Tehimpuls, is currently using the IMP³rove Assessment for companies within RIS3 Sectors as a support tool for boosting the innovation output and policy change.
The major challenge when trying to innovate is to have a structural approach of the process, where the effort is having an impact and output that can be monitored and translated into the RIS3 indicators.
IMP³rove Assessment tool, is using five dimensions of the innovation (Innovation Strategy, Culture, lifecycle process, enabling factors, results) and 44 indicators in a comprehensive manner to evaluate the innovation performance of companies in order to boost the final output. Once this assessment is completed, the company is receiving a customised, automatically-generated IMP³rove Benchmarking Report, which is a ranking system for companies to see their performance and relative position within the industry: similar companies from other regions, competitors, etc.
The tool, is used to evaluate the general innovation performance, within RIS3 sectors, from a process point of view and to understand the general challenges of the companies. Additionally, respondents benefited of an action plan to improve their innovation processes, all knowledge being relevant for improving the policy framework and instruments.
Based on this evaluation, the general RIS3 monitoring system can be improved at regional level and completed with additional insight information directly from the companies.
Tehimpuls is a spin-off of the West RDA that have the license to perform the IMP3rove evaluation the following beneficiaries: Start-ups, SMEs, Multinationals, Research platforms/laboratoires.
To successfully perform the IMP3rove assessment the person involved to support the process need to be trained by the IMP3rove Academy otherwise, the company may perform it by self administration using the existing guidelines. To access the report, there is an already existing fee to be payed.
Evidence of success
Since 2016, Tehimpuls offers IMP3rove innovation management performance assessments under the franchise of the IMP3rove Academy, Germany, and funded by the European Commission
- 34 companies assessed in the sectors of ICT, automotive, construction, food, printing and packaging, furniture, chemistry
- 18 Action Plans implemented with the aim of improving the companies' innovation management
As a consequence of the evaluation, three major companies applied the Policy instrument.
The challenge for companies was to face how they perform in terms of innovation output.
For the RIS3 the challenge was to adapt a traditional monitoring system to a new approach based on insight discussions with companies. Also, the instrument cannot be applied at large scale.
Potential for learning or transfer
The good practice offers an alternative for those regions wiling to improve the general policy making (RIS3) and policy instruments related to companies capacity to innovate.
By providing an insight of innovation processes and results, policy makers can bring additional valuable and qualitative information regarding companies that is not available on the official statistics and even to evaluate the general. The instrument can be used before and after the implementation of a policy instrument.
Usually monitoring methods used by regions in relation with companies are not providing anything exceptional beside the access to a general regional report that might not be relevant. The IMP3rove instrument offers their particular image for the company related to a target group helping them to perform for the future.
Furthermore, the evaluations made within a region can be isolated in the database, merged and statistically analysed as a group providing general statistics.
