve existing policies/create new one
One of the main problems encountered is the difficulty to ensure the commitment of stakeholders and to meet their expectations with regards to the achievements of the working groups, so that they keep motivated and thus actively participate in them.
Potential for learning or transfer
The creation of the working groups and the results obtained from the meetings held so far prove that they are a useful instrument to provide valuable information on the performance and impact of measures developed at regional level in the framework of the RIS3.
Moreover, the outcomes from the working groups may help policymakers to implement new instruments or improve the existing ones taking into account first-hand information from the direct beneficiaries of those instruments.
Therefore, other regions could learn from this approach to EDP and regional stakeholders’ involvement in RIS3 implementation.
