The thematic workshop organised in Leuven on 20 June, saw project partnership representatives from the Research and innovation, and SME competitiveness topics share and exchange experiences on the different roles of clusters in accelerating interregional cooperation. Before lunch, participants heard from Flanders Innovation & Entrepreneurship, the European Commission, various cluster support networks and platform, and a practitioners panel discussion on interregional cluster cooperation. Important takeaways included: importance and stability of the policy framework that guides cluster intervention, the role of clusters in facilitating cross sectoral innovation opportunities; driving collaborative innovation projects, facilitators of SME internationalisation, helping manage inter-cultural challenges, for example in adapting good practices, and the need to facilitate linkages between projects to capitalise on thematic linkages.

Some key messages from the afternoon’s breakout sessions were: clusters come in different shapes but are valuable partners in policy making and implementation; the cluster manager is a key facilitator and must offer a complete skill set to meet the different needs of the innovation ecosystem; clusters offer SMEs negotiation power and leverage, and enhanced visibility to engage with research community and large companies. And finally, cluster impact and evaluation approaches need to take into account quantitative and qualitative indicators.
