Campania Region shapes Mobility with a Unified Approach to transport

About this good practice
Approximately 6 years ago, the Campania Region issued a public tender to develop an integrated regional e-ticketing system aimed at modernizing and simplifying mobility within the region. The system, the Regional Sales System (SVR), was designed to integrate all Public Tansport services in Campania and support multiple payment methods, aligning with the growing trend of MaaS. UnicoCampania won the tender, and was responsible for implementing and managing the SVR, tailored to accommodate the needs of various public transport companies. SVR allows for the central management of electronic ticket issuance and connects with services beyond transport, such as parking, navigation, and cultural services like museums and events. It aggregates data from turnstiles and validators, providing real-time control of ticket validation and detecting anomalies in ticket usage. SVR also facilitates the sale of ferry tickets for the Gulf of Naples islands. While UnicoCampania manages the system, the regional authority played a crucial role in its governance. The regional authority's support in creating a collaborative framework among stakeholders ensured the system could be expanded and adapted. Policymakers can learn from this practice by recognizing the importance of public-private collaboration and the regional government's role in creating an integrated public transport ecosystem. The practice highlights how shared governance can improve service delivery and promote sustainable mobility.
Resources needed
Starting from investments made by Campania Region with the Regional Sales System, UnicoCampania has invested around €400,000 to adapt the System to the new digitalization needs, providing a MaaS approach. UnicoCampania employs less than 30 Human resources.
Evidence of success
Between 2023 and 2024, integrated travel solutions sold through APPs and other digital channels increased by more than 30% in terms of quantity. While, in terms of revenue, the increase was more than 70%.
Potential for learning or transfer
Many regions face fragmented transport networks, with multiple operators competing rather than collaborating. The cooperation between Campania Region and UnicoCampania serves as a model of shared governance that other cities can replicate. Unico Campania, despite being a private entity, coordinates all public transport companies in the region, streamlining pricing and payment systems. This model demonstrates how a single coordinating entity, supported by stakeholders and policymakers, can create a seamless travel experience. By modernizing transport systems, improving revenue collection and enhancing user experience, the initiative lays the foundation for advanced mobility solutions.
For decision-makers, this practice offers key lessons in transport integration and digitalization, demonstrating how public-private collaboration and coordinated governance can improve services and inspire policy innovations, leading to more efficient, sustainable, and user-friendly transport networks.
