Energy Efficiency Support (EES) was part of a national program, which amounted to SEK 99 million a year for municipalities and county councils to apply.
To reach the 2 degree target, Sweden will have to increase energy efficiency by 20% by 2020. To do so the public sector should act as a model, which is why the Energy Agency between 2010 and 2014 offered a contribution to municipalities and county councils for energy efficiency in their own organization.

Energy Efficiency Support was available from the Energy Agency from 2010-2014 for municipalities and county councils that undertook to work actively with energy efficiency.
Those who applied for the support undertook to:
 - Establish a strategy for energy efficiency and actively work to implement this. The strategy should include a zero-position analysis, goals and an action plan
 - Carry out at least two of the six actions described in Annex VI to the EU Energy Services Directive. This means, for example, buying energy-efficient products or renting / using energy-efficient buildings
 - Annually report the effects of energy efficiency efforts to the Energy Agency.

Evidence of success

The reduction in energy consumption can be attributed to that local government has prioritized energy issues higher than before. In most municipalities the energy work is continuing with own funds after the national funding ended. Other positive effects are better indoor climate and behavior, and that they have grown bigger control of energy use. Many municipalities saw that they ended up saving money through the work methods they had started, which is why many continued after the funding ended
