Peer review: policies for technology transfer

On 14 and 15 December 2021, the Policy Learning Platform is organising an online peer review for the benefit of the Executive Agency "Programme Education" at the Ministry of Education and Science in Sofia (Bulgaria). It will focus on policies and activities for knowledge and technology transfer and use of research infrastructure by Centres of Excellence and Centres of Competence.

What will it be about?


The peer review will be moderated by our research and innovation Thematic Experts, Marc Pattinson and Arnault Morisson.
In Bulgaria, technology transfer activity is still relatively underdeveloped, and the community of researchers is still lacking technology transfer knowledge and skills, something essential for future success. Because of that, the managing authority has identified that the policies and activities for knowledge technology transfer of Centres of Excellence and Centres of Competence needs to be reviewed and optimized in order to lay the grounds for their sustainable development.
They have identified four main areas of interest in which this peer review will focus:
  1. How to increase the capacity to identify technologies of interest to the business and industry?
  2. How to properly manage the innovations that arise as a result of project research activities? 
  3. What is the best and most efficient way to settle ownership of the research results and benefits of the projects between all partners, including intellectual property rights? 
  4. What are the most appropriate contemporary forms and models of technology transfer for the needs of the Bulgarian centres?

The host considers that the external expertise and recommendations from some selected centers could be adapted and applied to other projects. The opportunity for multiplication and spillover effect of the results of the peer review and expertise, they believe, will allow them to achieve a stronger impact at programme level.
