As central contact BioCon Valley® takes on a moderating role for the stakeholders in health economy focusing on successfully shaping the health sector
BioCon Valley® was awarded the contract for “coordinating the measures in the health economy MV” in a Europe-wide invitation for tenders by the State Government of Mecklenburg-Vorpommern. Thus, the government decided at a very early stage to establish a cluster organisation to strategically support the development of the state as outstanding destination in the field of life sciences and health economy. For more than fifteen years now BioCon Valley® is concentrating MV’s forces in these fields. It is the task of BioCon Valley® to support and sustainably develop the key advantages (sticking out clinical and research infrastructures) alongside with the State. The goals define the tasks of BioCon Valley®:Information, networking, initiation, marketing
BioCon Valley® works as mediator between business and science and is stimulating the cooperation between research and industry in order to make use of the research potentials of the region and for the region.
The cluster combines a Ltd as well as a non for profit members association. Main shareholder of the Ltd is the Ministry of Economics, Employment and Health of Mecklenburg-Vorpommern.
Also, BioCon Valley® is member of the strategic council business and Science. In this regard, BioCon Valley® is coordinating and organising on behalf of the Ministry of Economics, Employment and Health of Mecklenburg-Vorpommern together with a steering committee the future field „Health / Life Science“ within the framework of the RIS.

Resources needed

Every year 1,2 mio. euros are available to fulfill the tasks. 16 employees work in two offices in Rostock and Greifswald.

Evidence of success

“The Economic Footprint of the Health Economy in MV”: share of 14.7 % of the total countrywide gross value added (10 B € of gross value added and 1/3 of the gross domestic product), every seventh € of the GDP is generated within the health sector; SME’s contribute to 70 % of the growth and employment within the health sector
About 30 projects with a total volume of about 60 Mio € have been acquired successfully
In 2017, awarded the silver label of the European Cluster Excellence Initiative

Difficulties encountered

The sustainability of all activities, in particular the successful continuation of the established outstanding network, is directly linked to the commitment of the state government. Institutional funding is aimed at to maintain the workforce.

Potential for learning or transfer

It certainly makes sense to establish a corresponding cluster (management) for key topics in the regions on a sustainable basis. This is particularly relevant when these focus topics are knowledge-based and close cooperation between science and industry is required. Cluster activities should be closely linked to the work of the competent authorities/ministries to ensure the implementation of solutions and innovations. This also applies to the available funding instruments - these must also be compatible with the activities and vice versa. This implies a careful strategic orientation of the cluster work.
The Cluster BioCon Valley® was evaluated by the ELISE project partners as one of the most relevant GPs. In 2019 the GP will be analysed more closely for their suitability for the partner regions.
