Measure of support to the generational change and fixation of population, and generation of activity in rural areas.
'SME Organics' aims at enhancing the competitiveness and sustainability of SMEs in the organic sector of the participating regions. Overlaps between the ERDF ROP and EARDF and Rural Development programmes should be avoided but this proves difficult for this project given the sector addressed. However, the lack of specific support measures for SMEs in the ERDF ROP of our region makes it difficult to direct the promotion of regional organic sector to the normative framework of these funds.
Rural Development Program of Navarre 2014-2020 includes this sub-measure (M 06.1). The purpose is the creation of agricultural enterprises by young farmers, promoting the incorporation of young people into farming on viable holdings, in line with the structural adjustment of the sector. The ultimate goal of the measure of 'development of farms and companies' is the creation of enterprises in the rural areas and specifically, the purpose of this sub-measure, the creation of agricultural enterprises by young farmers and farmers. The aid shall be granted in accordance with the procedure of competitive concurrence. Where the business plan provides for the participation in the agri-environmental
measures implemented within the framework of the Program of Rural Development of Navarre 2014-2020, 10 points, or to the extent of ecological production, up to 15 points of a total of 100.

Resources needed

Assigned to this sub-measure (M 06.1) spending is 3,500,000 euros for the financing of the call of the year 2016. Funding: European Structure and Investment Funds: European Agricultural Fund for Rural Development (EAFRD).

Evidence of success

Number of farmers benefiting from the measure: year 2015, 53. Year 2016, 83.
The effect of this support measure is also reflected in an increase in the ecological cultivation surface in the period 2015-2017 of 15.61%, 8,943.85 hectares.

Difficulties encountered

The competitive format, in which participation in the measurement of organic production represents 15 points out of 100 motivates ridiculous surfaces of exploitation listed in organic production.

Potential for learning or transfer

Calls for aid in competitive concurrency where it is valued that exploitation is registered in organic production, is not a factor that support the increase of surface in organic production, not to be that minimum surface or certified organic production requirements are included in the call. In the case of our region, we have included the requisite of a minimum of 0.5 Units of Agricultural Work corresponding to organic food and farming
In any case, the increase in the ecological production area from 2015 to 2017 is directly related to the implementation of this support measure, and its inclusion in the legal framework of EAFRD justifies its transfer potential to other regions
